【摘要】：改革開放以來，我國開放型經(jīng)濟(jì)發(fā)展迅猛。伴隨著經(jīng)濟(jì)全球化和區(qū)域經(jīng)濟(jì)一體化，，我國在對外經(jīng)濟(jì)交往中面臨很多新問題，對外經(jīng)濟(jì)方式也發(fā)生轉(zhuǎn)變，已經(jīng)不再是單純依靠出口拉動(dòng)的外向型經(jīng)濟(jì)，而是以市場為主導(dǎo)帶有政策選擇性質(zhì)的開放型經(jīng)濟(jì)。近年來河北省在開放型經(jīng)濟(jì)建設(shè)過程中取得了一定的成績，但總體發(fā)展水平落后，開放型經(jīng)濟(jì)面臨著很多問題。目前河北省經(jīng)濟(jì)發(fā)展整體處在工業(yè)化中期向工業(yè)化中后期轉(zhuǎn)變的過程中，產(chǎn)業(yè)體系主要以重化工業(yè)為主的資源密集型產(chǎn)業(yè)為主，能耗較高，造成了較大的生態(tài)環(huán)境負(fù)擔(dān)。引入外資主要集中在以制造業(yè)為代表的第二產(chǎn)業(yè)，產(chǎn)業(yè)開放不平衡。區(qū)域經(jīng)濟(jì)合作交流有限，協(xié)同發(fā)展效果較差，開放層次較低。本文從經(jīng)典理論出發(fā)，詳細(xì)探討了開放型經(jīng)濟(jì)內(nèi)涵與特征。從“引進(jìn)來”和“走出去”兩個(gè)角度選取了外貿(mào)依存度、外資依存度、旅游開放度、對外經(jīng)濟(jì)技術(shù)合作度和對外直接投資總額五個(gè)指標(biāo)對河北省開放型經(jīng)濟(jì)現(xiàn)狀進(jìn)行分析評價(jià)；通過與環(huán)渤海經(jīng)濟(jì)圈其他省份進(jìn)行對比分析，結(jié)果顯示河北省開放型經(jīng)濟(jì)處于較低水平。根據(jù)測度結(jié)果對河北省開放型經(jīng)濟(jì)目前存在的問題、原因和風(fēng)險(xiǎn)進(jìn)行分析總結(jié)，本文認(rèn)為河北省應(yīng)該在堅(jiān)持可持續(xù)發(fā)展的前提下注重轉(zhuǎn)型升級(jí)和區(qū)域合作，并提出了相應(yīng)的思路和建議，為河北省開放型經(jīng)濟(jì)今后的發(fā)展提供參考。
[Abstract]:Since the reform and opening up, China's open economy rapid development. With the economic globalization and regional economic integration, China is facing many new problems in the foreign economic relations, foreign economic mode change, is no longer the export-oriented economy to rely solely on exports, but by the market as the leading open economy with the nature of the policy choice. In recent years Hebei province has made some achievements in the construction of the open economy, but the overall level of development lags behind, open economy faces many problems. At present, the overall economic development of Hebei Province in the middle of industrialization process of transition to the middle and late industrialization in resource intensive industry system is mainly based on heavy industry, the mainly, the higher energy consumption, causing great ecological burden. The introduction of foreign capital mainly concentrated in the manufacturing industry as the representative of the second industry, the industry is not open Balance. Regional economic cooperation exchange Co., synergetic development effect is poor, the low level of opening up. The paper is based on the classical theory, and discusses the characteristics of the open economy. From the connotation of "bringing in" and "going out" two angles from the dependence on foreign trade, foreign capital dependence, tourism openness, foreign economic and technical the cooperation degree and total foreign direct investment five indicators to analyze and evaluate the situation of open economy in Hebei province; by comparing with the economic circle of Bohai in other provinces, the results show that the Hebei open economy at a low level. According to the measurement result of the existing Hebei open economy problems, causes and risk analysis this paper summarized that Hebei province should focus on the transformation and upgrading of regional cooperation on the premise of insisting on sustainable development, and puts forward some ideas and suggestions, for Hebei province open It provides a reference for the future development of type economy.
