【摘要】：轉變經濟發(fā)展方式是當今中國經濟主題,也是近年來學術界關注的焦點。在國外文獻中沒有發(fā)現與轉變經濟發(fā)展方式完全相應的概念或提法;而在我國轉變經濟發(fā)展方式作為一個術語,是通過政治程序確立的新提法,其全部內容和體系結構尚待研究。從現有的文獻來看,國內的研究主要集中在轉變經濟發(fā)展方式的內涵、問題與難點、經驗借鑒、評價體系、思路與對策等五個方面。相關研究表明,至今為止,以上關于轉變經濟發(fā)展方式五方面的研究尚存在局限性:經濟發(fā)展方式轉變過程的測度問題是局限性之一。目前,國內“測評”對象的選取相當全面。從地域尺度上來看包括:縣域尺度、市域尺度、省域尺度以及國家尺度。從類型上看既包括東部發(fā)達地區(qū)又包括中西部相對落后的地區(qū),其中還有對特定類型區(qū)的研究,如資源型地區(qū)和民族地區(qū)�？傮w來說,現有對多個對象的對比研究要明顯少于對單個對象的研究,已有的研究成果之間缺乏縱橫對比,學術界對轉變經濟發(fā)展方式問題的研究均未涉及發(fā)展方式轉變的區(qū)域差異性問題。我國屬于大國經濟,區(qū)域經濟發(fā)展水平差異顯著且呈現不斷擴大的趨勢。本文認為將中共中央基于基本國情提出的轉變經濟發(fā)展方式這一“戰(zhàn)略”轉化為具體“戰(zhàn)術”的重要前提在于明晰經濟發(fā)展方式的區(qū)域差異性問題,即明晰不同區(qū)域經濟發(fā)展方式轉變過程所表現出的差異性。因此,本文正是基于以上的考慮,選取全國30個省級行政單位(不包括港澳臺和西藏)為研究對象,基于轉變目標、轉變動力、轉變約束、轉變成果依次遞進的邏輯構建了經濟發(fā)展方式轉變測評的指標體系。依據區(qū)域經濟發(fā)展階段轉變過程的相似性,將全國30個省級行政單位劃分為5級,并分別對2000-2011年5級區(qū)域經濟發(fā)展方式轉變質量和提高水平進行測度,結果發(fā)現:5級區(qū)域經濟發(fā)展方式轉變趨勢總體向好,區(qū)域經濟發(fā)展方式轉變質量的高低主要取決于區(qū)域發(fā)展階段的高低,其中發(fā)展階段較高的一級和二級區(qū)域,經濟發(fā)展方式轉變質量呈現分化的趨勢,發(fā)展階段較低的三級、四級和五級區(qū)域,經濟發(fā)展方式轉變質量呈現均衡化的趨勢。各級區(qū)域在轉變成果方面的差距都相對較小,差距主要體現在轉變動力和轉變約束方面,其中區(qū)域隨著級別的提升,經濟發(fā)展方式轉變的差異性表現出由主要體現在轉變約束方面向主要體現在轉變動力方面轉變的特征。
[Abstract]:Changing the mode of economic development is the current economic theme of China, but also the focus of academic attention in recent years.In the foreign literature, there is no concept or formulation exactly corresponding to the transformation of the mode of economic development, while in our country, the transformation of the mode of economic development, as a term, is a new term established through political process.The whole content and architecture need to be studied.According to the existing literature, the domestic research mainly focuses on five aspects: the connotation, the problems and difficulties, the experience reference, the evaluation system, the train of thought and the countermeasure of changing the economic development mode.Relevant studies show that so far, the above studies on the transformation of economic development mode in five aspects still have limitations: the measurement of the process of economic development mode transformation is one of the limitations.At present, the selection of domestic "evaluation" objects is quite comprehensive.The regional scale includes county scale, city scale, provincial scale and national scale.From the perspective of types, it includes both the developed areas in the east and the relatively backward areas in the central and western regions, including the study of specific types of regions, such as resource-based regions and minority areas.In general, the existing comparative study of multiple objects is significantly less than that of a single object, and there is a lack of vertical and horizontal contrast between existing research results.The research of changing the mode of economic development in academic circles does not involve the regional difference of the transformation of development mode.Our country belongs to the big country economy, the regional economy development level difference is remarkable and presents the tendency which expands unceasingly.This paper holds that the important premise of transforming the strategy of changing the mode of economic development into specific "tactics" put forward by the CPC Central Committee based on the basic national conditions is to clarify the regional differences of the mode of economic development.That is, to clarify the differences in the process of economic development in different regions.Therefore, based on the above considerations, this paper selects 30 provincial administrative units (excluding Hong Kong, Macao, Taiwan and Tibet) as the research object, based on the change goal, the change motive force, the transformation constraint.The logic of the transformation results in turn constructs the index system of the change of economic development mode.According to the similarity of the transition process of regional economic development stage, 30 provincial administrative units in China are divided into 5 levels, and the transformation quality and improvement level of regional economic development mode of five levels from 2000 to 2011 are measured respectively.The result shows that the transformation trend of regional economic development mode of grade 5 is generally good, and the quality of the transformation of regional economic development mode mainly depends on the level of regional development stage, among which the higher level of development stage is the first and second level regions.The quality of the transformation of economic development mode shows a trend of differentiation, and the transition quality of the economic development mode shows a trend of equalization in the three, four and five levels of the lower stage of economic development.There are relatively small gaps in transformational outcomes at all levels of the region, mainly in terms of transformational dynamics and constraints, in which regions increase with the level of change,The difference of the transformation of economic development mode shows the characteristics of the transformation from mainly reflected in the transformation of constraints to mainly reflected in the power of transformation.
