【摘要】：京津冀地區(qū)作為我國經(jīng)濟發(fā)展的第三極，在經(jīng)濟快速發(fā)展的同時，卻在一定程度上忽略了對資源和環(huán)境的保護，使得該地區(qū)面臨著較大的資源與環(huán)境壓力。在農(nóng)業(yè)生產(chǎn)方面，傳統(tǒng)粗放型增長的農(nóng)業(yè)經(jīng)濟帶來的是農(nóng)藥、化肥等化學物品的大量使用，不僅造成了資源浪費和環(huán)境污染問題，也引發(fā)了民眾普遍擔心的食品安全問題。隨著工業(yè)化、城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化的進一步推進，對資源的需求、生產(chǎn)生活中的廢棄物排放量也將不斷增加，經(jīng)濟增長與資源環(huán)境承載能力之間的矛盾將更加突出，走循環(huán)農(nóng)業(yè)的發(fā)展道路是農(nóng)業(yè)可持續(xù)發(fā)展的必然選擇，也是區(qū)域經(jīng)濟可持續(xù)發(fā)展的重要組成部分。 京津冀地區(qū)相似的農(nóng)業(yè)生產(chǎn)條件和地域的不可分性，具有進行統(tǒng)一整合的可能性。對區(qū)域內(nèi)的農(nóng)業(yè)進行總體布局，共同走循環(huán)農(nóng)業(yè)的發(fā)展道路，不僅是實現(xiàn)農(nóng)業(yè)可持續(xù)發(fā)展的必要途徑，也是促進區(qū)域農(nóng)業(yè)一體化的有效方法。構(gòu)建生態(tài)產(chǎn)業(yè)鏈是循環(huán)經(jīng)濟發(fā)展的內(nèi)在需要和有效手段。農(nóng)業(yè)產(chǎn)業(yè)部門間的“天然聯(lián)系”及農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)整體性的特征正是循環(huán)經(jīng)濟所要建立和強化的，是建立農(nóng)業(yè)生態(tài)產(chǎn)業(yè)鏈的基礎(chǔ)，基于生態(tài)產(chǎn)業(yè)鏈的角度對循環(huán)農(nóng)業(yè)進行研究更具有可行性和現(xiàn)實意義。 本文綜合運用了區(qū)域經(jīng)濟、產(chǎn)業(yè)經(jīng)濟和生態(tài)經(jīng)濟學等相關(guān)知識，從如何構(gòu)建生態(tài)產(chǎn)業(yè)鏈這一新的研究視角來分析如何京津冀循環(huán)農(nóng)業(yè)的發(fā)展。首先，論文闡述了京津冀循環(huán)農(nóng)業(yè)生態(tài)產(chǎn)業(yè)鏈構(gòu)建的背景及意義，并對國內(nèi)外循環(huán)農(nóng)業(yè)、生態(tài)產(chǎn)業(yè)鏈等方面的研究進行了評述。其次，闡述了循環(huán)經(jīng)濟和生態(tài)產(chǎn)業(yè)鏈構(gòu)建方面的理論基礎(chǔ)，構(gòu)建生態(tài)產(chǎn)業(yè)鏈的原則、方法及構(gòu)建的層次問題。之后，文章又分析了京津冀發(fā)展循環(huán)農(nóng)業(yè)的優(yōu)、劣勢，現(xiàn)有的生態(tài)產(chǎn)業(yè)鏈存在的問題。論文的最后重點闡述了如何構(gòu)建京津冀循環(huán)農(nóng)業(yè)生態(tài)產(chǎn)業(yè)鏈，，并在此基礎(chǔ)上提出了相關(guān)的對策建議。
[Abstract]:As the third pole of China's economic development, the Beijing-Tianjin-Hebei region has neglected to a certain extent the protection of resources and environment while the economy is developing rapidly, which makes the region face great pressure of resources and environment. In the aspect of agricultural production, the traditional extensive growth of agricultural economy has brought a large number of use of pesticides, chemical fertilizers and other chemicals, which not only caused the waste of resources and environmental pollution, but also caused widespread concern about food safety. With the further development of industrialization, urbanization and agricultural modernization, the demand for resources and the waste emissions from production and daily life will continue to increase, and the contradiction between economic growth and carrying capacity of resources and environment will become more prominent. The development of circular agriculture is an inevitable choice of sustainable development of agriculture and an important component of sustainable development of regional economy. The similar agricultural production conditions and regional inseparability in Beijing, Tianjin and Hebei have the possibility of unified integration. It is not only a necessary way to realize the sustainable development of agriculture, but also an effective method to promote the integration of regional agriculture. Constructing ecological industry chain is the internal need and effective means of circular economy development. The characteristics of "natural connection" between agricultural industry departments and the integrity of agricultural industrial structure are exactly what circular economy should establish and strengthen, which is the foundation of establishing agricultural ecological industrial chain. It is more feasible and practical to study circular agriculture based on ecological industry chain. Based on the knowledge of regional economy, industrial economy and ecological economics, this paper analyzes how to develop Beijing, Tianjin and Hebei circular agriculture from the perspective of how to construct ecological industrial chain. Firstly, the paper expounds the background and significance of the construction of Beijing, Tianjin and Hebei circular agricultural ecological industrial chain, and comments on the research of circular agriculture and ecological industrial chain at home and abroad. Secondly, the theoretical basis of circular economy and the construction of ecological industrial chain, the principles, methods and levels of construction of ecological industrial chain are expounded. After that, the paper analyzes the advantages and disadvantages of developing circular agriculture in Beijing, Tianjin and Hebei, and the problems existing in the existing ecological industry chain. At the end of this paper, how to construct Beijing, Tianjin and Hebei circular agricultural ecological industry chain is expounded, and the relevant countermeasures and suggestions are put forward.
