【摘要】：鄉(xiāng)村旅游,作為一種返璞自然、回歸田園、體驗(yàn)民俗的旅游方式,是現(xiàn)代旅游的新亮點(diǎn)。發(fā)展鄉(xiāng)村旅游,不僅有利于保護(hù)和利用好珍貴的自然與歷史文化資源,而且有利于推動(dòng)農(nóng)業(yè)和農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,促進(jìn)“三農(nóng)”發(fā)展,加快全面建成小康社會(huì)進(jìn)程。政府行為在經(jīng)濟(jì)發(fā)展中的作用,一直是經(jīng)濟(jì)理論研究的關(guān)鍵問(wèn)題。2008年的美國(guó)次貸危機(jī),引發(fā)了全球金融危機(jī)和歐債危機(jī)。政府行為及其作用、政府與市場(chǎng)的機(jī)制問(wèn)題,再次引起理論界與實(shí)務(wù)界關(guān)注。本文以鄉(xiāng)村旅游中的政府行為為研究對(duì)象,以理論分析、調(diào)查研究和比較分析為研究方法,在闡述鄉(xiāng)村旅游和政府行為的核心概念后,以政府干預(yù)理論和旅游地生命周期理論為支撐,分析國(guó)外發(fā)達(dá)國(guó)家和國(guó)內(nèi)先進(jìn)地區(qū)鄉(xiāng)村旅游中的政府行為,總結(jié)其中的成功經(jīng)驗(yàn)。同時(shí),詳細(xì)分析延平區(qū)鄉(xiāng)村旅游發(fā)展的現(xiàn)狀,指出了延平區(qū)鄉(xiāng)村旅游發(fā)展中政府行為存在的職責(zé)“越位”、角色“錯(cuò)位”、管理“缺位”等問(wèn)題,并針對(duì)問(wèn)題,提出了延平區(qū)政府應(yīng)在鄉(xiāng)村旅游發(fā)展的不同階段,履行好自身的職能,即起步階段要當(dāng)好規(guī)劃的引領(lǐng)者、發(fā)展階段要當(dāng)好市場(chǎng)的規(guī)范者、成熟階段要當(dāng)好利益的協(xié)調(diào)者,確保延平區(qū)鄉(xiāng)村旅游的健康、可持續(xù)發(fā)展。
[Abstract]:Rural tourism, as a way to return to nature, return to pastoral, and experience folklore, is the new highlight of modern tourism. The development of rural tourism is not only conducive to the protection and utilization of precious natural and historical and cultural resources, but also conducive to promoting the adjustment of agricultural and rural industrial structure, promoting the development of "three rural areas" and speeding up the process of building a well-off society in an all-round way. The role of government behavior in economic development has always been a key issue in the study of economic theory. The subprime mortgage crisis of the United States in 2008 triggered the global financial crisis and the European debt crisis. The action of government and its function, the mechanism of government and market have attracted the attention of theorists and practitioners again. This article takes the government behavior in the rural tourism as the research object, takes the theory analysis, the investigation research and the comparative analysis as the research method, after expounding the core concept of the rural tourism and the government behavior, Based on the theory of government intervention and the theory of tourism destination life cycle, this paper analyzes the government behavior in rural tourism in developed countries and advanced areas in China, and summarizes the successful experiences. At the same time, the present situation of the development of rural tourism in Yanping district is analyzed in detail, and the problems such as "offside", "misplacement" and "lack of management" in the development of rural tourism in Yanping district are pointed out. It is pointed out that the Yanping District government should perform its own functions in different stages of rural tourism development, that is, it should be the leader of the planning, the normator of the market and the coordinator of the interests in the mature stage in the initial stage. To ensure the healthy and sustainable development of rural tourism in Yanping District.
