【摘要】：基于湖南省兩個村莊在貧困人口精準(zhǔn)識別中存在的現(xiàn)實問題與困境,剖析貧困識別偏離現(xiàn)象背后的原因,提出精準(zhǔn)扶貧戰(zhàn)略下貧困人口精準(zhǔn)識別應(yīng)該在貧困人口標(biāo)準(zhǔn)重構(gòu)的基礎(chǔ)上,沿著"申報—篩選—管理—退出"的思路進(jìn)行機制創(chuàng)新與優(yōu)化,以精確找出最貧困、最需要扶持的人,從而結(jié)合產(chǎn)業(yè)扶貧、金融扶貧等不同扶貧模式有針對性地制定脫貧方案予以幫扶,助其脫貧。同時還要注意防范區(qū)域差異導(dǎo)致的偏差、政策執(zhí)行導(dǎo)致的偏誤以及扶貧戰(zhàn)略"逆向"認(rèn)定偏誤。
[Abstract]:Based on the practical problems and difficulties in the accurate identification of the poor population in two villages of Hunan Province, the reasons behind the deviation of poverty identification are analyzed. It is proposed that the accurate identification of the poor population under the strategy of precision poverty alleviation should be based on the reconstruction of the standards of the poor population, and carry out mechanism innovation and optimization along the line of "declaration, screening, management and withdrawal" in order to accurately find out the poorest. Those most in need of support, thus combining different poverty alleviation models such as industrial poverty alleviation, financial poverty alleviation and other poverty alleviation models, have targeted to formulate programs to help them out of poverty. At the same time, attention should be paid to the bias caused by regional differences, the errors caused by policy implementation and the "reverse" recognition bias of poverty reduction strategy.
