【摘要】：民營經(jīng)濟(jì)是我國國營經(jīng)濟(jì)體系的重要組成部分,其經(jīng)營、產(chǎn)業(yè)結(jié)構(gòu)的靈活性確保了國民經(jīng)濟(jì)的健康持續(xù)發(fā)展,對(duì)民營經(jīng)濟(jì)的結(jié)構(gòu)性研究十分必要。另一方面,民營經(jīng)濟(jì)存在先天性不足,如果缺乏政策性的正確引導(dǎo),民營經(jīng)濟(jì)容易出現(xiàn)惡性競(jìng)爭(zhēng)、重復(fù)投資等現(xiàn)象,導(dǎo)致環(huán)境資源的嚴(yán)重浪費(fèi),使得民營經(jīng)濟(jì)的產(chǎn)業(yè)結(jié)構(gòu)升級(jí)出現(xiàn)障礙,最終影響整體國民經(jīng)濟(jì)的健康持續(xù)發(fā)展。因此,政府作用顯得尤為重要,如何在經(jīng)濟(jì)的發(fā)展過程中既確保民營經(jīng)濟(jì)的蓬勃發(fā)展,同時(shí)確保民營經(jīng)濟(jì)的產(chǎn)業(yè)結(jié)構(gòu)合理、區(qū)域產(chǎn)業(yè)布局合理是國民經(jīng)濟(jì)研究中必須要面對(duì)的問題。本研究共分四個(gè)模塊進(jìn)行闡述。首先,研究的背景與意義,主要分析了民營經(jīng)濟(jì)的發(fā)展歷史,國內(nèi)外的研究現(xiàn)狀,并指出現(xiàn)階段對(duì)于民營經(jīng)濟(jì)產(chǎn)業(yè)升級(jí)的緊迫性和政府發(fā)揮職能作用的必要性。闡述本論文的研究思路、方法即兩個(gè)結(jié)合：產(chǎn)業(yè)升級(jí)與政府作用的結(jié)合；理論的研究與實(shí)例的驗(yàn)證的結(jié)合。其次,分析了民營經(jīng)濟(jì)產(chǎn)業(yè)升級(jí)現(xiàn)狀和問題,現(xiàn)在我國民營經(jīng)濟(jì)發(fā)展較好的區(qū)域?qū)幉ù认鳛槊駹I經(jīng)濟(jì)發(fā)展的典型例子,對(duì)于該地區(qū)的民營經(jīng)濟(jì)結(jié)構(gòu)的現(xiàn)狀和問題分析有其代表意義,得出民營經(jīng)濟(jì)產(chǎn)業(yè)升級(jí)的緊迫性和產(chǎn)業(yè)升級(jí)過程中所存在的問題。再者,分別從企業(yè)層面、產(chǎn)業(yè)層面、區(qū)域?qū)用嫒齻�(gè)方面闡述地方政府推動(dòng)民營經(jīng)濟(jì)產(chǎn)業(yè)升級(jí)的政策舉措,確保政府的政策性引導(dǎo)即符合企業(yè)的發(fā)展利益,又貼近產(chǎn)業(yè)的合理分布,同時(shí)兼顧區(qū)域經(jīng)濟(jì)特色,最終實(shí)現(xiàn)民營經(jīng)濟(jì)企業(yè)做大做強(qiáng)、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)良、區(qū)域配套協(xié)作合理。最后,從地方政府推動(dòng)民營經(jīng)濟(jì)產(chǎn)業(yè)升級(jí)的角色與作用出發(fā),明確地方政府在民營經(jīng)濟(jì)產(chǎn)業(yè)升級(jí)過程中的主要作用為營造優(yōu)良的經(jīng)濟(jì)發(fā)展環(huán)境、對(duì)區(qū)域經(jīng)濟(jì)進(jìn)行結(jié)構(gòu)性調(diào)整控制,確保技術(shù)、人才的有效供給,促進(jìn)民營經(jīng)濟(jì)的產(chǎn)業(yè)結(jié)構(gòu)升級(jí)。
[Abstract]:Private economy is an important part of the state-owned economy system of our country. The flexibility of its management and industrial structure ensures the healthy and sustainable development of the national economy. On the other hand, it is very necessary to study the structure of the private economy. There are congenital deficiencies in private economy, if lack of correct guidance of policy, private economy is prone to vicious competition, repeated investment and other phenomena, leading to a serious waste of environmental resources. The upgrading of the industrial structure of the private economy appears obstacles, and ultimately affects the overall healthy and sustainable development of the national economy. Therefore, the role of the government is particularly important. How to ensure the vigorous development of private economy and the rational industrial structure of private economy in the process of economic development. Reasonable regional industrial layout is a problem that must be faced in the national economic research. This study is divided into four modules to elaborate. First, the background and significance of the study, mainly analyzes the development history of private economy. Domestic and foreign research status, and pointed out the urgency of industrial upgrading of private economy at this stage and the necessity of the government to play a functional role. The two methods are: the combination of industrial upgrading and the role of government; Secondly, the paper analyzes the current situation and problems of industrial upgrading of private economy. Now the region of private economy development is Ningbo Cixi as a typical example of private economy development. It is significant to analyze the current situation and problems of the private economy structure in this area. The urgency of the industrial upgrading of private economy and the problems existing in the process of industrial upgrading are obtained. Furthermore, from the enterprise level, respectively. Industrial level, regional level of three aspects of local governments to promote the upgrading of private economy industry policy measures to ensure that the government's policy guidance is not only in line with the interests of enterprise development, but also close to the rational distribution of industry. At the same time, taking into account the characteristics of regional economy, the final realization of private enterprises to become bigger and stronger, industrial structure is good, regional coordination is reasonable. Finally, from the role and role of local governments to promote the upgrading of private economy industry. It is clear that the main role of local government in the process of industrial upgrading of private economy is to create an excellent environment for economic development, to carry out structural adjustment and control of regional economy, and to ensure the effective supply of technology and talents.
