【摘要】:近年來,隨著我國改革開放進程的加深,全國范圍都在尋找轉變經(jīng)濟發(fā)展模式、調整經(jīng)濟結構的可持續(xù)發(fā)展道路。綜合保稅區(qū)是設立在中國關境內,賦予貨物保稅等特殊功能和退稅、免稅、免征等特殊政策的海關特殊監(jiān)管區(qū)。在綜合保稅區(qū)內大力發(fā)展保稅物流,開展保稅加工、國際采購、中轉業(yè)務,能更好的統(tǒng)籌國內國外兩個市場資源,探索開放型經(jīng)濟發(fā)展模式。目前,我國已經(jīng)有111個包括保稅區(qū)、出口加工區(qū)、保稅港區(qū)、綜合保稅區(qū)在內的海關特殊監(jiān)管區(qū)域,這些保稅物流園區(qū)在興建過程中出現(xiàn)了投資過熱,規(guī)模過大,功能分區(qū)及布局不合理的問題。如何正確認識保稅物流園區(qū)的功能定位,合理規(guī)劃物流園區(qū)布局,推動區(qū)域經(jīng)濟發(fā)展,已經(jīng)成為亟待研究的課題。本文以舟山港綜合保稅區(qū)為例,采用定性和定量結合的方法進行保稅物流園區(qū)的總體規(guī)劃布局研究。主要工作如下: 首先,論述了綜合保稅區(qū)的功能、政策和監(jiān)管模式,并闡述了目前在物流園區(qū)的通用規(guī)劃過程,概述了預測、規(guī)模測算和功能布局的方法。 其次,根據(jù)物流園區(qū)的的規(guī)劃方法,并結合綜合保稅區(qū)的功能特點,對舟山港綜合保稅區(qū)進行規(guī)劃工作,主要工作如下:(1)對舟山港綜合保稅區(qū)的經(jīng)濟社會條件進行分析,并用灰色預測模型對2014-2020年間的物流需求量進行預測;(2)在物流園區(qū)操作功能基礎上,對綜合保稅區(qū)功能進行梳理,并從產業(yè)功能層面對綜合保稅區(qū)進行功能分區(qū),按相關標準對各分區(qū)進行規(guī)模測算;(3)用模糊聚類分析對各功能區(qū)進行平面布局工作,并進行規(guī)劃分析、相關性分析、特殊監(jiān)管設施分析和通關流程分析。 最后,文章總結了對舟山港綜合保稅區(qū)規(guī)劃工作方法和不足之處,提出了對未來綜合保稅區(qū)規(guī)劃有待進一步研究的問題。
[Abstract]:In recent years, with the deepening of China's reform and opening up process, the whole country is looking for a sustainable development way to change the economic development model and adjust the economic structure. Comprehensive bonded area is a special customs supervision area which is established in China, endowing special functions such as goods bonded and tax rebate, exemption and other special policies. Developing bonded logistics, developing bonded processing, international purchasing and transferring business in the comprehensive bonded area can better coordinate domestic and foreign market resources and explore an open economic development model. At present, there are 111 special customs supervision areas in China, including bonded zones, export processing zones, bonded port areas, and comprehensive bonded areas. These bonded logistics parks have overheated investment and oversized scale during the construction process. Functional partition and layout of unreasonable problems. How to correctly understand the function orientation of bonded logistics park, plan the layout of logistics park rationally and promote the development of regional economy, has become an urgent research topic. Taking Zhoushan Port Comprehensive bonded area as an example, this paper adopts qualitative and quantitative methods to study the overall planning and layout of bonded Logistics Park. The main tasks are as follows: Firstly, this paper discusses the function, policy and supervision mode of the comprehensive bonded area, and expounds the general planning process in the logistics park at present, and summarizes the methods of forecasting, scale measuring and function layout. Secondly, according to the planning method of the logistics park and the functional characteristics of the comprehensive bonded zone, the planning work of the Zhoushan Port Comprehensive bonded Zone is carried out. The main work is as follows: 1) the economic and social conditions of the Zhoushan Port Comprehensive bonded Zone are analyzed. Based on the operation function of logistics park, the paper sorts out the function of comprehensive bonded zone, and divides the function of comprehensive bonded zone from the aspect of industry function. According to the relevant standards, the scale of each district is measured. (3) the layout of each functional area is analyzed by fuzzy cluster analysis, and the planning analysis, correlation analysis, special supervision facility analysis and customs clearance process analysis are carried out. Finally, the paper summarizes the working methods and shortcomings of Zhoushan Port Comprehensive Free Trade Zone Planning, and puts forward some problems to be further studied in the future Comprehensive bonded area Planning.
