【摘要】：本文通過對核心產(chǎn)糧區(qū)豫東地區(qū)典型村莊的調(diào)查,分析了農(nóng)民土地轉(zhuǎn)出中的道義理性選擇及現(xiàn)實困境。研究發(fā)現(xiàn),土地保障功能的穩(wěn)健、雇傭小農(nóng)的發(fā)展和國家"重農(nóng)政策"的推進三因素推動了當?shù)剞r(nóng)民土地轉(zhuǎn)出中道義理性選擇的形成,即根據(jù)對轉(zhuǎn)出后土地可隨時收回程度的大小,而非經(jīng)濟理性原則選擇流轉(zhuǎn)方式。這種情況下,代耕成為農(nóng)民最合理的轉(zhuǎn)出選擇,入股、合作成為次要選擇,租賃、轉(zhuǎn)讓則是農(nóng)民最抵觸的選擇。但是在官方主導下,土地流轉(zhuǎn)的政府偏好取代了農(nóng)民的道義理性選擇準則,農(nóng)民土地轉(zhuǎn)出中面臨與意愿相悖的選擇困境,并導致一系列經(jīng)濟社會問題。對此,政府在土地流轉(zhuǎn)中應(yīng)明確自身角色,減少或避免行政干預(yù),賦予自發(fā)性流轉(zhuǎn)以主體性地位和規(guī)制新土地精英的行為。
[Abstract]:Based on the investigation of typical villages in the core grain producing area of eastern Henan, this paper analyzes the moral rational choice and realistic dilemma of peasants' land transfer. It is found that the steady function of land security, the development of employment smallholder farmers and the promotion of the national policy of "emphasizing agriculture" promote the formation of moral rational choice in the process of land transfer of local farmers. That is, according to the degree of land can be recovered at any time after the transfer, rather than the principle of economic rationality to choose the way of circulation. In this case, contract farming is the most reasonable choice for farmers to transfer out, share, cooperation is the second choice, lease, transfer is the most resistant choice of farmers. However, under the guidance of the government, the government preference of land circulation has replaced the moral and rational choice criterion of farmers, and the peasants face the dilemma of choice contrary to their will in the process of land transfer, which leads to a series of economic and social problems. Therefore, the government should define its own role in land circulation, reduce or avoid administrative intervention, endow spontaneous circulation with subjective status and regulate the behavior of new land elite.
