農(nóng)民專業(yè)合作社績(jī)效評(píng)價(jià)研究

【摘要】:農(nóng)民專業(yè)合作社是繼家庭聯(lián)產(chǎn)承包制之后的又一次組織創(chuàng)新,是處于市場(chǎng)競(jìng)爭(zhēng)弱勢(shì)地位的分散的農(nóng)產(chǎn)品生產(chǎn)者在自愿的基礎(chǔ)上,,按照平等互利的原則組織起來,通過共同經(jīng)營,達(dá)到改善自身經(jīng)濟(jì)利益或提高經(jīng)濟(jì)地位目標(biāo)的組織。20世紀(jì)80年代以來,多種類型的農(nóng)民專業(yè)合作社在全國各地涌現(xiàn)出來,其作為發(fā)展現(xiàn)代農(nóng)業(yè)的重要組織保障,在提高農(nóng)民組織化程度、加強(qiáng)農(nóng)業(yè)生產(chǎn)的合作能力、有效聯(lián)結(jié)“小農(nóng)戶”與“大市場(chǎng)”、增加農(nóng)民收入及加快社會(huì)主義新農(nóng)村建設(shè)等方面發(fā)揮了重要的作用。然而我國農(nóng)民專業(yè)合作尚處于初級(jí)發(fā)展階段,依然存在一些嚴(yán)重制約其健康持續(xù)發(fā)展的問題和因素。因此,對(duì)現(xiàn)階段農(nóng)民專業(yè)合作社的績(jī)效進(jìn)行評(píng)價(jià),有利于揭示其發(fā)展現(xiàn)狀、特點(diǎn)及不足之處,有利于探討新經(jīng)濟(jì)形勢(shì)下農(nóng)民專業(yè)合作社發(fā)展的方向及對(duì)策措施。 本文基本的研究思路是以農(nóng)民專業(yè)合作社生成—運(yùn)行機(jī)制—功能實(shí)現(xiàn)的發(fā)展邏輯作為合作社績(jī)效評(píng)價(jià)的理論基礎(chǔ),以績(jī)效實(shí)質(zhì)為出發(fā)點(diǎn),從中發(fā)現(xiàn)農(nóng)民專業(yè)合作社的績(jī)效生成路徑,依據(jù)“行為—結(jié)果”績(jī)效觀,由此得出由行為績(jī)效和結(jié)果績(jī)效組成的績(jī)效結(jié)構(gòu),建立了一套農(nóng)民專業(yè)合作社績(jī)效評(píng)價(jià)指標(biāo)體系,并采用層次分析法進(jìn)行績(jī)效評(píng)價(jià)。最后選取壽光市15個(gè)蔬菜專業(yè)合作社及其社員進(jìn)行實(shí)證研究,基于實(shí)證分析結(jié)果從組織自身和政府兩方面出發(fā),提出改善壽光市蔬菜專業(yè)合作社發(fā)展的對(duì)策建議。 本文的創(chuàng)新點(diǎn)是: 1.已有的研究大都對(duì)結(jié)果績(jī)效較為關(guān)注,為了彌補(bǔ)對(duì)行為績(jī)效重視度較少的不足,本文首先從理論方面闡述了農(nóng)民專業(yè)合作社績(jī)效應(yīng)同時(shí)包括行為績(jī)效和結(jié)果績(jī)效兩個(gè)方面,繼而對(duì)農(nóng)民專業(yè)合作社的績(jī)效進(jìn)行實(shí)證分析。 2.已有的研究較注重農(nóng)民專業(yè)合作社績(jī)效評(píng)價(jià)指標(biāo)體系的建立,卻對(duì)評(píng)價(jià)體系的由來不甚關(guān)心。本文遵循“績(jī)效實(shí)質(zhì)內(nèi)涵—績(jī)效形成路徑—績(jī)效結(jié)構(gòu)—績(jī)效評(píng)價(jià)指標(biāo)體系”的研究路徑構(gòu)建績(jī)效評(píng)價(jià)指標(biāo)體系。 3.已有的關(guān)于壽光市蔬菜專業(yè)合作社績(jī)效研究均為規(guī)范性研究,從定性的角度對(duì)壽光市蔬菜合作社的發(fā)展現(xiàn)狀及存在問題進(jìn)行分析。本文從定量的角度,運(yùn)用層次分析法,應(yīng)用Yaahp軟件,建立農(nóng)民專業(yè)合作社指標(biāo)體系,并對(duì)壽光市蔬菜專業(yè)合作社進(jìn)行績(jī)效評(píng)價(jià),進(jìn)一步驗(yàn)證了評(píng)價(jià)指標(biāo)體系的實(shí)用性。
[Abstract]:The farmer's specialized cooperative is another organizational innovation after the family contract system, is the scattered agricultural product producers in the weak position in the market competition, organized on a voluntary basis, according to the principle of equality and mutual benefit, through joint operation. Organizations that have reached the goal of improving their own economic interests or enhancing their economic status. Since the 1980s, various types of farmers' professional cooperatives have emerged in various parts of the country, as an important organizational guarantee for the development of modern agriculture. It has played an important role in raising the degree of farmers' organization, strengthening the cooperative ability of agricultural production, effectively linking "small farmers" with "big markets", increasing peasants' income and speeding up the construction of new socialist countryside. However, China's farmers' professional cooperation is still in the primary stage of development, there are still some serious constraints on its healthy and sustainable development of problems and factors. Therefore, to evaluate the performance of farmers' professional cooperatives at this stage is helpful to reveal the current situation, characteristics and shortcomings of the development of farmers' professional cooperatives, and to explore the direction and countermeasures of the development of farmers' professional cooperatives under the new economic situation. The basic research idea of this paper is to take the development logic of the formation-operation mechanism-function realization of farmers' professional cooperatives as the theoretical basis of cooperative performance evaluation, and take the essence of performance as the starting point. According to the performance view of "behavior-result", the performance structure composed of behavior performance and result performance is obtained, and a set of performance evaluation index system of farmers' professional cooperatives is set up, and the performance evaluation index system of farmers' professional cooperatives is established according to the "behavior-result" performance view. And adopt the analytic hierarchy process to carry on the performance appraisal. Finally, 15 vegetable professional cooperatives and their members in Shouguang City are selected for empirical research. Based on the results of empirical analysis, countermeasures and suggestions are put forward to improve the development of vegetable professional cooperatives in Shouguang City from the aspects of organization itself and government. The innovation of this paper is: 1. Most of the existing studies pay more attention to the result performance. In order to make up for the deficiency of less attention to the behavior performance, this paper firstly expounds the performance effect of farmers' professional cooperative society from the theoretical aspect, including both behavior performance and result performance. Then the paper makes an empirical analysis on the performance of farmers' professional cooperatives. 2. The existing research pays more attention to the establishment of the performance evaluation index system of farmers' professional cooperatives, but it is not very concerned about the origin of the evaluation system. This paper follows the research path of "substantive connotation of performance-path of performance formation-performance structure-Index system of performance Evaluation" to construct the index system of performance evaluation. 3. The existing research on the performance of vegetable cooperatives in Shouguang City is normative. The present situation and existing problems of vegetable cooperatives in Shouguang City are analyzed from a qualitative point of view. From a quantitative point of view, this paper establishes the index system of farmers' professional cooperatives by using analytic hierarchy process (AHP) and Yaahp software, and evaluates the performance of vegetable professional cooperatives in Shouguang City, which further verifies the practicability of the evaluation index system.
