【摘要】：正國際社會在多年的反貧困實(shí)踐中越來越關(guān)注貧困人群主體性的問題,將之作為能否有效、持續(xù)對抗貧困的關(guān)鍵。形成這一認(rèn)識的重要原因在于,經(jīng)歷了各種反貧困策略的演變,從福利和慈善到向貧困地區(qū)單項(xiàng)輸入技術(shù)和資金甚至是大規(guī)模地開發(fā)式扶貧發(fā)展,人類在與貧困做斗爭的過程中依然障礙重重,在反思以往反貧困實(shí)踐的種種問題中人們認(rèn)識到,
