【摘要】：21世紀(jì)以來,伴隨著經(jīng)濟(jì)水平的提高與社會(huì)發(fā)展的進(jìn)步,居民食品消費(fèi)結(jié)構(gòu)與消費(fèi)觀念發(fā)生了改變,水產(chǎn)品因富含的營(yíng)養(yǎng)價(jià)值較高、肉質(zhì)鮮美受到更多消費(fèi)者的青睞與喜愛。廣東作為漁業(yè)大省,面臨著巨大的機(jī)遇與挑戰(zhàn)。一方面,廣東水產(chǎn)品產(chǎn)量、消費(fèi)量快速增長(zhǎng),水產(chǎn)行業(yè)發(fā)展形勢(shì)看好;在水產(chǎn)品質(zhì)量安全可追溯體系、水產(chǎn)品安全生產(chǎn)能力、水產(chǎn)品監(jiān)管等方面取得了一些成就與經(jīng)驗(yàn)。另一方面,廣東面臨漁業(yè)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整的壓力,存在水產(chǎn)品質(zhì)量安全體系不健全,生產(chǎn)、加工、流通等環(huán)節(jié)違規(guī)操作,漁藥管理混亂等水產(chǎn)品質(zhì)量安全管理問題。水產(chǎn)品質(zhì)量安全管理混亂引發(fā)多起質(zhì)量安全事件的發(fā)生,引起消費(fèi)者、企業(yè)、政府的廣泛關(guān)注。因此如何提高廣東水產(chǎn)品質(zhì)量安全保障水產(chǎn)品健康發(fā)展成為行業(yè)研究的重點(diǎn)。立足于此,本文在國(guó)家法律體系建設(shè)步伐加快及建設(shè)海上“絲綢之路”等背景下,就廣東水產(chǎn)品質(zhì)量安全管理問題展開研究與探討,并提出科學(xué)合理的對(duì)策與建議,以期改善廣東水產(chǎn)品質(zhì)量安全管理水平。全文共分為六個(gè)部分。第一章,緒論。簡(jiǎn)要對(duì)文章研究背景、研究意義、研究?jī)?nèi)容和國(guó)內(nèi)外研究現(xiàn)狀等進(jìn)行概括,說明文章研究?jī)?nèi)容與方向,研究方法與技巧。第二章,相關(guān)概念界定及理論基礎(chǔ)。對(duì)研究中涉及到的一些專業(yè)理論術(shù)語進(jìn)行界定,從研究對(duì)象的角度和研究立意出發(fā),介紹研究中涉及的術(shù)語含義,為研究廣東水產(chǎn)品質(zhì)量安全管理實(shí)際情況提供理論指導(dǎo),豐富研究架構(gòu)。第三章,廣東水產(chǎn)品質(zhì)量安全管理現(xiàn)狀及存在問題。從生產(chǎn)環(huán)節(jié)、加工環(huán)節(jié)、流通環(huán)節(jié)、銷售等環(huán)節(jié)入手分析廣東在水產(chǎn)品質(zhì)量安全管理方面取得的成就,并指出各環(huán)節(jié)在具體操作中存在的問題,進(jìn)而挖掘造成這些問題產(chǎn)生的更為深層次的原因。第四章,國(guó)內(nèi)外經(jīng)驗(yàn)借鑒。以介紹國(guó)外水產(chǎn)品質(zhì)量管理科學(xué)做法和先進(jìn)經(jīng)驗(yàn)為主,對(duì)國(guó)外水產(chǎn)品質(zhì)量安全管理的先進(jìn)經(jīng)驗(yàn)、構(gòu)建質(zhì)量安全管理體系的做法等做出總結(jié)。第五章,對(duì)策建議。結(jié)合廣東省情、漁業(yè)現(xiàn)實(shí)發(fā)展?fàn)顩r,就如何解決廣東水產(chǎn)品質(zhì)量安全問題,在廣東水產(chǎn)品質(zhì)量安全管理體系構(gòu)建、水產(chǎn)品資金、技術(shù)等的投入、水產(chǎn)品準(zhǔn)入制度、科研合作等方面提出改善廣東水產(chǎn)品質(zhì)量的具體措施和建議。第六章,結(jié)論與未來展望。
[Abstract]:Since the 21st century, with the improvement of economic level and the progress of social development, the food consumption structure and consumption concept of residents have changed. Aquatic products are favored and loved by more consumers because of their high nutritional value and delicious meat. Guangdong, as a big fishery province, is faced with great opportunities and challenges. On the one hand, the production and consumption of aquatic products in Guangdong are increasing rapidly, the development situation of aquatic products industry is promising, and some achievements and experiences have been obtained in aquatic product quality and safety traceability system, aquatic product safety production capacity, aquatic product supervision and so on. On the other hand, Guangdong faces the pressure of the adjustment of fishery economic structure, and there are some problems in aquatic product quality and safety management, such as imperfect aquatic product quality and safety system, illegal operation in production, processing and circulation, confusion in fishery and medicine management, and so on. The confusion of aquatic product quality and safety management leads to the occurrence of many quality and safety incidents, which has aroused the widespread concern of consumers, enterprises and governments. Therefore, how to improve the quality and safety of aquatic products in Guangdong to ensure the healthy development of aquatic products has become the focus of industry research. Based on this, under the background of speeding up the construction of the national legal system and constructing the "Silk Road" at sea, this paper studies and discusses the quality and safety management of Guangdong aquatic products, and puts forward scientific and reasonable countermeasures and suggestions.
