【摘要】：改革開放30年來,重慶市開放水平顯著提高,對推動國民經(jīng)濟的發(fā)展起到了重要作用。作為中西部地區(qū)唯一的直轄市,重慶要加快建設(shè)成為西部地區(qū)的重要增長極、長江上游的經(jīng)濟中心、城鄉(xiāng)統(tǒng)籌發(fā)展的直轄市的政策定位,使重慶的戰(zhàn)略地位更加凸顯。開放的發(fā)展政策和良好的發(fā)展基礎(chǔ)決定了重慶具有良好的內(nèi)陸先行開放條件。但單靠重慶自身的資源或者就重慶談重慶的發(fā)展模式既不符合區(qū)域經(jīng)濟的發(fā)展趨勢,也無法快速提升重慶內(nèi)陸開放型經(jīng)濟發(fā)展水平。探索重慶市內(nèi)陸開放型經(jīng)濟發(fā)展的新路子,這是重慶面臨的戰(zhàn)略任務(wù)。國務(wù)院3號文件明確提出重慶市要建立一個新的區(qū)域經(jīng)濟合作機制,充分利用各種區(qū)域合作平臺,加強與周邊省份和城市沿江沿海全面、多層次、寬領(lǐng)域的合作。這為重慶發(fā)展開放型經(jīng)濟提供了新的發(fā)展方向。區(qū)域整合是區(qū)域經(jīng)濟合作的重要組成部分和主要途徑,采取良好的區(qū)域間整合模式對于促進區(qū)域間的經(jīng)濟合作進而提升重慶市開放型經(jīng)濟水平,探索出新型內(nèi)陸開放新路徑具有積極的意義。本文研究的重點在于根據(jù)重慶市和周邊地區(qū)的發(fā)展實際,充分考慮內(nèi)外部經(jīng)濟發(fā)展的趨勢、變化和新要求,以區(qū)域整合為突破口,探討重慶市發(fā)展內(nèi)陸開放型經(jīng)濟新的路徑。 木文研究的主要內(nèi)容有： 第一部分,提出本文的研究背景和問題,背景是重慶發(fā)展內(nèi)陸開放型經(jīng)濟,國家對重慶的三個定位,重慶所面臨難得的歷史發(fā)展機遇和責(zé)任。明確研究目的與方法,并對國內(nèi)外研究現(xiàn)狀進行綜述和述評,為文章奠定理論基礎(chǔ)。包括論文的文獻綜述,第1章總論,第2章概念辨析與理論借鑒的內(nèi)容。 第二部分,全面介紹重慶市區(qū)域經(jīng)濟發(fā)展現(xiàn)狀,重慶的發(fā)展現(xiàn)狀主要表現(xiàn)在大城市與大農(nóng)村并存,區(qū)域經(jīng)濟發(fā)展嚴重的不協(xié)調(diào),“一圈”與“兩翼”的發(fā)展對比明顯。并在此基礎(chǔ)上分析了重慶區(qū)域經(jīng)濟發(fā)展的有利條件和限制因素,有利條件有：戰(zhàn)略地位突出、綜合交通體系日趨完善、產(chǎn)業(yè)基礎(chǔ)雄厚、豐富的資源優(yōu)勢、明顯的區(qū)位優(yōu)勢、不斷加強的開放程度等,主要的限制因素有：經(jīng)濟發(fā)展水平與發(fā)達地區(qū)存在比較大的差距、城鄉(xiāng)二元結(jié)構(gòu)突出、產(chǎn)業(yè)結(jié)構(gòu)層次低、對外開放力度有待提高等問題。提出重慶發(fā)展內(nèi)陸開放型經(jīng)濟的兩大架構(gòu)(核心架構(gòu)和依托架構(gòu))及其重慶空間整合的目標和需要整合的主要內(nèi)容。整合的目標有包括城鄉(xiāng)融合與城市區(qū)域化、區(qū)域經(jīng)濟網(wǎng)絡(luò)化。整合的主要內(nèi)容有區(qū)域市場整合、產(chǎn)業(yè)整合、環(huán)境整合、資源整合、科技整合等。論文的第3章重慶市區(qū)域經(jīng)濟發(fā)展的現(xiàn)狀和第4章重慶市區(qū)域空間整合 第三部分,根據(jù)研究的結(jié)論提出重慶市要實現(xiàn)空間整合的機制和實現(xiàn)路徑,及其政府在區(qū)域整合中應(yīng)發(fā)揮的作用�？臻g整合的機制為要讓市場機制發(fā)揮決定性作用、政府推動區(qū)域整合和以社會機制推動區(qū)域整合。區(qū)域空間整合的實現(xiàn)路徑：開放平臺創(chuàng)建與提升、“港腹”互動發(fā)展、產(chǎn)業(yè)的轉(zhuǎn)移與梯度互補、建立制度協(xié)調(diào)與保障實施機制、加強重慶走出去步伐、實現(xiàn)區(qū)際交流合作。政府在區(qū)域空間整合中的作用主要有加快區(qū)域市場服務(wù)體系建設(shè)、加快區(qū)域要素市場整合、市場秩序的區(qū)域整合、創(chuàng)新區(qū)域制度整合以及完善政府內(nèi)在管理機制。包括論文的第5章重慶市空間整合的機制和實現(xiàn)路徑和第6章促進重慶空間整合的政府行為。 論文的主要研究結(jié)論包括： 1.重慶要加快建設(shè)成為西部地區(qū)重要的增長極、城鄉(xiāng)統(tǒng)籌發(fā)展的直轄市、長江上游的經(jīng)濟中心的政策定位,使重慶獲得前所未有的發(fā)展機會和挑戰(zhàn),要完成國家和歷史交給重慶的戰(zhàn)略任務(wù),重慶必須要在新形勢下打造成為內(nèi)陸開放型經(jīng)濟高地,提高開放水平和平臺建設(shè)。要實現(xiàn)這一目標,最有效的途徑就是實現(xiàn)重慶市的區(qū)域空間整合。 2.重慶市雖然在直轄之后獲得了很快的發(fā)展速度,基礎(chǔ)設(shè)施建設(shè)得到了飛速的發(fā)展,產(chǎn)業(yè)基礎(chǔ)日益雄厚,自然資源豐富等發(fā)展的有利條件,但同時仍然面臨著城鄉(xiāng)二元結(jié)構(gòu)突出,并且區(qū)域經(jīng)濟發(fā)展嚴重的不均衡,發(fā)展的水平和層次較低等突出問題。特別是重慶的“一圈”與“兩翼”無論是發(fā)展的基礎(chǔ)、發(fā)展階段還是發(fā)展的潛力都有很大差距。 3.重慶要想在現(xiàn)有的基礎(chǔ)上打造內(nèi)陸開放型經(jīng)濟高地,實現(xiàn)區(qū)域空間整合,就要實現(xiàn)城鄉(xiāng)融合、城市區(qū)域化和區(qū)域經(jīng)濟網(wǎng)絡(luò)化的目標。這一目標的實施要充分發(fā)揮市場的決定性作用、政府的引導(dǎo)作用和社會力量的推動。但重慶在產(chǎn)業(yè)結(jié)構(gòu)升級和利用外資的水平和能力方面都與東部沿海地區(qū)存在著較大的差距,特別是政府職能轉(zhuǎn)變,有很多地方需要學(xué)習(xí)。 4.要實現(xiàn)重慶打造內(nèi)陸開放型經(jīng)濟高地,就要實現(xiàn)重慶市內(nèi)部及其重慶與周邊地區(qū)的整合,提升平臺建設(shè)。同時,政府在整合的過程中應(yīng)充分發(fā)揮應(yīng)有作用,實現(xiàn)政府行政職能的轉(zhuǎn)變。 論文的主要觀點：主要觀點： 第一,重慶市在發(fā)展開放型經(jīng)濟過程中,其核心競爭優(yōu)勢在區(qū)域間的動態(tài)比較中不斷變化。 第二,始于區(qū)域開放的區(qū)域整合,是區(qū)域優(yōu)勢再造的重要推動力量,也是內(nèi)陸開放型經(jīng)濟發(fā)展的重要途徑。 第三,從區(qū)域開放到區(qū)域整合再到區(qū)域優(yōu)勢再造最后到提升內(nèi)陸開放型經(jīng)濟發(fā)展水平,整個過程有一個前后聯(lián)系緊密并且連續(xù)存在的制度邏輯。 論文的創(chuàng)新之處： 第一,將區(qū)域的持續(xù)競爭優(yōu)勢作為重慶市內(nèi)陸開放型經(jīng)濟持續(xù)發(fā)展的根源。 第二,將區(qū)域整合作為重慶市內(nèi)陸開放型經(jīng)濟發(fā)展的突破口,通過大開放格局的設(shè)定,整合內(nèi)外各類要素,將其內(nèi)化為區(qū)域核心優(yōu)勢和核心利益。 第三,把握制度主線和視角,提出制度是重慶內(nèi)陸開放型經(jīng)濟發(fā)展的邏輯起點,發(fā)展中包括區(qū)域整合在內(nèi)的各個環(huán)節(jié)都要通過制度銜接和規(guī)約,同時制度又為整個經(jīng)濟結(jié)構(gòu)的有效運行提供直接保障。
[Abstract]:In the last 30 years of reform and opening - up , Chongqing has played an important role in promoting the development of the national economy , which has played an important role in promoting the development of the national economy .

The main contents of the study are as follows :

In the first part , the background and problems of this paper are put forward . The background is that Chongqing is developing inland open economy , the country has three positioning of Chongqing , the rare historical development opportunity and responsibility of Chongqing .

In the second part , the present situation of Chongqing ' s regional economic development is comprehensively introduced . The present situation of Chongqing ' s development is mainly manifested in the coexistence of large cities and large rural areas , and the development of regional economic development is serious .

The third part , according to the conclusion of the research , puts forward the mechanism and realization path of spatial integration and the role of government in regional integration . The mechanism of spatial integration is to make the market mechanism play a decisive role , the government promotes regional integration and promotes regional integration with social mechanism . The role of government in regional integration is to accelerate the construction of regional market service system , accelerate regional integration of regional element market , promote regional integration of market order , innovate regional system integration and perfect the internal management mechanism of government .

The main conclusions of the thesis are as follows :

1 . In order to accelerate the construction of Chongqing to become an important growth pole in the western region , the policy orientation of the economic center in the upper reaches of the Yangtze River and the economic center of the upper reaches of the Yangtze River will make Chongqing achieve unprecedented development opportunities and challenges . In order to achieve the strategic task of the country and the history to Chongqing , Chongqing must build a land - locked open economic highland under the new situation to improve the open level and the platform construction . In order to achieve this goal , the most effective way is to realize the regional spatial integration of Chongqing .

2 . In Chongqing , despite its rapid development speed , infrastructure construction has gained rapid development , industrial base is increasingly abundant , natural resources are rich and so on , but at the same time still face the prominent problems of the duality structure of the urban and rural areas , and the serious imbalance of regional economic development , the level of development and the lower level . Especially in Chongqing , the " one circle " and " two wings " have a great gap in the development of the foundation , the development stage and the development potential .

3 . Chongqing wants to build an inland open economic highland on the existing foundation , realize the integration of regional space , and achieve the goal of urban and rural integration , urban regionalization and regional economic networking . The implementation of this goal should give full play to the decisive role of the market , the guiding role of the government and the promotion of social forces . However , Chongqing has a great gap with the eastern coastal areas in terms of industrial structure upgrading and utilization of foreign capital , especially the transformation of government functions , and many places need to learn .

4 . To build an inland open economic highland in Chongqing , it is necessary to realize the integration of Chongqing ' s interior and its Chongqing and its surrounding areas and improve the platform construction . At the same time , the government should give full play to its due role in the process of integration and realize the transformation of government administrative functions .

The main points of the thesis are as follows :

First , Chongqing ' s core competitive advantage constantly changes in the dynamic comparison between regions during the development of open economy .

Second , the regional integration starting with regional opening is an important driving force for regional superiority reconstruction , and it is also an important way for the development of inland open economy .

Third , from the regional opening to the regional integration and finally to the improvement of the inland open - type economic development level , the whole process has a close and continuous system logic .

Innovation of the thesis :

First , the sustainable competitive advantage of the region is taken as the source of the sustainable development of the open economy in Chongqing .

Second , the regional integration is taken as the breakthrough of the inland open economy development in Chongqing . Through the setting of the large opening pattern , the internal and external factors are integrated into the core strengths and core interests of the region .

Third , the system is the logical starting point of the open economy development in Chongqing , and the system is the logical starting point of the open economy development in Chongqing , and the system cohesion and the statute are adopted in the development , and the system provides direct guarantee for the effective operation of the whole economic structure .
