【摘要】：廣西東興市,已有30多年沿邊開放歷史,特別是2012年7月國務(wù)院批準(zhǔn)成立廣西東興國家重點(diǎn)開發(fā)開放試驗(yàn)區(qū)(下文簡(jiǎn)稱“試驗(yàn)區(qū)”)以來,作為國家首批設(shè)立的主要開發(fā)改革試驗(yàn)區(qū)域,東興試驗(yàn)區(qū)對(duì)于廣西對(duì)越邊貿(mào)起到舉足輕重的作用。試驗(yàn)區(qū)共分為國際商務(wù)區(qū)、臨港工業(yè)區(qū)、國際經(jīng)貿(mào)區(qū)等五個(gè)區(qū)域,其中為解決好與越南跨境合作的結(jié)算問題而專門設(shè)立了人民幣跨境試點(diǎn)。現(xiàn)階段,我國高度重視人民幣國際化發(fā)展,其中開展人民幣跨境結(jié)算是極為關(guān)鍵的一步,因此,本文從宏觀和微觀角度出發(fā),探尋東興試驗(yàn)區(qū)對(duì)越邊貿(mào)結(jié)算過程中仍存在的諸多問題,就如何改善試驗(yàn)區(qū)內(nèi)人民幣跨境結(jié)算進(jìn)行研究。本文主要以貨幣結(jié)算理論、區(qū)域經(jīng)濟(jì)一體化理論為基礎(chǔ),采用文獻(xiàn)法、比較分析法,選取廣西東興與越南之間的邊貿(mào)情況為研究的切入點(diǎn),從邊貿(mào)規(guī)模、貿(mào)易結(jié)構(gòu)、結(jié)算方式等方面進(jìn)行闡述,并從人民幣結(jié)算規(guī)模與外貿(mào)規(guī)模的對(duì)比說明試驗(yàn)區(qū)與越南邊貿(mào)的結(jié)算情況存在的問題,即中越兩國政策不統(tǒng)一、人民幣與越南盾匯率制定的復(fù)雜性、試驗(yàn)區(qū)銀行結(jié)算業(yè)務(wù)手續(xù)繁雜、人民幣回流渠道缺失、人民幣跨境結(jié)算系統(tǒng)得不到有效應(yīng)用等,以中蒙、中哈跨境經(jīng)濟(jì)合作區(qū)為例,總結(jié)和吸取它們?cè)诮鹑谥贫群拓泿沤Y(jié)算方面的經(jīng)驗(yàn),給予東興試驗(yàn)區(qū)一定的啟示,為東興試驗(yàn)區(qū)在金融創(chuàng)新方面提出行之有效的措施。多年來,國內(nèi)眾多專家學(xué)者均對(duì)人民幣跨境結(jié)算進(jìn)行了全面和深入的研究分析,對(duì)人民幣地區(qū)化和國際化發(fā)展均提出了自己的見解,但是從跨境合作區(qū)的角度,以理論為基礎(chǔ),采用實(shí)證進(jìn)行分析卻為數(shù)不多,因此,本文在眾多研究成果的前提下,從廣西東興重點(diǎn)開發(fā)開放試驗(yàn)區(qū)與越南邊貿(mào)相結(jié)合的角度,研究人民幣跨境結(jié)算的問題,并且期望經(jīng)過該探究,對(duì)推進(jìn)人民幣全球化的有關(guān)難題進(jìn)行深層次的解析。
[Abstract]:Dongxing City, Guangxi, has been open along the border for more than 30 years. In particular, since the State Council approved the establishment of Dongxing State key Development and opening Test area in July 2012 (hereinafter referred to as "the experimental area"), As the first major pilot area for development and reform established by the state, Dongxing pilot area plays an important role in Guangxi's border trade with Vietnam. The pilot area is divided into five regions, namely, international business district, industrial zone near port, and international economic and trade zone. In order to solve the settlement problem of cross-border cooperation with Vietnam, a special cross-border pilot has been set up for RMB. At this stage, China attaches great importance to the development of RMB internationalization, among which the development of cross-border settlement of RMB is a crucial step. From the macro and micro point of view, this paper explores many problems in the settlement of border trade between Vietnam and Dongxing, and studies how to improve the cross-border settlement of RMB in the experimental area. Based on the theory of regional economic integration, using the method of literature and comparative analysis, selecting the situation of border trade between Dongxing and Vietnam as the starting point, the paper expounds the scale of border trade, trade structure, settlement method and so on. And from the comparison between the scale of RMB settlement and the scale of foreign trade, this paper illustrates the problems existing in the settlement of the border trade between the experimental area and Vietnam, that is, the policy of China and Vietnam is not unified, and the complexity of the formulation of the exchange rate between RMB and Vietnamese dong. The bank settlement procedures in the pilot area are complicated, RMB return channels are missing, and the RMB cross-border settlement system is not effectively applied. Take the China-Mongolia, China-Kazakhstan cross-border economic cooperation zone as an example. Summing up and absorbing their experience in financial system and currency settlement, giving some enlightenment to Dongxing experimental area, and putting forward effective measures for Dongxing experimental area in financial innovation. Many domestic experts and scholars have carried out comprehensive and in-depth research and analysis on RMB cross-border settlement, and have put forward their own views on the development of RMB regionalization and internationalization, but from the perspective of cross-border cooperative zones, they are based on theory. However, the empirical analysis is few. Therefore, this paper studies the cross-border settlement of RMB from the perspective of the combination of the key development of Dongxing experimental area in Guangxi and the border trade of Vietnam, on the premise of many research results. And hope through this inquiry, to push forward the RMB globalization related difficult problem carries on the deep level analysis.
