【摘要】：農(nóng)戶是單獨(dú)還是聯(lián)合進(jìn)行生產(chǎn)經(jīng)營(yíng)決策關(guān)系到如何細(xì)化我國(guó)"統(tǒng)分結(jié)合"的農(nóng)業(yè)經(jīng)營(yíng)體制問(wèn)題。本文關(guān)注了農(nóng)戶在土地投資中的決策模式選擇,并認(rèn)為由于我國(guó)地塊面積非常狹小,除了土壤改良投資以外,農(nóng)戶們?cè)诿娣e狹小、緊挨著的地塊上進(jìn)行的大部分長(zhǎng)期投資(主要是基礎(chǔ)設(shè)施和改變用途投資)表現(xiàn)出強(qiáng)烈的規(guī)模經(jīng)濟(jì)、外部性和公共物品特征,聯(lián)合投資將是他們的合理選擇�；诮K省18縣4796個(gè)地塊樣本,本研究一方面揭示農(nóng)戶長(zhǎng)期土地投資的聯(lián)合性,另一方面分析地塊規(guī)模對(duì)農(nóng)戶投資決策的影響。研究發(fā)現(xiàn),農(nóng)戶在地塊上進(jìn)行的基礎(chǔ)設(shè)施與改變用途投資中接近65%屬于聯(lián)合投資,地塊規(guī)模擴(kuò)大可以顯著提高農(nóng)戶單獨(dú)投資的概率,并促進(jìn)投資項(xiàng)目決策由聯(lián)合決策向單獨(dú)決策轉(zhuǎn)變。這說(shuō)明對(duì)這兩類投資而言,地塊規(guī)模擴(kuò)大是農(nóng)戶進(jìn)行單獨(dú)自由決策的前提;小規(guī)模地塊主要依賴農(nóng)戶間的聯(lián)合投資決策。相應(yīng)的政策含義包括:一方面擴(kuò)大地塊規(guī)模提高農(nóng)戶單獨(dú)投資的激勵(lì);另一方面則組織、協(xié)調(diào)好農(nóng)戶的聯(lián)合投資決策并加強(qiáng)政府的公共投資。而在地塊規(guī)模充分?jǐn)U大,集體或聯(lián)合決策內(nèi)化為個(gè)體自由決策之前,對(duì)農(nóng)戶個(gè)體地權(quán)的強(qiáng)化對(duì)于刺激基礎(chǔ)設(shè)施與改變用途投資的意義可能是有限的。
[Abstract]:Whether farmers make decisions on production and management alone or jointly is related to the problem of how to refine the agricultural management system of "the combination of unity and division" in our country. This article pays attention to the decision-making mode choice of farmers in the land investment, and thinks that because the land area of our country is very narrow, besides the investment of soil improvement, the farmers are in the small area. Most of the long-term investments (mainly infrastructure and change-of-use investments) on adjacent plots show strong economies of scale, externalities and public goods characteristics, and joint investment will be their reasonable choice. Based on a sample of 4796 plots in 18 counties of Jiangsu Province, this study reveals the association of farmers' long-term land investment on the one hand, and on the other hand, analyzes the impact of plot size on farmers' investment decision-making. The study found that nearly 65% of farmers' investment in infrastructure and change of use on the land belongs to joint investment, and the expansion of plot size can significantly increase the probability of single investment by farmers. And promote investment project decision-making from joint decision-making to individual decision-making. This shows that for these two types of investment, the expansion of plot size is the premise for farmers to make independent and free decision-making, and small-scale plots mainly rely on joint investment decision-making among farmers. The corresponding policy implications include: on the one hand to expand the scale of land to increase the incentive for farmers to invest alone; on the other hand to organize and coordinate the joint investment decision of farmers and strengthen the public investment of the government. However, until the scale of plots is fully expanded and collective or joint decision-making is internalized into individual free decision-making, the significance of strengthening farmers' individual land rights may be limited for stimulating infrastructure and reusing investment.
