【摘要】：土地是緊缺、有限而又無法再生的寶貴資源。能否合理配置和有效利用土地,關(guān)系到人類物質(zhì)生活能否得到長遠(yuǎn)保障,社會(huì)是否具有永續(xù)發(fā)展的基礎(chǔ)和動(dòng)力。目前,我國大多數(shù)省市都將城鎮(zhèn)化發(fā)展作為全面建成小康和實(shí)現(xiàn)經(jīng)濟(jì)增長的重要途徑。進(jìn)入新世紀(jì)以來,寧夏也將城鎮(zhèn)化發(fā)展作為協(xié)調(diào)城鄉(xiāng)和山川發(fā)展、實(shí)現(xiàn)小康的重要舉措,全區(qū)城鎮(zhèn)人口占比從2001年的33.3%上升至2014年的近54%,在這個(gè)快速發(fā)展的過程中,成千上萬畝農(nóng)田和耕地經(jīng)土地征收再利用之后變?yōu)榻ㄔO(shè)用地。而就現(xiàn)階段寧夏城鎮(zhèn)化發(fā)展?fàn)顩r來看,大多數(shù)被征用的是沿黃河一帶、質(zhì)量較高的農(nóng)田和耕地,長此以往,土地供求之間的平衡必將受到嚴(yán)峻挑戰(zhàn)。因此,對(duì)于土地資源限制性嚴(yán)重,優(yōu)質(zhì)地有限、生態(tài)環(huán)境脆弱的寧夏來說,研究并提高城鎮(zhèn)化發(fā)展過程中征用土地的利用效率具有重要的意義。本文采用查閱文獻(xiàn)研究法、調(diào)查訪談法和比較分析法,在梳理中西方城市化發(fā)展和土地利用理論成果的基礎(chǔ)上,對(duì)寧夏現(xiàn)階段征地利用過程中的問題及形成原因進(jìn)行研究分析,再合理借鑒國內(nèi)外土地集約利用的先進(jìn)經(jīng)驗(yàn),結(jié)合寧夏具體的區(qū)情和特殊的生態(tài)環(huán)境,立足寧夏的發(fā)展實(shí)際,從理論和實(shí)踐層面概括總結(jié)出,堅(jiān)持協(xié)調(diào)發(fā)展的理念,努力保持城鎮(zhèn)化建設(shè)和耕地保護(hù)之間的平衡,積極探索降低土地財(cái)政依賴度的途徑,逐步促進(jìn)土地市場體系的完善和發(fā)展,持續(xù)加大區(qū)域間的統(tǒng)籌、穩(wěn)定規(guī)劃力度,不斷強(qiáng)化征地使用的監(jiān)管成效是提高寧夏征地利用效率的有力舉措。
[Abstract]:Land is a scarce, limited and unrenewable valuable resource. The possibility of rational allocation and effective utilization of land, and whether the life of human material can be guaranteed in the long term, and whether the society has the foundation and power of sustainable development. At present, most provinces and cities in China have made the development of urbanization as an important way to fully build a well-off society and to realize economic growth. Since entering the new century, Ningxia has also taken the development of urbanization as an important measure to coordinate the development of urban and rural areas and the mountains and rivers, and to realize a well-off society. The proportion of urban population in the whole region has increased from 33.3% in 2001 to nearly 54% in 2014, and during this rapid development, The land for thousands of mu of farmland and cultivated land has become the construction land after the land collection and re-utilization. At present, in the current situation of the development of the urbanization in Ningxia, most of the expropriated farmland and cultivated land along the Yellow River, the balance between supply and demand of the land is bound to be a serious challenge. Therefore, it is of great significance to study and improve the utilization efficiency of land in the process of urbanization development for Ningxia with limited land resource, limited quality and fragile ecological environment. This paper makes a study on the problems and causes of land acquisition and utilization in the current stage of Ningxia, on the basis of the review of the literature research methods, the investigation and interview methods and the comparative analysis methods, and on the basis of the western urbanization development and the land-use theoretical results in the combing, Based on the advanced experience of the intensive use of the land at home and abroad, combining with the specific regional situation and the special ecological environment in Ningxia, based on the development of Ningxia, the paper sums up the theory and the practical level, and insists on the idea of harmonious development. Efforts should be made to maintain the balance between the construction of the urbanization and the protection of the cultivated land, to actively explore the ways to reduce the degree of financial dependence of the land, to gradually promote the improvement and development of the land market system, and to continuously increase the overall and stable planning of the region. It is a powerful measure to improve the efficiency of land acquisition in Ningxia.
