【摘要】：伴隨著陸地資源逐漸消耗殆盡,全球氣候變暖等問(wèn)題日益突出,亟需一個(gè)良好的經(jīng)濟(jì)發(fā)展模式來(lái)引領(lǐng)經(jīng)濟(jì)的發(fā)展,在此背景下,“藍(lán)色經(jīng)濟(jì)”應(yīng)運(yùn)而生。自提出以來(lái),越來(lái)越多的國(guó)家把發(fā)展藍(lán)色經(jīng)濟(jì)、升級(jí)藍(lán)色產(chǎn)業(yè)結(jié)構(gòu)提升至國(guó)家戰(zhàn)略高度,紛紛制定符合本國(guó)實(shí)際情況的藍(lán)色戰(zhàn)略,藍(lán)色戰(zhàn)略成為各地區(qū)重要的經(jīng)濟(jì)增長(zhǎng)極與新的經(jīng)濟(jì)增長(zhǎng)模式。山東半島藍(lán)色經(jīng)濟(jì)區(qū)聚集了全省的主要優(yōu)勢(shì)資源和先進(jìn)生產(chǎn)力,是全省發(fā)展水平最高,潛力最大、活力最強(qiáng)的強(qiáng)勢(shì)區(qū)域,將是山東經(jīng)濟(jì)新一輪發(fā)展最重要的增長(zhǎng)點(diǎn)。但是如何更好地發(fā)揮藍(lán)色經(jīng)濟(jì)技術(shù)擴(kuò)散和綜合關(guān)聯(lián)效應(yīng),增強(qiáng)與陸地產(chǎn)業(yè)的技術(shù)關(guān)聯(lián)和經(jīng)濟(jì)互動(dòng),以實(shí)現(xiàn)山東省產(chǎn)業(yè)升級(jí)和區(qū)域經(jīng)濟(jì)的協(xié)調(diào)發(fā)展,仍是需要研究的重要命題。 從藍(lán)色經(jīng)濟(jì)研究成果來(lái)看,當(dāng)前的藍(lán)色或海洋經(jīng)濟(jì)理論實(shí)際上已從“就海論�！卑l(fā)展到注重海陸一體化發(fā)展和區(qū)域經(jīng)濟(jì)融合階段,但是當(dāng)前的熱點(diǎn)仍然停留在強(qiáng)調(diào)靜態(tài)的理論研究和概念框架的建立上,對(duì)海陸產(chǎn)業(yè)間的關(guān)聯(lián)效應(yīng)分析重視不足,尚不清楚藍(lán)色產(chǎn)業(yè)在產(chǎn)業(yè)系統(tǒng)中的地位和作用,缺乏有效的具體和深入分析海陸產(chǎn)業(yè)聯(lián)動(dòng)機(jī)制的技術(shù)方法,從而難以深入研究藍(lán)色產(chǎn)業(yè)發(fā)展對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的促進(jìn)作用和聯(lián)動(dòng)機(jī)制。這使得藍(lán)色經(jīng)濟(jì)在促進(jìn)區(qū)域產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化和競(jìng)爭(zhēng)力提升等方面的指導(dǎo)和支持作用較為薄弱。 基于此,本文從產(chǎn)業(yè)關(guān)聯(lián)視角研究藍(lán)色產(chǎn)業(yè),系統(tǒng)描述和定量分析藍(lán)色產(chǎn)業(yè)深層次的關(guān)聯(lián)結(jié)構(gòu)特征。首先,本文綜述了藍(lán)色經(jīng)濟(jì)理論、產(chǎn)業(yè)關(guān)聯(lián)理論和產(chǎn)業(yè)升級(jí)理論的國(guó)內(nèi)外研究進(jìn)展,為本文的研究奠定基礎(chǔ)；其次,本文界定了藍(lán)色經(jīng)濟(jì)的內(nèi)涵,以及藍(lán)色產(chǎn)業(yè)包含的具體范圍,結(jié)合山東省藍(lán)色經(jīng)濟(jì)發(fā)展現(xiàn)狀,根據(jù)現(xiàn)有海洋產(chǎn)業(yè)統(tǒng)計(jì)資料和年鑒數(shù)據(jù),編制出山東省藍(lán)色產(chǎn)業(yè)156x156部門投入產(chǎn)出表,并根據(jù)Zhao-模型構(gòu)建出藍(lán)色產(chǎn)業(yè)網(wǎng)絡(luò)模型；再次,在藍(lán)色產(chǎn)業(yè)網(wǎng)絡(luò)模型建立的基礎(chǔ)上,對(duì)藍(lán)色產(chǎn)業(yè)進(jìn)行產(chǎn)業(yè)關(guān)聯(lián)度、產(chǎn)業(yè)圈度、產(chǎn)業(yè)介數(shù)、產(chǎn)業(yè)結(jié)構(gòu)洞和產(chǎn)業(yè)波及系數(shù)等鄰域關(guān)聯(lián)分析以及產(chǎn)業(yè)強(qiáng)連通核和產(chǎn)業(yè)k-核等局域關(guān)聯(lián)分析,完整描述和刻畫藍(lán)色產(chǎn)業(yè)關(guān)聯(lián)關(guān)系及其結(jié)構(gòu)；最后,結(jié)合當(dāng)前山東省藍(lán)色經(jīng)濟(jì)發(fā)展?fàn)顩r和條件,在上述藍(lán)色產(chǎn)業(yè)關(guān)聯(lián)關(guān)系研究的基礎(chǔ)上,對(duì)藍(lán)色產(chǎn)業(yè)的地位和作用進(jìn)行綜合評(píng)價(jià),挖掘出與藍(lán)色產(chǎn)業(yè)有著緊密聯(lián)系的相關(guān)產(chǎn)業(yè),并且提出山東半島藍(lán)色經(jīng)濟(jì)的發(fā)展策略和對(duì)策,以實(shí)現(xiàn)山東省整體產(chǎn)業(yè)升級(jí)。
[Abstract]:The blue economic zone of Shandong Peninsula has developed the blue economy and upgraded the blue industrial structure to the national strategic level . From the blue economic research results , the current blue or ocean economic theory has actually evolved from the " high seas theory sea " to the development of land and land integration and the regional economic integration stage , but the current hot spot still stays on the basis of emphasizing static theory research and conceptual framework , and it is not clear that the position and function of the blue industry in the industry system , and the lack of effective concrete and in - depth analysis of the technology method of the marine industry linkage mechanism , which makes it difficult to deeply study the promotion and linkage mechanism of the blue industry development to the upgrading of industrial structure . This makes the blue economy more and more weak in guiding and supporting the regional industrial structure optimization and competitiveness promotion . Based on the research of blue economy theory , industry association theory and industrial upgrading theory , this paper makes a comprehensive evaluation on the status and function of blue industry , and puts forward the development strategy and countermeasures of blue economy in Shandong Peninsula to realize the overall industrial upgrading of Shandong Province .
