基于DEA方法的安徽省低碳經(jīng)濟(jì)發(fā)展研究

【摘要】:2003年英國(guó)政府在《能源白皮書》中第一次提出“低碳經(jīng)濟(jì)”的概念,即通過(guò)技術(shù)創(chuàng)新和完善相關(guān)的政策和措施,減少資源消耗、環(huán)境污染和溫室氣體排放。低碳經(jīng)濟(jì)以提高能源效率和改善清潔能源結(jié)構(gòu)為根本內(nèi)容。隨著氣候變化,能源日益枯竭,生態(tài)環(huán)境遭到破壞,世界各國(guó)經(jīng)濟(jì)都已經(jīng)受到了嚴(yán)重的影響,發(fā)展低碳經(jīng)濟(jì)迫在眉睫。目前我國(guó)已經(jīng)取代美國(guó),成為世界上最大的能源消費(fèi)國(guó)。在中國(guó),短期內(nèi)難以改變以煤炭為主導(dǎo)的能源結(jié)構(gòu),導(dǎo)致了能源短缺的局面,也產(chǎn)生了較高的碳排放量,不利于經(jīng)濟(jì)的可持續(xù)發(fā)展。隨著全球氣候變暖的進(jìn)程日益加劇,發(fā)展低碳經(jīng)濟(jì)對(duì)于推動(dòng)國(guó)家和區(qū)域的經(jīng)濟(jì)社會(huì)發(fā)展具有越來(lái)越重要的意義。對(duì)于安徽省來(lái)說(shuō),發(fā)展低碳經(jīng)濟(jì),是調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、優(yōu)化能源結(jié)構(gòu)、提高資源能源使用效率、保護(hù)生態(tài)環(huán)境的需要。 本文分為六個(gè)部分。首先在第一部分提出研究背景、研究意義;接著對(duì)論文的主要研究?jī)?nèi)容及研究方法、創(chuàng)新點(diǎn)進(jìn)行了說(shuō)明。第二部分論述了低碳經(jīng)濟(jì)的相關(guān)理論,并對(duì)國(guó)內(nèi)外對(duì)于低碳經(jīng)濟(jì)的研究進(jìn)行了綜述。第三部分是安徽省低碳經(jīng)濟(jì)發(fā)展的現(xiàn)狀分析和碳排放量的測(cè)算,并分析了發(fā)展中存在的問(wèn)題。安徽省近幾年來(lái)在低碳經(jīng)濟(jì)發(fā)展方面已取得了積極的成效。高新技術(shù)產(chǎn)業(yè)和現(xiàn)代化服務(wù)業(yè)發(fā)展勢(shì)頭良好,全面啟動(dòng)國(guó)家技術(shù)創(chuàng)新工程試點(diǎn)工作,加快建設(shè)合蕪蚌自主創(chuàng)新綜合試驗(yàn)區(qū),自主創(chuàng)新能力得到顯著增強(qiáng)。在發(fā)展經(jīng)濟(jì)的同時(shí),安徽省還繼續(xù)加強(qiáng)生態(tài)環(huán)境建設(shè),生態(tài)系統(tǒng)穩(wěn)定性得到進(jìn)一步增強(qiáng),水利交通等基礎(chǔ)設(shè)施建設(shè)方面也有所改善!笆晃濉币詠(lái),安徽省能源產(chǎn)業(yè)發(fā)展迅速,能源產(chǎn)業(yè)規(guī)模不斷壯大,能源供應(yīng)能力顯著提高,較好地支撐和保障了全省經(jīng)濟(jì)社會(huì)發(fā)展。此外安徽省在低碳技術(shù)發(fā)展方面也取得了一定的進(jìn)展,低碳農(nóng)業(yè)與碳匯林業(yè)發(fā)展良好,森林碳匯具有巨大的潛力。本文根據(jù)碳排放系數(shù)測(cè)算法,通過(guò)計(jì)算得到了安徽省2000年至2012年的碳排放量的數(shù)據(jù),并計(jì)算出了碳排放強(qiáng)度。在看到安徽省良好的經(jīng)濟(jì)發(fā)展勢(shì)頭的同時(shí),我們也應(yīng)該注意到在發(fā)展低碳經(jīng)濟(jì)的過(guò)程中也存在著一些問(wèn)題有待解決:清潔能源在能源結(jié)構(gòu)中所占比重較低,煤炭等高碳能源為主的能源結(jié)構(gòu)短時(shí)間內(nèi)難以改變;高能耗產(chǎn)業(yè)在產(chǎn)業(yè)結(jié)構(gòu)中所占比重較大,工業(yè)發(fā)展對(duì)能源的需求比較旺盛;經(jīng)濟(jì)增長(zhǎng)對(duì)能源消費(fèi)存在一定的依賴性;缺乏碳交易的市場(chǎng)環(huán)境,參與碳交易的能力較弱。在第四部分通過(guò)利用DEA方法的CCR和BCC模型,對(duì)安徽省低碳經(jīng)濟(jì)發(fā)展的情況進(jìn)行了研究與分析,得到的結(jié)果說(shuō)明安徽省發(fā)展低碳經(jīng)濟(jì)主要依靠的是勞動(dòng)力、資金、能源等生產(chǎn)要素的投入,在未來(lái)的發(fā)展過(guò)程中需要進(jìn)一步調(diào)整能源結(jié)構(gòu),推廣清潔能源和可再生能源,控制碳排放量,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),降低高碳產(chǎn)業(yè)比重,大力發(fā)展第三產(chǎn)業(yè)。在第五部分提出了相應(yīng)的對(duì)策建議:開(kāi)發(fā)清潔能源和新能源,改善能源結(jié)構(gòu);調(diào)整優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),大力發(fā)展低碳產(chǎn)業(yè);加強(qiáng)自主創(chuàng)新與國(guó)際合作,推動(dòng)低碳技術(shù)創(chuàng)新;建立碳交易市場(chǎng),促進(jìn)碳排放交易發(fā)展;開(kāi)展交通建筑領(lǐng)域節(jié)能,提高能源利用效率;厲行節(jié)儉,推廣低碳消費(fèi)模式。在第六部分是論文的結(jié)論與展望,由于一些因素的限制,本文的研究存在一些不足,如本文對(duì)安徽省碳排放量的測(cè)算基于碳排放系數(shù)法,由于此測(cè)算方法計(jì)算出結(jié)果存在一定的誤差,所以本文對(duì)安徽省碳排量的計(jì)算可能不夠精確。因此,希望今后通過(guò)對(duì)溫室氣體測(cè)算方法進(jìn)行系統(tǒng)研究,從而獲得更準(zhǔn)確的數(shù)據(jù),也希望統(tǒng)計(jì)部門能夠把碳排放量納入統(tǒng)計(jì)的范圍。希望在今后能夠進(jìn)一步地進(jìn)行深入研究,為安徽省發(fā)展低碳經(jīng)濟(jì),走綠色節(jié)能道路提供科學(xué)的依據(jù)。
[Abstract]:In 2003 the British government in the "energy white paper > first proposed the" low carbon economy "concept, namely the policies and measures through technological innovation and improve the relevant, reduce resource consumption, environmental pollution and greenhouse gas emissions. Low carbon economy to improve energy efficiency and clean energy structure as the basic content. With climate change, energy depletion of the destruction of the ecological environment, the world economy has been seriously affected, the imminent development of low carbon economy. China has replaced the United States as the world's largest energy consumer. In China, the short term is difficult to change the coal dominated energy structure, leads to energy shortages, also had a higher carbon emissions, is not conducive to the sustainable development of economy. With the global climate warming is increasing, the development of low-carbon economy to promote national and regional classics The development of economy and society is more and more important. For Anhui Province, developing low carbon economy is the need to readjust the industrial structure, transform the economic development mode, optimize the energy structure, improve the efficiency of resource and energy use, and protect the ecological environment.
This paper is divided into six parts. In the first part puts forward the research background, research significance; then the main research contents and research methods, innovation points. The second part discusses the related theory of low carbon economy, and the domestic and foreign research on low carbon economy were reviewed. The third part is the calculation analysis of the current situation of carbon emission and low carbon economy development in Anhui Province, and analyzes the problems existing in the development of Anhui Province in recent years in the development of low carbon economy has achieved positive results. The high-tech industry and modern service industry good momentum of development, launched a comprehensive pilot work of national technological innovation projects accelerate the construction of a comprehensive test area of Hefei Wuhu Bengbu independent innovation, independent innovation ability has been significantly enhanced. In the development of economy at the same time, Anhui province also continue to strengthen the construction of ecological environment and ecological system stability to To further enhance the water conservancy infrastructure has improved. "Since 11th Five-Year", the energy industry in Anhui province has developed rapidly, the scale of energy industry growing, energy supply capacity significantly improved, better support and protection of the province's economic and social development. The Anhui province has made some progress in the development of low carbon the development of technology, agriculture and forestry low carbon sequestration, forest carbon sequestration has great potential. Based on the carbon emission coefficient measurement algorithm, obtained by calculating the carbon emissions in Anhui province from 2000 to 2012 data, and calculate the carbon emission intensity. At the sight of good momentum of economic development in Anhui Province, at the same time, we also we should pay attention to in the development of low-carbon economy in the process there are also some problems to be solved: clean energy accounted for a low proportion in the energy structure, coal and other high carbon energy Short period of time to change the main energy structure; high energy consumption industry accounted for the larger proportion in the industrial structure, the industrial development of energy demand relatively strong economic growth on energy consumption; there is a certain dependence; the lack of carbon trading market environment, participate in carbon trading ability is weak. In the fourth part of the CCR and BCC model using the DEA method, the development of low carbon economy in Anhui province were studied and analyzed, the results show that mainly depend on the development of low carbon economy in Anhui province is the labor force, capital, energy and other production inputs, in the future development process need to further adjust the energy structure, promote clean energy and renewable energy. The control of carbon emissions, optimize the industrial structure, reduce the proportion of high carbon industry, vigorously develop the third industry. In the fifth part puts forward the corresponding countermeasures and suggestions: the development of clean energy and new Energy, improve the energy structure; adjust and optimize the industrial structure, vigorously develop low carbon industries; strengthen the independent innovation and international cooperation, promote low-carbon technology innovation; establish a carbon trading market, to promote the development of carbon trading; carry out the traffic construction areas of energy efficiency, improve energy utilization efficiency; austerity, promotion of low-carbon consumption patterns in sixth. Is the conclusion and Prospect of this thesis, due to some factors, this study has some shortcomings, such as the calculation of carbon emissions in Anhui Province carbon emissions coefficient method based on the calculated results due to measurement errors, so the calculation of carbon emissions in Anhui province may not be accurate. Therefore, I hope in the future through a systematic research on the calculation method of greenhouse gas, so as to obtain more accurate data, the statistics department can also hope your carbon emissions into the scope of statistics. It is expected that further research will be further carried out in the future to provide a scientific basis for the development of low carbon economy and green energy saving road in Anhui.
