【摘要】：公路對(duì)國家甚至整個(gè)社會(huì)的發(fā)展都具有至關(guān)重要的作用，公路建設(shè)項(xiàng)目的良好運(yùn)行對(duì)公路發(fā)揮基礎(chǔ)設(shè)施作用十分重要，而公路的施工項(xiàng)目又是建設(shè)公路項(xiàng)目的重中之重，公路質(zhì)量的好壞直接影響到公路的使用安全，如何保證公路施工安全是當(dāng)前研究的重點(diǎn)。珠江三角地區(qū)“十一五”期間的國民經(jīng)濟(jì)和社會(huì)發(fā)展都取得了前所未有的進(jìn)步，經(jīng)濟(jì)持續(xù)快速增珠江使公路水路交通需求更加旺盛，經(jīng)濟(jì)結(jié)構(gòu)調(diào)整對(duì)運(yùn)輸服務(wù)提出新的更高要求，珠江三角經(jīng)濟(jì)全球化需要公路水路交通給予強(qiáng)大支撐，國防安全需要公路水路交通提供有效保障，隨著區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展和城鎮(zhèn)化進(jìn)程加快，連接高速公路主骨架網(wǎng)的高等級(jí)公路只有進(jìn)一步加強(qiáng)、加密，才能有效確保集裝箱車輛等港口物流交通暢通無阻。 本文以ZJ環(huán)線高速公路項(xiàng)目為研究對(duì)象，運(yùn)用全面質(zhì)量管理理論、工程項(xiàng)目質(zhì)量管理理論、系統(tǒng)工程理論等理論，分析了目前ZJ環(huán)線高速公路項(xiàng)目質(zhì)量管理存在的問題，主要是項(xiàng)目質(zhì)量管理的的位置；項(xiàng)目質(zhì)量管理的基礎(chǔ)和檢驗(yàn)、測(cè)試；項(xiàng)目質(zhì)量管理者的素質(zhì)與激勵(lì)；環(huán)境對(duì)項(xiàng)目質(zhì)量的影響（行政干預(yù)）這幾方面的問題，針對(duì)這些問題，提出了相應(yīng)的對(duì)策，，從項(xiàng)目實(shí)施前、中、后三個(gè)方面對(duì)ZJ環(huán)線高速公路項(xiàng)目的質(zhì)量進(jìn)行控制，其中的對(duì)策包括按投標(biāo)承諾派遣有豐富經(jīng)驗(yàn)的監(jiān)理人員、對(duì)進(jìn)場(chǎng)的設(shè)備和原材料質(zhì)量進(jìn)行嚴(yán)格檢驗(yàn)、按規(guī)劃和程序?qū)嵤┵|(zhì)量控制、構(gòu)建專業(yè)化高素質(zhì)員工隊(duì)伍，完善績效考核激勵(lì)機(jī)制、督促承建商質(zhì)量保證體系正常運(yùn)轉(zhuǎn)、強(qiáng)化過程創(chuàng)造價(jià)值，糾正和改進(jìn)計(jì)劃等實(shí)際解決了該項(xiàng)目在管理過程中遇到的具體問題，為按時(shí)、保質(zhì)完成該設(shè)計(jì)項(xiàng)目提供了有力的理論支持。
[Abstract]:Highway plays a vital role in the development of the country and even the whole society. The good operation of the highway construction project is very important for the highway to play an important role in the infrastructure, and the highway construction project is the most important part of the highway construction project. The quality of highway directly affects the safety of the use of highway, how to ensure the safety of highway construction is the focus of current research. In the Pearl River Delta region, unprecedented progress has been made in the national economy and social development during the 11th Five-Year Plan period. The sustained and rapid growth of the economy of the Pearl River has increased the demand for highway and waterway transportation more vigorously. Economic restructuring puts forward new and higher requirements for transport services. Economic globalization in the Pearl River Delta needs strong support from highway and waterway traffic, and national defense security needs effective protection from highway and waterway transportation. With the coordinated development of regional economy and the acceleration of urbanization process, only by further strengthening and encrypting the high-grade highway connecting the main frame network of expressway, can we effectively ensure the smooth transportation of container vehicles and other port logistics. This paper takes the ZJ ring highway project as the research object, applies the theory of total quality management, the theory of project quality management and the theory of system engineering, analyzes the problems existing in the quality management of the project of ZJ ring highway at present. It is mainly about the position of project quality management, the basis and test of project quality management, the quality and motivation of project quality manager, the influence of environment on project quality (administrative intervention). The corresponding countermeasures are put forward to control the quality of ZJ ring highway project before, during and after the implementation of the project. The countermeasures include dispatching experienced supervisors according to the tender promise. The quality of equipment and raw materials in the field should be strictly inspected, quality control should be carried out according to the plan and procedures, specialized and high-quality staff should be constructed, performance appraisal and incentive mechanism should be perfected, and contractors' quality assurance system should be urged to run normally. The strengthening process creates value, corrects and improves the plan and so on, solves the concrete problems encountered in the management process of the project, and provides a strong theoretical support for the timely and qualitative completion of the design project.
