【摘要】：城市群是一個由區(qū)域空間、自然和社會經(jīng)濟等要素組成的有機體，其形成及發(fā)展是區(qū)域城市發(fā)展的自然過程、經(jīng)濟過程和社會過程的耦合。城市群發(fā)展的根本在于區(qū)域生產(chǎn)力水平的提高和經(jīng)濟的發(fā)展，其本質在于產(chǎn)業(yè)的發(fā)展。青海東部城市群建設具備了可能建設的前提，但建設的可能性不等于建設的必然性。因此，以科學發(fā)展觀為指導，探索適宜的發(fā)展道路是有效推進其可持續(xù)發(fā)展的必要之路，其中探索城市群內產(chǎn)業(yè)集群化發(fā)展，是形成內生動力、形成區(qū)域經(jīng)濟良性循環(huán)的關鍵環(huán)節(jié)。 促進青海東部城市群產(chǎn)業(yè)集群化轉型，中心是通過產(chǎn)業(yè)集群的培育，最終形成一種集群合力提升所在區(qū)域的競爭力。從產(chǎn)業(yè)集群培育、發(fā)展的嚴格意義上來說，，因區(qū)域產(chǎn)業(yè)結構“虛高度化”及工業(yè)發(fā)展并沒有真正起到推進地區(qū)收入增加、城鎮(zhèn)化水平的提高的作用。盡管產(chǎn)業(yè)集群化轉型中，作為初始動力的支撐產(chǎn)業(yè)發(fā)展以酒及飲料業(yè)、非金屬礦物制品業(yè)、醫(yī)藥制造業(yè)、黑色金屬冶煉及壓延、有色金屬冶煉及壓延、旅游業(yè)等具有比較優(yōu)勢，但在區(qū)內發(fā)展中，產(chǎn)業(yè)集群化發(fā)育還處于較低的發(fā)展層次，僅體現(xiàn)了伴隨著區(qū)域城鎮(zhèn)化過程的經(jīng)濟要素及相關活動的空間集中；優(yōu)勢產(chǎn)業(yè)向西寧中心城市集聚。就整體發(fā)展而言還面臨：產(chǎn)業(yè)構成同質化明顯；產(chǎn)業(yè)鏈延伸不夠；產(chǎn)業(yè)集群聚合主體缺乏；輔助生產(chǎn)體系不完善，凸顯出專業(yè)人才缺乏、資金稀缺成為發(fā)展的“瓶頸”，還有文化特質的差異也成為發(fā)展的約束；縣域經(jīng)濟發(fā)展的能力不強，特色產(chǎn)業(yè)支撐力不足，工業(yè)園區(qū)建設數(shù)量龐雜，并沒有充分構建起助推區(qū)域發(fā)展的整體合力。 圍繞青海東部城市群產(chǎn)業(yè)集群化轉型，突出其整合優(yōu)勢，需遵循“要素---產(chǎn)業(yè)互補”模式、“經(jīng)濟一體化發(fā)展”模式。其未來發(fā)展中需要：一是轉變政府職能，充分增強中介組織職能。在此需以觀念轉變構建引導型政府，以完善中介組織輔助產(chǎn)業(yè)集群化轉型。二是實施區(qū)域品牌戰(zhàn)略，壯大產(chǎn)業(yè)集群主體功能。在此需根據(jù)區(qū)域特色，科學規(guī)劃區(qū)域品牌；根據(jù)區(qū)域品牌，強化核心企業(yè)引導能力；優(yōu)化發(fā)展環(huán)境，助推區(qū)域品牌建設。三是培育集群創(chuàng)新網(wǎng)絡，盡力構建資金保障通道。通過構建區(qū)域創(chuàng)新環(huán)境，增強園區(qū)能力，創(chuàng)建集群化躍升平臺；因地制宜，選擇多元化的資金融通渠道。四是培育特色產(chǎn)業(yè)集群，促進縣域經(jīng)濟發(fā)展，并將生態(tài)文明理念引入城市群建設中，推行循環(huán)經(jīng)濟生產(chǎn)方式，促進園區(qū)產(chǎn)業(yè)集群生態(tài)化轉型。
[Abstract]:Urban agglomeration is an organism composed of regional space, nature and social economy, and its formation and development is the natural process of regional urban development. The development of urban agglomeration lies in the improvement of the level of regional productivity and the development of economy, and its essence lies in the development of industry. However, the possibility of construction is not equal to the inevitability of construction. Therefore, it is necessary to explore the proper way of development under the guidance of scientific development view, and explore the industrial cluster development in urban agglomeration. Is the formation of endogenous power, the formation of regional economic virtuous cycle of the key link. To promote the transformation of industrial cluster in eastern Qinghai urban agglomeration, the center is to form a kind of cluster to enhance the competitiveness of the region through the cultivation of industrial cluster. Because the "virtual elevation" of the regional industrial structure and the industrial development have not really played a role in promoting the increase of regional income and the level of urbanization, although in the transformation of industrial cluster, the supporting industries, as the initial motive force, are the wine and beverage industries. Non-metallic mineral products, pharmaceutical manufacturing, ferrous metal smelting and calender, non-ferrous metal smelting and calender, tourism and so on have comparative advantages, but in the development of the region, industrial cluster development is still at a lower level of development. It only reflects the concentration of economic elements and related activities in the process of regional urbanization; the superior industry gathers to the central city of Xining. In terms of overall development, it also faces the following problems: the homogenization of the industrial structure is obvious, the extension of the industrial chain is not enough; The lack of aggregating agents of industrial clusters, the imperfection of auxiliary production system, the shortage of professional talents, the scarcity of funds as the "bottleneck" of development, and the differences of cultural characteristics have also become the constraints of development, and the ability of county economy to develop is not strong. The supporting power of characteristic industry is not enough, the construction quantity of industrial park is numerous and complicated, and the overall resultant force of promoting regional development is not fully constructed. Focusing on the industrial cluster transformation of eastern Qinghai urban agglomeration and highlighting its integration advantages, it is necessary to follow the mode of "factor-industry complementation" and "economic integration development" mode. In order to perfect the transformation of intermediary organizations, we should implement regional brand strategy and strengthen the main function of industrial clusters. Scientific planning of regional brand; strengthening core enterprise guiding ability according to regional brand; optimizing development environment, promoting regional brand construction. Third, cultivating cluster innovation network and trying to build fund guarantee channel. Enhance the ability of the park, create a cluster platform, choose diversified financing channels according to local conditions. Fourth, cultivate the characteristic industrial cluster, promote the development of county economy, and introduce the concept of ecological civilization into the construction of urban agglomeration. To promote the ecological transformation of industrial clusters in the park by promoting the circular economy mode of production.
