基于改進(jìn)的灰色關(guān)聯(lián)綜合評(píng)價(jià)法的土地利用總體規(guī)劃實(shí)施評(píng)價(jià)研究

【摘要】:當(dāng)前我國(guó)社會(huì)經(jīng)濟(jì)的迅速發(fā)展以及工業(yè)化、城市化進(jìn)程的快速推進(jìn),必將伴隨著資源環(huán)境的不斷惡化和人地關(guān)系的不協(xié)調(diào)問(wèn)題。土地利用總體規(guī)劃作為解決這些問(wèn)題的重要的宏觀調(diào)控手段,它的作用越來(lái)越得到凸顯,受到重視。因而如何對(duì)土地利用總體規(guī)劃的實(shí)施情況進(jìn)行評(píng)價(jià),逐漸成為當(dāng)前一個(gè)重要的研究課題。土地利用總體規(guī)劃實(shí)施評(píng)價(jià)主要是圍繞評(píng)價(jià)指標(biāo)體系的建立、評(píng)價(jià)模型的選擇等方面開(kāi)展研究。主要的目的是為規(guī)劃的調(diào)整和修編提供科學(xué)依據(jù),為規(guī)劃的實(shí)施提供科學(xué)管理。所以,亟需對(duì)土地利用總體規(guī)劃實(shí)施評(píng)價(jià)進(jìn)行研究,從而進(jìn)一步完善土地利用規(guī)劃方面相關(guān)的理論和方法。本文在對(duì)土地用總體規(guī)劃實(shí)施評(píng)價(jià)進(jìn)行系統(tǒng)分析的基礎(chǔ)上,通過(guò)對(duì)比分析國(guó)內(nèi)外相關(guān)專家的研究成果,并結(jié)合專家咨詢法,來(lái)構(gòu)建規(guī)劃實(shí)施評(píng)價(jià)指標(biāo)體系模型。本文采用層次分析法和灰色關(guān)聯(lián)度法相結(jié)合的方法,即改進(jìn)的灰色關(guān)聯(lián)度法,對(duì)規(guī)劃實(shí)施情況進(jìn)行評(píng)價(jià)。首先采用專家咨詢法和層次分析法來(lái)確定評(píng)價(jià)指標(biāo)的權(quán)重。其次通過(guò)灰色關(guān)聯(lián)分析法計(jì)算各個(gè)指標(biāo)的關(guān)聯(lián)系數(shù),然后將關(guān)聯(lián)系數(shù)與指標(biāo)權(quán)重進(jìn)行相乘,從而得到各指標(biāo)間的單層次關(guān)聯(lián)度。最后依據(jù)關(guān)聯(lián)度排序的大小,來(lái)對(duì)規(guī)劃實(shí)施情況開(kāi)展評(píng)價(jià)工作。本文以潘家灣鎮(zhèn)為研究樣區(qū),利用潘家灣鎮(zhèn)2009-2012年的土地利用變更數(shù)據(jù)和社會(huì)經(jīng)濟(jì)數(shù)據(jù),基于建立的土地利用總體規(guī)劃實(shí)施評(píng)價(jià)指標(biāo)體系來(lái)對(duì)潘家灣鎮(zhèn)土地利用總體規(guī)劃實(shí)施情況開(kāi)展評(píng)價(jià)工作。隨后對(duì)土地利用總體規(guī)劃實(shí)施評(píng)價(jià)指標(biāo)進(jìn)行量化,來(lái)科學(xué)的評(píng)價(jià)規(guī)劃的實(shí)施效果。結(jié)果得出潘家灣鎮(zhèn)土地利用總體規(guī)劃實(shí)施情況基本處于平穩(wěn)發(fā)展?fàn)顟B(tài)。最后深入的分析潘家灣鎮(zhèn)土地利用總體規(guī)劃實(shí)施中存在的問(wèn)題,并提出相應(yīng)對(duì)策,以期為日后規(guī)劃的實(shí)施以及規(guī)劃的調(diào)整和修編提供重要的參考依據(jù)。
[Abstract]:At present, the rapid development of social economy and industrialization and the rapid progress of urbanization in our country will be accompanied by the continuous deterioration of resources and environment and the disharmony of man-land relationship. As an important means of macro-control to solve these problems, land use master planning plays a more and more important role and has been paid more and more attention. Therefore, how to evaluate the implementation of land use master plan has gradually become an important research topic. The implementation evaluation of land use master planning mainly focuses on the establishment of evaluation index system and the selection of evaluation model. The main purpose is to provide scientific basis for the adjustment and revision of planning, and to provide scientific management for the implementation of planning. Therefore, it is urgent to study the implementation evaluation of land use planning, so as to further improve the related theories and methods of land use planning. Based on the systematic analysis of the implementation evaluation of land use master planning, this paper constructs the evaluation index system model of planning implementation by comparing and analyzing the research results of relevant experts at home and abroad, and combining with the expert consultation method. This paper uses the method of analytic hierarchy process (AHP) and grey correlation degree method, that is, the improved grey correlation degree method, to evaluate the implementation of planning. Firstly, the expert consultation method and analytic hierarchy process (AHP) are used to determine the weight of the evaluation index. Secondly, the correlation coefficient of each index is calculated by grey correlation analysis, and then the correlation coefficient is multiplied with the index weight, so as to obtain the single-level correlation degree among each index. Finally, according to the order of correlation degree, the evaluation of planning implementation is carried out. Taking Panjiawan Town as the research sample area, this paper makes use of the land use change data and socio-economic data of Panjiawan Town from 2009 to 2012, and evaluates the implementation of Panjiawan Town Land use Master Plan based on the established evaluation index system of land use master planning. Then the evaluation index of land use master plan is quantified to evaluate the implementation effect of land use master plan scientifically. The results show that the implementation of the overall land use planning in Panjiawan Town is basically in a steady state of development. Finally, the problems existing in the implementation of the overall land use planning in Panjiawan Town are deeply analyzed, and the corresponding countermeasures are put forward in order to provide an important reference for the implementation of the planning and the adjustment and revision of the plan in the future.
