【摘要】： 以信息技術(shù)為中心的當(dāng)代科學(xué)技術(shù)革命正在全球蓬勃興起,信息化作為當(dāng)代社會(huì)發(fā)展中一股不可逆轉(zhuǎn)的潮流,已逐漸成為新世紀(jì)最鮮明的時(shí)代特征,它的觸角已經(jīng)深入到了社會(huì)的政治、經(jīng)濟(jì)、文化等各個(gè)領(lǐng)域。毫不夸張的說(shuō),隨著信息化浪潮在全球范圍內(nèi)的興起,世界各國(guó)正加緊制定本國(guó)的信息化戰(zhàn)略規(guī)劃,我國(guó)也制定了以信息化帶動(dòng)傳統(tǒng)產(chǎn)業(yè)發(fā)展的戰(zhàn)略。 本文從探討社會(huì)主義新農(nóng)村和信息化的基本內(nèi)涵及其二者關(guān)系入手,闡述了有關(guān)概念的提出及國(guó)內(nèi)外對(duì)該理論的研究現(xiàn)狀,認(rèn)真分析了社會(huì)主義新農(nóng)村信息化建設(shè)對(duì)農(nóng)村經(jīng)濟(jì)、政治、文化的意義,并找出了新農(nóng)村信息化建設(shè)中存在的一些問(wèn)題:地方政府和農(nóng)戶的信息觀念淡薄、農(nóng)民的文化水平和信息素質(zhì)低、農(nóng)業(yè)信息化建設(shè)相對(duì)滯后。最后,借鑒國(guó)外信息化發(fā)展的先進(jìn)經(jīng)驗(yàn),并結(jié)合我國(guó)現(xiàn)階段信息化發(fā)展的實(shí)際情況,提出了我國(guó)新農(nóng)村信息化建設(shè)的戰(zhàn)略對(duì)策:(1)培養(yǎng)適應(yīng)社會(huì)主義新農(nóng)村信息化建設(shè)發(fā)展的人才;(2)各級(jí)政府應(yīng)在信息化的推廣中發(fā)揮主導(dǎo)作用;(3)建立全方位的信息化市場(chǎng)服務(wù)體系和推廣體系。 當(dāng)前,新農(nóng)村建設(shè)已被列為黨和政府工作的重中之重,信息化在農(nóng)村的大力發(fā)展和全面推進(jìn),將會(huì)對(duì)我國(guó)社會(huì)主義新農(nóng)村的快速、健康發(fā)展產(chǎn)生深遠(yuǎn)影響。根據(jù)我國(guó)的現(xiàn)狀,論證了我國(guó)新農(nóng)村信息化建設(shè)的可行性和必要性,并有針對(duì)性的提出了解決問(wèn)題的對(duì)策。本文研究的目的是希望能對(duì)我國(guó)新農(nóng)村信息化建設(shè)起到一定的作用,以便于更好地實(shí)現(xiàn)我國(guó)社會(huì)的和諧發(fā)展。
[Abstract]:The contemporary science and technology revolution, centered on information technology, is booming all over the world. As an irreversible trend in the development of contemporary society, information technology has gradually become the most distinctive feature of the new century. Its tentacles have penetrated into the political, economic, cultural and other fields of society. It is no exaggeration to say that with the rise of the information tide in the global scope, countries in the world are stepping up their own informatization strategic planning, and our country has also formulated a strategy to promote the development of traditional industries with information technology. This paper begins with the discussion of the basic connotation and the relationship between the new socialist countryside and the information technology, expounds the related concepts and the present research situation of the theory at home and abroad, and analyzes the relationship between the information construction of the new socialist countryside and the rural economy. The significance of politics and culture, and find out some problems existing in the information construction of the new countryside: the information concept of the local government and farmers is weak, the farmers' cultural level and information quality is low, and the agricultural information construction is relatively lagging behind. Finally, draw lessons from the advanced experiences of foreign countries in the development of information technology, and combine the actual situation of information development in China at the present stage. This paper puts forward the strategic countermeasures for the informatization construction of the new countryside of our country: (1) to train the talents who can adapt to the development of the information construction in the new socialist countryside; (2) the governments at all levels should play a leading role in the promotion of the informatization; (3) the establishment of the all-round informatization should be established. Market service system and promotion system. At present, the construction of new countryside has been listed as the most important task of the Party and the government. The vigorous development and comprehensive promotion of informatization in rural areas will have a far-reaching impact on the rapid and healthy development of the new socialist countryside in China. According to the present situation of our country, this paper demonstrates the feasibility and necessity of information construction in new countryside of our country, and puts forward some countermeasures to solve the problem. The purpose of this paper is to play a certain role in the construction of new rural informatization, so as to realize the harmonious development of our society.
