【摘要】：區(qū)域創(chuàng)新能力是區(qū)域經濟發(fā)展的重要動力,也是實施創(chuàng)新驅動戰(zhàn)略的重要支撐。溫州市工業(yè)基礎扎實,經濟社會發(fā)展基本面總體較好,但是由于創(chuàng)新能力較弱,經濟發(fā)展后勁明顯不足。近年來,全市GDP增長率落后于全省平均水平,浙江省第三經濟體的地位已岌岌可危。如何較為客觀、準確地對溫州市區(qū)域創(chuàng)新能力進行評價,以期針對不足提出完善的建議,具有很強的現(xiàn)實緊迫性和指導意義。本文基于這一目的和方向展開研究分析。 本文首先介紹了區(qū)域創(chuàng)新的相關理論,對區(qū)域創(chuàng)新能力做出界定,認為區(qū)域創(chuàng)新能力主要由區(qū)域創(chuàng)新投入能力、區(qū)域創(chuàng)新產出能力、區(qū)域創(chuàng)新轉化能力、區(qū)域創(chuàng)新環(huán)境和區(qū)域創(chuàng)新績效等五方面構成,并在此基礎上結合評價指標體系的構建原則,選取了2012年浙江省11個地市科技創(chuàng)新的相關指標數(shù)據(jù),在鑒別力分析的基礎上,確定了區(qū)域創(chuàng)新能力評價的指標體系。接著借助于SPSS19.0軟件,通過因子分析法先對溫州市區(qū)域創(chuàng)新能力的五個分項進行評價,然后再做總的綜合評價。其中綜合評價中,先進行因子分析得出溫州市區(qū)域創(chuàng)新能力的綜合得分及在全省的排名；然后再進行聚類分析,從結果上進一步佐證因子分析的正確性。 分析結果顯示,溫州市區(qū)域創(chuàng)新能力在全省排名雖然較為靠前,但是通過與省內其他地市的比較,仍然存在研發(fā)投入偏少、引進技術不足、創(chuàng)新產出乏力等薄弱環(huán)節(jié)。文章最后部分提出了促進溫州市區(qū)域創(chuàng)新能力提升的對策與建議,供有關政府部門制定相關政策時參考。
[Abstract]:Regional innovation ability is an important driving force for regional economic development and an important support for the implementation of innovation-driven strategy.Wenzhou has a solid industrial foundation and good economic and social development fundamentals, but because of the weak innovation ability, the economic development stamina is obviously insufficient.In recent years, the city's GDP growth rate lags behind the provincial average, Zhejiang Province's third economy status has been precarious.How to evaluate the regional innovation ability of Wenzhou City objectively and accurately is of great realistic urgency and guiding significance.Based on this purpose and direction, this paper carries out research and analysis.This paper first introduces the relevant theories of regional innovation, defines the regional innovation ability, and thinks that regional innovation ability mainly consists of regional innovation input ability, regional innovation output ability and regional innovation transformation ability.The regional innovation environment and regional innovation performance are constituted in five aspects. On this basis, combining with the construction principle of evaluation index system, the relevant index data of scientific and technological innovation in 11 cities of Zhejiang Province in 2012 are selected, and on the basis of discriminant power analysis,The index system of regional innovation ability evaluation is determined.Then, with the help of SPSS19.0 software, the five sub-items of Wenzhou's regional innovation ability are evaluated by factor analysis, and then the overall comprehensive evaluation is made.In the comprehensive evaluation, the comprehensive score of regional innovation ability of Wenzhou and the rank in the whole province are obtained by factor analysis, and then cluster analysis is carried out, which further proves the correctness of factor analysis from the result.The results show that although Wenzhou's regional innovation ability ranks first in the province, there are still some weak links, such as low R & D investment, insufficient imported technology, weak innovation output and so on, compared with other cities in the province.The last part of the article puts forward the countermeasures and suggestions to promote the promotion of regional innovation ability in Wenzhou City for the reference of relevant government departments in formulating relevant policies.
