【摘要】：土地儲(chǔ)備是我國改革開放和土地使用制度改革的產(chǎn)物,是挖掘資源、夯實(shí)基礎(chǔ)、提升能級(jí)的必要保障和重要的橋梁與紐帶。在新的土地政策背景下,提出深化土地儲(chǔ)備工作的三方面措施建議:規(guī)劃先行,全面謀劃,重點(diǎn)鎖定土地規(guī)劃和重大工程兩個(gè)關(guān)鍵點(diǎn);創(chuàng)新方法,采用超前儲(chǔ)備和定向儲(chǔ)備兩條途徑,提高土地儲(chǔ)備效率;強(qiáng)化監(jiān)管,規(guī)范儲(chǔ)備土地的管理和使用。
[Abstract]:Land reserve is the product of China's reform and opening up and the reform of land use system. It is the necessary guarantee and important bridge and tie to excavate the resources, consolidate the foundation and upgrade the energy level. Under the background of the new land policy, the paper puts forward three measures to deepen the land reserve work: first planning, overall planning, focusing on the two key points of land planning and major projects; innovative methods, In order to improve the efficiency of land reserve, we should strengthen supervision and standardize the management and use of reserve land.
