山東省現(xiàn)代種業(yè)科技創(chuàng)新管理研究

【摘要】：種業(yè)科技創(chuàng)新是農(nóng)業(yè)現(xiàn)代化的源頭保障。為貫徹十八屆三中全會和習(xí)近平總書記視察山東時的重要講話精神,落實汪洋副總理關(guān)于加快種業(yè)發(fā)展的重要講話和國辦發(fā)[2013]109號文件要求,山東省科技廳農(nóng)村科技處組織省內(nèi)有關(guān)專家,圍繞現(xiàn)代種業(yè)科技創(chuàng)新這一主題,采取定性和定量相結(jié)合、宏觀和微觀相結(jié)合、典型分析和科學(xué)推論相結(jié)合的技術(shù)路線,通過實地考查、召開座談會和發(fā)放調(diào)查問卷等形式,對農(nóng)口部門、涉農(nóng)高校與科研院所、種業(yè)企業(yè)、典型區(qū)域開展全面調(diào)查,從創(chuàng)新驅(qū)動對種業(yè)發(fā)展的重要作用等方面對山東種業(yè)進(jìn)行了全方位的研究分析。同時,以服務(wù)于政府決策為宗旨,突出理論性研究與應(yīng)用性研究兩者的緊密結(jié)合,形成了本文的研究結(jié)論。本文研究結(jié)論如下:(1)在國外跨國種子公司的擠壓下,我國種子產(chǎn)業(yè)的發(fā)展也出現(xiàn)了一些新情況:供種能力顯著增強、良種水平顯著提高、多元化市場主體基本形成、種子商品率不斷提高、行業(yè)集中度不斷提升、企業(yè)成為種業(yè)技術(shù)創(chuàng)新的主體、法律法規(guī)及管理體制基本健全等。(2)受全國種業(yè)形勢的影響,山東省種業(yè)發(fā)展態(tài)勢良好,科研單位、種業(yè)企業(yè)科技創(chuàng)新取得了一定成就:科技自主創(chuàng)新成果顯著、創(chuàng)立了良種研發(fā)和技術(shù)推廣平臺、培養(yǎng)了一批高級種業(yè)科技人才、種業(yè)科技企業(yè)得到發(fā)展壯大。(3)山東省種業(yè)科技的發(fā)展呈現(xiàn)以下特點:注重政策引導(dǎo),形成了種業(yè)科技創(chuàng)新體系;依托自主創(chuàng)新,促進(jìn)了優(yōu)勢主導(dǎo)產(chǎn)業(yè)發(fā)展;強化戰(zhàn)略協(xié)作,實現(xiàn)了產(chǎn)學(xué)研的緊密銜接。(4)以山東省農(nóng)科院、種業(yè)公司為代表的種業(yè)科技創(chuàng)新主體種業(yè)科技創(chuàng)新能力得到顯著提高,涌現(xiàn)出一批先進(jìn)集體,如登海、圣豐等種業(yè)科技創(chuàng)新公司。(5)但我們也應(yīng)該注意到山東省種業(yè)科技發(fā)展也存在一定問題:種業(yè)科技投入尚待提高,傳統(tǒng)體系束縛依舊存在;種子產(chǎn)權(quán)保護(hù)力度不夠,科技成果轉(zhuǎn)化渠道不暢;源頭創(chuàng)新力不足,突破性品種少;種子創(chuàng)新鏈存在薄弱環(huán)節(jié),難以支撐種業(yè)轉(zhuǎn)型升級等。(6)提出加快山東省種業(yè)科技發(fā)展的對策建議。本文以“自主創(chuàng)新、重點跨越、支撐發(fā)展、引領(lǐng)未來”為指導(dǎo)方針,明確了國內(nèi)外種業(yè)發(fā)展的歷程和趨勢,深入剖析了山東種業(yè)科技發(fā)展現(xiàn)狀、存在主要問題與制約因素,準(zhǔn)確把握行業(yè)科技發(fā)展趨勢,科學(xué)提出了行業(yè)科技優(yōu)先發(fā)展和重點研究的領(lǐng)域,探索了新形勢下山東種業(yè)科技創(chuàng)新的戰(zhàn)略對策和發(fā)展路徑,旨在推動山東省種業(yè)科技創(chuàng)新和產(chǎn)業(yè)發(fā)展,加快壯大山東省現(xiàn)代種業(yè),引領(lǐng)和支撐山東省農(nóng)業(yè)轉(zhuǎn)型升級和發(fā)展方式轉(zhuǎn)變。
[Abstract]:Scientific and technological innovation of seed industry is the source guarantee of agricultural modernization. In order to implement the spirit of the important speech made by the third Plenary session of the 18th CPC Central Committee and General Secretary Xi Jinping during his visit to Shandong, and to implement the important speech made by Vice Premier Wang Yang on speeding up the development of the seed industry and the requirements of document [2013] issued by the State Council Office, The Rural Science and Technology Department of Shandong Provincial Science and Technology Department organizes relevant experts in the province to adopt a technical route of combining qualitative and quantitative, macro and micro, typical analysis and scientific inference, focusing on the theme of scientific and technological innovation in modern seed industry. Through on-the-spot inspection, holding seminars and issuing questionnaires, a comprehensive survey of agricultural departments, agricultural-related universities and scientific research institutes, seed enterprises, and typical areas was carried out. In this paper, the important role of innovation-driven on seed industry development in Shandong province is studied and analyzed in an all-round way. At the same time, in order to serve the government decision-making as the purpose, emphasizing the close combination of theoretical research and applied research, formed the research conclusion of this paper. The conclusions of this paper are as follows: (1) under the extrusion of foreign multinational seed companies, the development of seed industry in China has also appeared some new situations: the ability of seed supply is significantly enhanced, the level of improved seed is significantly improved, and the main body of diversified market is basically formed. The rate of seed commodities continues to increase, the concentration of the industry continues to increase, the enterprises become the main body of technological innovation in the seed industry, the laws, regulations and management system are basically perfect, etc. (2) under the influence of the situation of the national seed industry, the development of the seed industry in Shandong Province is in a good situation. Scientific research institutions and seed enterprises have made certain achievements in scientific and technological innovation: remarkable achievements have been made in independent scientific and technological innovation, the platform for research and development of improved species and the promotion of technology have been established, and a number of advanced scientific and technological talents in the seed industry have been trained. (3) the development of seed industry science and technology in Shandong Province presents the following characteristics: pay attention to the policy guidance, form the seed industry science and technology innovation system; Relying on independent innovation, promoting the development of dominant industries; Strengthening strategic cooperation has achieved a close link between industry, university and research. (4) the ability of scientific and technological innovation in seed industry, represented by Shandong Academy of Agricultural Sciences and seed companies, has been significantly improved, and a number of advanced collectives, such as boarding the sea, have emerged. Shengfeng and other seed industry science and technology innovation company. (5) but we should also note that Shandong Province seed industry science and technology development also has some problems: seed industry science and technology investment still needs to be improved, the traditional system still exists; The protection of seed property right is not enough, the channel of transformation of scientific and technological achievements is not smooth, the innovation power of source is insufficient, and the breakthrough varieties are few. There are weak links in seed innovation chain and it is difficult to support the transformation and upgrading of seed industry. (6) the countermeasures and suggestions to accelerate the development of seed industry science and technology in Shandong Province are put forward. Based on the guiding principle of "independent innovation, key leapfrogging, supporting development and leading the future", this paper clarifies the course and trend of the development of seed industry both at home and abroad, and deeply analyzes the present situation of scientific and technological development of seed industry in Shandong Province, and the main problems and constraints. Accurately grasp the development trend of science and technology in the industry, scientifically put forward the priority development and key research fields of science and technology in the industry, and explore the strategic countermeasures and development paths of scientific and technological innovation in Shandong seed industry under the new situation. The purpose of this paper is to promote the scientific and technological innovation and industrial development of Shandong seed industry, speed up the expansion of Shandong modern seed industry, and lead and support the transformation, upgrading and development mode of Shandong Province's agriculture.
