【摘要】：近年來,全球范圍內(nèi)發(fā)生了多起關(guān)于農(nóng)產(chǎn)品質(zhì)量安全的問題,導致廣大消費者對農(nóng)產(chǎn)品的購買需求產(chǎn)生了一系列變化,迫使農(nóng)產(chǎn)品質(zhì)量可追溯體系建設(shè)得到廣泛的關(guān)注并被提上地方政府議程。為了我國農(nóng)產(chǎn)品生產(chǎn)質(zhì)量安全水平的提升,增強監(jiān)管生產(chǎn)者的力度,使得相關(guān)從業(yè)人員業(yè)務(wù)素質(zhì)、能力進一步提升,滿足消費者對農(nóng)產(chǎn)品質(zhì)量要求的不斷提高,建立一套完善的農(nóng)產(chǎn)品質(zhì)量可追溯管理體系變得十分必要。本文的包括五個方面的內(nèi)容:第一部分對農(nóng)產(chǎn)品質(zhì)量追溯體系管理的研究背景、研究意義及文章的相關(guān)概念進行了界定、介紹了本文的研究方法、技術(shù)路線和論文的結(jié)構(gòu)。第二部分系統(tǒng)地闡述了農(nóng)產(chǎn)品質(zhì)量追溯管理問題研究中的相關(guān)理論基礎(chǔ),從供應鏈理論、道德風險理論及企業(yè)理論四個方面進行了概括。并且對國內(nèi)外目前對農(nóng)產(chǎn)品質(zhì)量可追溯體系管理的系統(tǒng)建設(shè)狀況進行了詳實介紹。第三部分分析了國內(nèi)的農(nóng)產(chǎn)品質(zhì)量可追溯體系的建設(shè)情況。并重點介紹了江西云山集團的農(nóng)產(chǎn)品追溯體系現(xiàn)狀及組成。第四部分通過調(diào)查研究發(fā)現(xiàn)云山集團的農(nóng)產(chǎn)品質(zhì)量追溯體系在運行時的問題所在。主要表現(xiàn)在因系統(tǒng)認識不夠,追溯管理制度精細化程度不夠,追溯管理操作水平較低,追溯管理中資料檔案規(guī)范程度不高,追溯管理人員素質(zhì)較低等五個方面。第五部分在前面分析不足的基礎(chǔ)上提出相應的改進措施。首先,通過對農(nóng)產(chǎn)品追溯體系建設(shè)理念進行故事化、理念化宣傳,讓職工積極投身企業(yè)文化建設(shè),增強職工對農(nóng)產(chǎn)品追溯體系的核心價值觀認識。其次,要加強精細化管理和創(chuàng)新活動,通過行之有效的方式方法提升企業(yè)競爭力。第三,要提升追溯管理人員系統(tǒng)操作能力,強化體系的監(jiān)督管理規(guī)范運行。第四,要從完善檔案建設(shè)的基礎(chǔ)條件、健全檔案管理制度、建立科學的用人機制、加強指導培訓、加快數(shù)字化加工進程、增撥專項資金等六方面入手,規(guī)范追溯管理中資料檔案管理。第五,通過對業(yè)務(wù)培訓的加強,完善現(xiàn)有的培訓制度,制定科學的培訓內(nèi)容,在培訓方式上結(jié)合實際勇于創(chuàng)新,從而提高集團中所有參與系統(tǒng)建設(shè)的全面素質(zhì)。
[Abstract]:In recent years, there have been a number of problems concerning the quality and safety of agricultural products around the world, resulting in a series of changes in the purchase demand of agricultural products by the vast number of consumers. Forcing the construction of traceability system of agricultural product quality has been widely concerned and put on the agenda of local government. In order to improve the quality and safety level of the production of agricultural products in our country and strengthen the supervision of producers, the professional quality and ability of the relevant practitioners can be further improved to meet the continuous improvement of consumers' requirements for the quality of agricultural products. It is necessary to establish a perfect traceability management system of agricultural product quality. This paper includes five aspects: the first part defines the research background, research significance and related concepts of agricultural product quality traceability system management, and introduces the research method, technical route and structure of this paper. The second part systematically expounds the theoretical basis of the research on the quality traceability management of agricultural products, including supply chain theory, moral hazard theory and enterprise theory. At present, the system construction of traceability system management of agricultural products at home and abroad is introduced in detail. The third part analyzes the domestic agricultural product quality traceability system construction situation. The present situation and composition of the agricultural products traceability system of Yunshan Group in Jiangxi Province are introduced emphatically. The fourth part finds out the problems in the operation of Yunshan Group's agricultural product quality traceability system through investigation and research. It is mainly reflected in five aspects, such as insufficient systematic understanding, insufficient refinement of traceability management system, low level of traceability management operation, low standardization of data and files in traceability management, and low quality of retrospective management personnel. The fifth part puts forward the corresponding improvement measures on the basis of the previous analysis. First of all, through the agricultural product traceability system construction idea to carry on the story, the rational propaganda, lets the worker actively participate in the enterprise culture construction, enhances the worker to the agricultural product traceability system core value understanding. Secondly, to strengthen the fine management and innovation activities, through effective ways and methods to enhance the competitiveness of enterprises. Thirdly, it is necessary to improve the operation ability of traceability management system and strengthen the supervision and management standard operation of the system. Fourth, we should start from six aspects: perfecting the basic conditions of archives construction, perfecting the archives management system, establishing a scientific mechanism for employing personnel, strengthening guidance and training, speeding up the process of digital processing, and allocating additional special funds. Standardize the management of data files in retroactive management. Fifth, through the strengthening of business training, improve the existing training system, formulate scientific training content, in combination with the actual training mode of innovation, so as to improve the overall quality of all involved in the system construction in the group.
