【摘要】：生態(tài)環(huán)境問(wèn)題已是當(dāng)今世界一項(xiàng)緊迫而重要的研究課題。瀾滄江-湄公河次區(qū)域生態(tài)環(huán)境的治理問(wèn)題直接影響到周邊各國(guó)的經(jīng)濟(jì)貿(mào)易、政治互信，以及文化交流等方面的正常交流，因而備受學(xué)界關(guān)注。本文旨在以瀾滄江-湄公河次區(qū)域的生態(tài)環(huán)境治理為研究對(duì)象，在生態(tài)政治學(xué)視角下，剖析該區(qū)域生態(tài)環(huán)境問(wèn)題產(chǎn)生的根源及其解決對(duì)策。 本文主要分為三部分。 第一部分，探討生態(tài)政治理論對(duì)瀾滄江-湄公河次區(qū)域生態(tài)環(huán)境治理問(wèn)題的思考。主要運(yùn)用馬克思主義生態(tài)學(xué)理論，探析該區(qū)域的生態(tài)環(huán)境治理問(wèn)題。 第二部分，關(guān)于瀾滄江-湄公河次區(qū)域生態(tài)環(huán)境治理的現(xiàn)狀及其環(huán)境安全問(wèn)題。主要從該區(qū)域存在的主要環(huán)境問(wèn)題入手，探討五個(gè)基本層次：未將生態(tài)環(huán)境問(wèn)題作為“居首位”的政治問(wèn)題、次區(qū)域生態(tài)環(huán)境未實(shí)現(xiàn)國(guó)際合作問(wèn)題、爭(zhēng)奪原料及其他自然資源導(dǎo)致沖突不斷問(wèn)題、未充分利用好環(huán)境政策來(lái)解決生態(tài)環(huán)境問(wèn)題，以及未實(shí)現(xiàn)民主原則作為環(huán)境政策的出發(fā)點(diǎn)問(wèn)題。 第三部分，探討瀾滄江-湄公河次區(qū)域生態(tài)政治的制度保障。本文提出五點(diǎn)制度保障建議：環(huán)境信息公開(kāi)與資源共享、克服“異化消費(fèi)”與倡導(dǎo)理性消費(fèi)、法律法規(guī)與基層民眾參與、推行“穩(wěn)態(tài)”的經(jīng)濟(jì)發(fā)展模式，以及加強(qiáng)對(duì)話機(jī)制與國(guó)際合作。 次區(qū)域的合作只有立足于生態(tài)政治學(xué)視野下，才能推進(jìn)區(qū)域經(jīng)濟(jì)的良性發(fā)展，，提供積極的國(guó)際合作平臺(tái)，實(shí)現(xiàn)共同的繁榮和進(jìn)步。
[Abstract]:Ecological environmental problems have become an urgent and important research topic in the world today. The ecological environment governance in Lancang-Mekong Subregion has a direct impact on the economic, trade and political mutual trust of neighboring countries. The purpose of this paper is to take the ecological environment governance of Lancang-Mekong sub-region as the research object, in the perspective of ecological politics, This paper analyzes the origin of the ecological environmental problems in this region and the countermeasures to solve them. This paper is divided into three parts. The first part discusses the ecological political theory of the Lancang-Mekong sub-region ecological environmental governance problems, mainly using Marxist ecological theory to explore the ecological environment governance in this region. The second part is about the current situation of ecological environment governance and its environmental security in Lancangjiang-Mekong Subregion. Discussing five basic levels: the failure to regard the ecological environment as the "first" political issue, the lack of international cooperation in the ecological environment of the subregion, and the conflict caused by the competition for raw materials and other natural resources, The environmental policy has not been fully utilized to solve the ecological environmental problem, and the democratic principle has not been realized as the starting point of the environmental policy. The third part discusses the system guarantee of ecological politics in Lancangjiang-Mekong Subregion. This paper puts forward five suggestions: environmental information disclosure and resource sharing, overcoming "dissimilation consumption" and advocating rational consumption. Laws and regulations and grassroots participation, the implementation of a "steady state" economic development model, and strengthen dialogue mechanisms and international cooperation. Only from the perspective of ecological politics can subregional cooperation promote the benign development of regional economy, provide a positive platform for international cooperation, and realize common prosperity and progress.
