【摘要】：產(chǎn)業(yè)變遷和城市化發(fā)展是區(qū)域經(jīng)濟增長過程中重要的內(nèi)容,也是資源合理配置的必然路徑。改革開放以來,中國的產(chǎn)業(yè)變遷和城市化發(fā)展取得了長足進步,但區(qū)域間經(jīng)濟發(fā)展的非平衡性也日漸凸顯。西北地區(qū)作為中國經(jīng)濟欠發(fā)達區(qū)域,無論是產(chǎn)業(yè)變遷還是城市化發(fā)展均處于較為落后的局面,在全國部分地區(qū)已實現(xiàn)高度的產(chǎn)業(yè)和城市化發(fā)展的背景下,如何促進欠發(fā)達區(qū)域尤其是西北地區(qū)產(chǎn)業(yè)變遷和城市化發(fā)展,對于中國實現(xiàn)整體的產(chǎn)業(yè)革新和城市化進程的深入均有著重要意義,同時也是促進區(qū)域經(jīng)濟均衡發(fā)展的重要內(nèi)容。 本文通過產(chǎn)業(yè)變遷和城市化發(fā)展的理論梳理,對二者的關(guān)系進行了深入討論,發(fā)現(xiàn)產(chǎn)業(yè)變遷與城市化發(fā)展間存在著相互適應(yīng)、相互促進的關(guān)系。依托這一重要關(guān)系,在對西北地區(qū)產(chǎn)業(yè)變遷和城市化發(fā)展進行歷史回顧和現(xiàn)狀分析的基礎(chǔ)上,通過產(chǎn)業(yè)就業(yè)和產(chǎn)業(yè)集聚視角分析了西北地區(qū)產(chǎn)業(yè)變遷對城市化發(fā)展的驅(qū)動機制和效應(yīng),通過空間視角分析了西北地區(qū)城市化發(fā)展對產(chǎn)業(yè)結(jié)構(gòu)演變和產(chǎn)業(yè)升級的回饋路徑及范圍,并對二者間的互動關(guān)系進行了總結(jié),最后利用綜合指標體系對西北五省區(qū)產(chǎn)業(yè)變遷和城市化發(fā)展之間的協(xié)調(diào)度進行了評價。 通過上述研究,得出以下主要結(jié)論。 第一,西北地區(qū)產(chǎn)業(yè)變遷和城市化發(fā)展取得了較大的進步,但與全國水平間差距明顯,處于較為落后的狀況,同時產(chǎn)業(yè)變遷和城市化發(fā)展的區(qū)內(nèi)空間非均衡性較為明顯,實現(xiàn)區(qū)內(nèi)整體協(xié)調(diào)增長的壓力較大。 第二,通過產(chǎn)業(yè)就業(yè)視角分析了產(chǎn)業(yè)變遷對城市化發(fā)展的推動效應(yīng),發(fā)現(xiàn)由于產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)和外部就業(yè)環(huán)境的種種制約,西北區(qū)產(chǎn)業(yè)與就業(yè)偏離度較大,導致產(chǎn)業(yè)結(jié)構(gòu)演變對城市化發(fā)展的驅(qū)動作用有限。利用空間統(tǒng)計學方法分析產(chǎn)業(yè)集聚對城市人口集聚的影響,發(fā)現(xiàn)西北地區(qū)產(chǎn)業(yè)集聚與城市人口集聚具有高度的協(xié)同變化和明顯的空間耦合性,同時產(chǎn)業(yè)集聚導致城市人口在城市密集區(qū)域集中,形成西北地區(qū)城市化發(fā)展中城市人口空間分布的非均衡現(xiàn)象。進一步利用面板誤差修正模型分析后發(fā)現(xiàn),西北地區(qū)產(chǎn)業(yè)結(jié)構(gòu)演變導致大城市規(guī)模增長快于中小城市,造成城市化發(fā)展中城市規(guī)模增長的分異。 第三,西北地區(qū)城市化發(fā)展對產(chǎn)業(yè)結(jié)構(gòu)演變的推動較弱,并存在明顯的空間自相關(guān)性,通過構(gòu)建空間計量面板模型進行研究后發(fā)現(xiàn)西北地區(qū)整體經(jīng)濟發(fā)展水平滯后、財政能力薄弱、較為封閉的市場環(huán)境和區(qū)域開發(fā)強度、區(qū)域開放程度、產(chǎn)業(yè)集聚水平存在空間競爭效應(yīng)是其主要原因,同時利用空間閾值權(quán)重矩陣,對西北地區(qū)城市化發(fā)展對于產(chǎn)業(yè)升級的促進效應(yīng)進行空間計量研究后發(fā)現(xiàn),西北地區(qū)城市化發(fā)展對產(chǎn)業(yè)升級的空間溢出效應(yīng)存在明顯的空間衰減,且其空間溢出半徑較小,導致城市密集區(qū)產(chǎn)業(yè)聯(lián)動升級的效應(yīng)明顯,而城市稀疏區(qū)這一效應(yīng)并不明顯。 第四,利用面板向量自回歸模型對西北地區(qū)五省區(qū)產(chǎn)業(yè)變遷與城市化發(fā)展的互動關(guān)系進行了進一步的分析和總結(jié),發(fā)現(xiàn)西北地區(qū)產(chǎn)業(yè)變遷與城市化發(fā)展的關(guān)系主要體現(xiàn)為工業(yè)化進程與城市化發(fā)展間的互動機制,同時利用綜合指標體系和熵權(quán)法對西北五省區(qū)產(chǎn)業(yè)變遷與城市化發(fā)展的協(xié)調(diào)程度進行評價和分析,發(fā)現(xiàn)西北地區(qū)產(chǎn)業(yè)變遷和城市化發(fā)展的整體協(xié)調(diào)性較低,一定程度上影響了二者間的互動效應(yīng)。 最后基于西北地區(qū)產(chǎn)業(yè)變遷與城市化發(fā)展相互影響、相互促進的基本關(guān)系,提出在促進西北地區(qū)產(chǎn)業(yè)和城市化發(fā)展過程中將二者分割開來存在經(jīng)濟效率損失的結(jié)論,應(yīng)將二者有效結(jié)合,利用二者相互間的影響不斷推動二者發(fā)展,并實現(xiàn)區(qū)內(nèi)均衡增長。
[Abstract]:Industry changes and the development of city is an important content in the process of regional economic growth, but also an inevitable path for the rational allocation of resources. Since the reform and opening up, changing industry and city development Chinese has made considerable progress, but the imbalance of regional economic development is gradually dulgy. Northwest as China in underdeveloped area no matter what the industry changes or city development are in a relatively backward situation in some areas of the country has achieved high industry and city development background, how to promote the underdeveloped areas especially industrial transformation and city development in the northwest region, to achieve China industry innovation and development of the whole city has important meaning, and it is also an important content to promote the balanced development of regional economy.
This paper combs the theory of industrial transformation and city development, the relationship between the two is discussed deeply, found that the industrial transition and city development are to adapt to each other, and promote each other. Relying on this important relationship, based on the analysis of the history and current situation of the industry change in Northwest China and the development of the city last, through industry employment and Industrial Agglomeration Perspective analyzes the driving mechanism and effect of industrial transformation in the northwest to the city development, through the spatial perspective feedback path and scope of the northwest city development on the evolution of industrial structure and industrial upgrading, and the relationship between the two is summarized, finally the comprehensive utilization the index system of coordination degree between the five provinces in Northwest and change industrial city development was evaluated.
Through the above study, the following main conclusions are drawn.
First, changing industry and city development in Northwest China has made great progress, but the gap with the national level obviously, in a relatively backward situation, at the same time changing industry and City Development Zone Spatial disequilibrium is obvious, to achieve the overall coordinated growth pressure area is larger.
Second, through the perspective of industrial employment and industry analysis of the changes of city development promoting effect, found that due to various constraints of industrial internal structure and external employment environment, northwest region industry and employment deviation is large, resulting in the evolution of industrial structure to drive the city development with limited. Using spatial statistical methods to analyze the effects of industrial agglomeration on city the concentration of population, found in the northwest industrial agglomeration agglomeration and city population coupling with highly coordinated changes and obvious, and industrial agglomeration in the city population in the city area, the formation of spatial population distribution in the northwest city city in the development of non equilibrium phenomena. Further using the panel error correction model analysis found that lead to the scale of growth in the city faster than small city industrial structure evolution of the northwest region, resulting in the development of city scale city The difference in growth.
Third, the evolution of the industrial structure to promote the development of the northwest city is weak, and there is obvious spatial autocorrelation, by constructing the study of spatial econometric panel model found that the overall level of economic development in Northwest China lag, weak financial ability, relatively closed market environment and regional development intensity, regional openness, the level of industrial agglomeration exists the space competition effect is the main cause, while using space threshold weight matrix, in the northwest region of the city development for promoting industrial upgrading effect of spatial econometric study found that the northwest city development has obvious spatial attenuation of spatial spillover effects of industrial upgrading, and the spatial spillover effect of small radius in the city populated area the upgrading of industry linkage is obvious, and the effect of city sparse area is not obvious.
Fourth, since the regression model of the interaction between the five provinces in Northwest China and the changes of industrial city development has been analyzed and summarized by using panel vector, found the relationship of industrial transition and city development in Northwest China is mainly reflected the interaction mechanism of the process of industrialization and the development of the city, at the same time using the comprehensive index system and entropy method the change of the coordination degree of the five provinces of northwest industry and city development evaluation and analysis, found that the industry changes and city development in the northwest region overall coordination is low, to a certain extent affected the interaction effect between the two.
Finally, based on the mutual influence of industry change in Northwest China and city development, the basic relationship of mutual promotion, put forward in the promotion of the industry in the northwest and the city development process of the two separate economic efficiency loss results, should be effective combination of the two, using two among the two continue to promote development, and implementation in the area of balanced growth.
