【摘要】：改革開放以來(lái),黑龍江省經(jīng)濟(jì)發(fā)展整體上呈現(xiàn)高速持續(xù)發(fā)展,全省范圍的人民生活水平得到了顯著提高。但由于基礎(chǔ)設(shè)施條件、經(jīng)濟(jì)體制和經(jīng)濟(jì)政策等方面存在的不足,黑龍江省經(jīng)濟(jì)發(fā)展速度與同級(jí)其他省份相比,仍有較大的差距。這不僅嚴(yán)重制約著黑龍江省經(jīng)濟(jì)的發(fā)展,還危及到社會(huì)的穩(wěn)定和民族的團(tuán)結(jié)。近年來(lái),我國(guó)實(shí)施的“振興東北老工業(yè)基地”戰(zhàn)略,在一定程度上縮小了黑龍江省發(fā)展差距,但如何促進(jìn)經(jīng)濟(jì)持續(xù)、快速、高效發(fā)展的問(wèn)題仍未得到徹底解決。經(jīng)濟(jì)危機(jī)過(guò)后,進(jìn)一步提高黑龍江省經(jīng)濟(jì)發(fā)展速度和效益,發(fā)揮黑龍江省資源優(yōu)勢(shì),提高積極性與創(chuàng)造性,對(duì)和諧社會(huì)的構(gòu)建,共同富裕目標(biāo)的實(shí)現(xiàn)具有重要的現(xiàn)實(shí)意義。我國(guó)各省經(jīng)濟(jì)發(fā)展表明：財(cái)政政策是政府進(jìn)行經(jīng)濟(jì)調(diào)控的重要手段,能夠在區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展過(guò)程中有效發(fā)揮促進(jìn)資源配置和收入分配的作用,通過(guò)政府投資、轉(zhuǎn)移支付和稅收優(yōu)惠等財(cái)政政策為經(jīng)濟(jì)發(fā)展提供所需財(cái)力。但我省經(jīng)濟(jì)發(fā)展的現(xiàn)行財(cái)政政策仍存在不足,如何運(yùn)用財(cái)政政策進(jìn)一步加快經(jīng)濟(jì)發(fā)展速度,是我省政府面臨的重要問(wèn)題。因此,通過(guò)分析黑龍江省現(xiàn)行財(cái)政政策的缺陷,探索促進(jìn)黑龍江省經(jīng)濟(jì)發(fā)展的財(cái)政激勵(lì)政策和具體措施,具有積極的理論價(jià)值和重要的現(xiàn)實(shí)意義。經(jīng)濟(jì)發(fā)展是世界各國(guó)發(fā)展進(jìn)程中的重要戰(zhàn)略任務(wù),西方各學(xué)派圍繞政府干預(yù)經(jīng)濟(jì)的職能和干預(yù)的方法等問(wèn)題針對(duì)財(cái)政政策與經(jīng)濟(jì)增長(zhǎng)理論進(jìn)行了大量研究,得出了不同結(jié)論。實(shí)踐中,各國(guó)政府積極實(shí)施多樣化的財(cái)政政策以實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)發(fā)展。德國(guó)、法國(guó)、和巴西等國(guó)家通過(guò)加大對(duì)落后地區(qū)財(cái)政支持力度、規(guī)范財(cái)政轉(zhuǎn)移支付制度等方式加快經(jīng)濟(jì)發(fā)展,對(duì)我省制定促進(jìn)經(jīng)濟(jì)發(fā)展的財(cái)政政策具有借鑒意義。 由此可見,從財(cái)政政策方面深入研究我省經(jīng)濟(jì)發(fā)展是極為重要的。本文主要運(yùn)用因果分析法、定量分析法和實(shí)證分析法等方法,并結(jié)合財(cái)政學(xué)、經(jīng)濟(jì)學(xué)和公共政策學(xué)等學(xué)科的相關(guān)理論,從經(jīng)濟(jì)與財(cái)政政策的基本內(nèi)涵和特征出發(fā),闡釋相關(guān)理論,分析了財(cái)政政策對(duì)經(jīng)濟(jì)發(fā)展的作用,以及財(cái)政激勵(lì)政策的界定和財(cái)政投資、轉(zhuǎn)移支付、稅收優(yōu)惠激勵(lì)效應(yīng)等基礎(chǔ)理論；對(duì)我省經(jīng)濟(jì)發(fā)展現(xiàn)狀進(jìn)行數(shù)據(jù)分析和實(shí)證分析,研究了財(cái)政政策在實(shí)施過(guò)程中的不足之處及財(cái)政投資和稅收優(yōu)惠對(duì)我省經(jīng)濟(jì)增長(zhǎng)的促進(jìn)作用；結(jié)合國(guó)外先進(jìn)經(jīng)驗(yàn),通過(guò)VAR模型的設(shè)計(jì)、變量檢驗(yàn)、結(jié)果分析,提出了促進(jìn)我省經(jīng)濟(jì)發(fā)展的財(cái)政激勵(lì)政策。提出了加大財(cái)政投資力度、規(guī)范財(cái)政轉(zhuǎn)移支付、健全財(cái)政激勵(lì)體系和規(guī)范稅收優(yōu)惠政策等對(duì)策建議。
[Abstract]:Since the reform and opening up, the overall economic development of Heilongjiang Province has shown rapid and sustained development, and the living standards of the people throughout the province have been significantly improved. However, due to the deficiencies in infrastructure conditions, economic system and economic policies, etc. Compared with other provinces at the same level, there is still a big gap in the speed of economic development in Heilongjiang Province, which not only seriously restricts the economic development of Heilongjiang Province, but also endangers social stability and national unity. In recent years, The strategy of "revitalizing the old industrial base in Northeast China" has to some extent narrowed the gap between the development of Heilongjiang Province, but the problem of how to promote the sustained, rapid and efficient development of the economy has not been thoroughly solved. After the economic crisis, To further improve the speed and efficiency of economic development in Heilongjiang Province, to bring into play Heilongjiang Province's resource advantages, to enhance enthusiasm and creativity, and to build a harmonious society. The realization of the goal of common prosperity is of great practical significance. The economic development of all provinces in China shows that fiscal policy is an important means for the government to carry out economic regulation and control. To be able to play an effective role in promoting the allocation of resources and income distribution in the process of coordinated regional economic development, through government investment, Fiscal policies such as transfer payments and preferential taxation provide the necessary financial resources for economic development. However, the current fiscal policies for economic development in our province are still inadequate. How to use fiscal policies to further speed up economic development, Therefore, by analyzing the shortcomings of the current fiscal policy in Heilongjiang Province, the paper explores the fiscal incentive policies and specific measures to promote the economic development of Heilongjiang Province. It has positive theoretical value and important practical significance. Economic development is an important strategic task in the development process of all countries in the world. The western schools have carried out a large number of studies on fiscal policy and economic growth theory around the functions and methods of government intervention in the economy, and drawn different conclusions. Governments of various countries have actively implemented diversified fiscal policies to achieve regional economic development. Germany, France, and Brazil and other countries accelerate economic development by increasing financial support to backward regions and standardizing the financial transfer payment system. For our province to promote economic development of the financial policy has reference significance. It can be seen that it is extremely important to study the economic development of our province from the perspective of fiscal policy. This paper mainly uses causality analysis, quantitative analysis and empirical analysis, and combines with finance. The related theories of economics and public policy, from the basic connotation and characteristics of economic and fiscal policy, explain the relevant theories, and analyze the function of fiscal policy on economic development, as well as the definition of fiscal incentive policy and financial investment. Transfer payment, tax incentive effect and other basic theories; the economic development status of our province data analysis and empirical analysis, This paper studies the deficiency of fiscal policy in the process of implementation and the promoting effect of fiscal investment and tax preference on the economic growth of our province, combining with the advanced experience of foreign countries, through the design of VAR model, the variable test, the result analysis, This paper puts forward the fiscal incentive policy to promote the economic development of our province, and puts forward some countermeasures and suggestions, such as increasing the financial investment, standardizing the fiscal transfer payment, perfecting the fiscal incentive system and standardizing the preferential tax policy.
