【摘要】：城鎮(zhèn)化作為區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展的重要力量，一直受到政府以及學(xué)術(shù)界的廣泛關(guān)注與討論。在我國(guó)城鎮(zhèn)化快速發(fā)展的背景下，河北省作為京津冀城市群的重要組成部分，對(duì)其城鎮(zhèn)化問題的研究具有很重要的現(xiàn)實(shí)意義。 對(duì)城鎮(zhèn)化問題的研究通常從城鎮(zhèn)化水平和城鎮(zhèn)化速度兩個(gè)方面進(jìn)行，分別從靜態(tài)以及動(dòng)態(tài)發(fā)展角度來衡量一個(gè)區(qū)域的城鎮(zhèn)化進(jìn)程。本文分別對(duì)河北省的城鎮(zhèn)化水平和速度進(jìn)行了實(shí)證分析,首先從城鎮(zhèn)化相關(guān)理論出發(fā)，介紹了城鎮(zhèn)化及其水平和速度的定義，并闡釋了城鎮(zhèn)化的內(nèi)涵以及發(fā)展的一般規(guī)律，其次從人口城鎮(zhèn)化水平和綜合城鎮(zhèn)化水平兩個(gè)方面來全面分析河北省城鎮(zhèn)化水平，人口城鎮(zhèn)化即通過單一的城鎮(zhèn)化率指標(biāo)來探討城鎮(zhèn)化水平的高低，綜合城鎮(zhèn)化則是通過建立一個(gè)包含經(jīng)濟(jì)指標(biāo)、人口指標(biāo)、社會(huì)指標(biāo)、環(huán)境指標(biāo)以及土地指標(biāo)這五個(gè)子系統(tǒng)的指標(biāo)評(píng)價(jià)體系，運(yùn)用熵值法進(jìn)行實(shí)證研究，并在此基礎(chǔ)進(jìn)行了障礙因子分析，找到阻礙河北省綜合城鎮(zhèn)化水平的因子。再次，，對(duì)城鎮(zhèn)化速度同樣從人口城鎮(zhèn)化和綜合城鎮(zhèn)化角度出發(fā)進(jìn)行了評(píng)析，并得出主要結(jié)論：河北省人口城鎮(zhèn)化速度在當(dāng)前中國(guó)整個(gè)大的背景環(huán)境下是與經(jīng)濟(jì)發(fā)展速度相適應(yīng)的，不快也不慢，同時(shí)已經(jīng)過了快速發(fā)展階段的拐點(diǎn)，增速會(huì)變緩，預(yù)計(jì)未來五年會(huì)在1～1.17百分點(diǎn)左右推進(jìn)，此外綜合城鎮(zhèn)化速度明顯快于人口城鎮(zhèn)化速度，且各個(gè)子系統(tǒng)的速度存在明顯的差異。最后，根據(jù)分析可知，河北省的城鎮(zhèn)化速度整體是適當(dāng)?shù)模匾氖沁M(jìn)一步提升城鎮(zhèn)化的水平，并有針對(duì)性的提出促進(jìn)河北省城鎮(zhèn)化發(fā)展的對(duì)策建議：加快產(chǎn)業(yè)結(jié)構(gòu)升級(jí)調(diào)整，強(qiáng)化城鎮(zhèn)化發(fā)展產(chǎn)業(yè)支撐；優(yōu)化城鎮(zhèn)布局和形態(tài)，進(jìn)一步提高城市聚集能力；改善生態(tài)環(huán)境質(zhì)量，加大環(huán)境保護(hù)力度；積極促進(jìn)城鎮(zhèn)就業(yè)，提高居民生活水平。
[Abstract]:Urbanization, as an important force of regional economic and social development, has been widely concerned and discussed by the government and academia. Under the background of rapid development of urbanization in China. As an important part of Beijing, Tianjin and Hebei cities, the study of urbanization in Hebei province is of great practical significance. The research on urbanization is usually carried out from two aspects: the level of urbanization and the speed of urbanization. From the perspective of static and dynamic development to measure the urbanization process of a region. This paper analyzes the level and speed of urbanization in Hebei Province, starting from the theory of urbanization. This paper introduces the definition of urbanization, its level and speed, and explains the connotation of urbanization and the general law of its development. Secondly, the level of urbanization in Hebei Province is comprehensively analyzed from two aspects: the level of population urbanization and the level of comprehensive urbanization. Population urbanization is to discuss the level of urbanization through a single index of urbanization rate. Comprehensive urbanization is through the establishment of economic indicators, population indicators, social indicators, environmental indicators and land indicators of the five indicators of indicators evaluation system, using the entropy method for empirical research. And on this basis, the obstacle factor analysis to find the obstacles to the level of comprehensive urbanization in Hebei Province. Thirdly, the speed of urbanization from the perspective of population urbanization and comprehensive urbanization is also evaluated. And draws the main conclusion: Hebei Province population urbanization speed in the present China entire background environment is adapts with the economic development speed, is not fast also is not slow, at the same time has passed the fast development stage inflection point. The growth rate will slow down, the next five years is expected to be 1% 1.17% or so, in addition, the speed of comprehensive urbanization is significantly faster than the speed of population urbanization, and there are significant differences in the speed of each subsystem. Finally. According to the analysis, the overall pace of urbanization in Hebei Province is appropriate, more important is to further improve the level of urbanization. The countermeasures and suggestions to promote the development of urbanization in Hebei Province are put forward: accelerating the adjustment of industrial structure and strengthening the industrial support of urbanization development; Optimize the urban layout and form, further improve the ability of urban agglomeration; Improving the quality of ecological environment and increasing the intensity of environmental protection; Actively promote urban employment, improve the standard of living of residents.
