【摘要】：發(fā)展自貿(mào)區(qū)是國(guó)家新一輪改革的重要戰(zhàn)略措施。分析新時(shí)期國(guó)際先進(jìn)自貿(mào)區(qū)發(fā)展的特點(diǎn)及趨勢(shì),構(gòu)建先進(jìn)自貿(mào)區(qū)的核心競(jìng)爭(zhēng)力模型、指標(biāo)體系,并以香港等自由港經(jīng)濟(jì)發(fā)展為例,分析先進(jìn)自貿(mào)區(qū)核心競(jìng)爭(zhēng)力的構(gòu)成要素及作用機(jī)制,包括構(gòu)建發(fā)達(dá)物流客運(yùn)網(wǎng)絡(luò)連通經(jīng)濟(jì)腹地與全球市場(chǎng)。以現(xiàn)代信息技術(shù)建立全球經(jīng)濟(jì)信息數(shù)據(jù)區(qū)域中心,基于市場(chǎng)經(jīng)濟(jì)秩序構(gòu)建無障礙投資環(huán)境,以簡(jiǎn)單稅制及低稅率降低資本運(yùn)行成本與資產(chǎn)保值風(fēng)險(xiǎn),以專業(yè)服務(wù)為基礎(chǔ)構(gòu)建綜合服務(wù)體系支撐主要經(jīng)濟(jì)功能,以優(yōu)勢(shì)經(jīng)濟(jì)要素資源構(gòu)建多維功能性國(guó)際通道等方面。研究以國(guó)際先進(jìn)自貿(mào)區(qū)的標(biāo)準(zhǔn),分析上海自貿(mào)區(qū)發(fā)展的主要差距及挑戰(zhàn),提出優(yōu)先發(fā)展的路徑選擇。
[Abstract]:The development of the FTA is an important strategic measures for a new round of reform of the state. The analysis of the characteristics and development trend of international advanced FTA in the new era, the core competence model, construct advanced FTA index system, taking Hongkong free port economic development as an example, the elements and mechanism analysis of advanced FTA core competitiveness, including the construction of connected economic hinterland with the global market developed logistics passenger transport network. With modern information technology to establish a global economic data regional center, the order of the market economy build a barrier free investment environment based on the simple tax system and low tax rate reduce the costs of capital operation and assets risk, with professional services to support the main function of economic base to build a comprehensive service system, the construction of multidimensional function the international channel to the advantage of economic resources. Based on the international advanced standard of Shanghai since the FTA. The main gaps and challenges in the development of the trade zone and the path choice of priority development are put forward.
