【摘要】：清代以來,由于人水爭地與淤墾分離加劇,洞庭湖區(qū)漬災(zāi)愈演愈烈,對社會(huì)經(jīng)濟(jì)造成了巨大影響。湖區(qū)社會(huì)為減少漬澇損失采取與水妥協(xié)及技術(shù)對抗兩類應(yīng)對舉措。在傳統(tǒng)技術(shù)相對落后的情況下,以多種經(jīng)營、政策調(diào)整為主的妥協(xié)之道顯得較為突出。隨著生態(tài)與社會(huì)雙重壓力的加大,在政府主導(dǎo)下提升應(yīng)對漬災(zāi)的技術(shù)能力成為湖區(qū)社會(huì)的主要出路,并最終走上了一條以近代水利技術(shù)為支撐的"逆生態(tài)化"發(fā)展道路。這一定程度上增強(qiáng)了農(nóng)業(yè)生產(chǎn)力,但卻大大提升了生產(chǎn)成本,對湖區(qū)社會(huì)持續(xù)發(fā)展的作用有限。
[Abstract]:Since the Qing Dynasty, because of the separation between land and silt reclamation, the disaster in Dongting Lake area became more and more serious, which had a great impact on social economy. In order to reduce waterlogging loss, the lake area society adopts two kinds of countermeasures: water compromise and technical confrontation. Under the situation of relative backwardness of traditional technology, the compromise of diversification and policy adjustment is more prominent. With the increase of the double pressure of ecology and society, it is the main outlet of the lake area society to improve the technical ability to deal with the disaster under the guidance of the government, and finally embarked on a "reverse ecological" development road supported by the modern water conservancy technology. To some extent, the agricultural productivity has been enhanced, but the production cost has been greatly increased, and the effect on the sustainable development of society in the lake area is limited.
