山西省專利產出與區(qū)域經濟增長關系的實證研究

【摘要】:專利權是屬于知識產權的一大分支,它能夠在一定程度上反映出某個國家或者地區(qū)目前的科技發(fā)展水平。在改革開發(fā)之后,我國經濟進步較快,不同省份的專利產出數(shù)量快速提升,而專利產出與經濟增長的關系也得到了眾多學者的廣泛關注,發(fā)展成為當前人們的重點分析對象之一。本文針對山西省專利產出同該省經濟發(fā)展狀況之間的關系展開相關研究工作,分別為: 首先,采用統(tǒng)計分析的方法來分析1993年到2012年之間,該省份的專利成功授權量和GDP之間存在的關系,并建立相應的數(shù)學模型,并得到以下的成果:專利產出同經濟增長之間有著了一個長時間的協(xié)整關系,且二者滿足單向的格蘭杰因關系,對于經濟的發(fā)展而言,專利產出能夠起到一定的推動作用,且滯后期保持在1到3年之間。另外,通過實際的數(shù)據(jù)和當前專利的審查審批流程等不同角度出發(fā),對三種專利(發(fā)明專利、外觀專利與實用新型專利)在經濟發(fā)展過程中起到的作用展開了具有針對性的研究分析。 其次,對1996-2012年間由RD經費支出、RD人員數(shù)量、專利產出量的統(tǒng)計數(shù)據(jù)構成相應的VAR模型,該模型以協(xié)整理論作為基礎,詳細分析了三個指標在數(shù)量、方向以及影響作用等不同方面的情況,最后得到以下結論:科技經費投入和科技活動人員數(shù)兩個因素都會影響專利產出,而且RD經費支出、RD人員數(shù)量得變化都會對專利產出量的變化起正向作用。就山西省而言,,科研經費支出對專利產出量的方差貢獻率相對較小,科研人員數(shù)量對能源消費的方差貢獻率相對較大。這些研究結果對山西省專利政策的制定,區(qū)域經濟規(guī)劃的部署有重要的指導意義。 最后,從實際的驗證結果出發(fā),并結合目前我國的專利權發(fā)展的基本狀況和其中存在的問題給出相應的如下建議:提高R&D經費投入;提高研發(fā)人員的素質,增強研發(fā)人員的知識產權保護意識;加強合作,促進科技經濟一體化進程;完善科技激勵機制,調動企業(yè)和個人發(fā)明創(chuàng)造的積極性;大力發(fā)展科技中介組織,促進專利轉化。
[Abstract]:Patent right is a branch of intellectual property, it can reflect the current level of science and technology development of a country or region to a certain extent. After the reform and development, China's economic progress has been rapid, the number of patent output in different provinces has increased rapidly, and the relationship between patent output and economic growth has been widely concerned by many scholars. Development has become one of the most important objects of analysis. This paper focuses on the relationship between the patent output and the economic development of Shanxi Province, respectively, as follows: First of all, the relationship between the number of successful patent licenses and the GDP in the province between 1993 and 2012 was analyzed by statistical analysis method, and the corresponding mathematical model was established. The following results are obtained: there is a long time cointegration relationship between patent output and economic growth, and both of them satisfy the one-way Grangein relationship, and patent output can play a certain role in promoting the economic development. And the lag between 1 and 3 years. In addition, based on the actual data and the current patent examination and approval process, three kinds of patents (invention patents, The function of appearance patent and utility model patent in the process of economic development is analyzed. Secondly, the corresponding VAR model is constructed based on the statistics of R D personnel and patent output from 1996 to 2012. The model is based on the co-arrangement theory and analyzes the three indexes in detail. Finally, the following conclusions are drawn: both the investment in science and technology and the number of people involved in scientific and technological activities will affect the output of patents. And R D expenditure and R D personnel changes will play a positive role in the change of patent output. As far as Shanxi Province is concerned, the variance contribution rate of scientific research expenditure to patent output is relatively small, and the variance contribution rate of scientific research personnel to energy consumption is relatively large. These results are of great significance to the formulation of patent policy and the deployment of regional economic planning in Shanxi Province. Finally, based on the actual verification results, combined with the basic situation and existing problems of patent development in China at present, the following suggestions are put forward: improving R & D investment, improving R & D personnel's quality, improving R & D investment, improving R & D personnel's quality. We should strengthen the awareness of intellectual property protection of R & D personnel; strengthen cooperation to promote the process of the integration of science, technology and economy; improve the incentive mechanism of science and technology, mobilize the enthusiasm of enterprises and individuals to invent and create; and vigorously develop scientific and technological intermediary organizations to promote the transformation of patents.
