【摘要】：農(nóng)業(yè)科技發(fā)展的金融支持需要充分發(fā)揮市場(chǎng)融資機(jī)制、政府支持機(jī)制和社會(huì)參與機(jī)制的協(xié)同效應(yīng),激發(fā)社會(huì)資本參與農(nóng)業(yè)科技投入的積極性。湖南是傳統(tǒng)農(nóng)業(yè)大省,擁有實(shí)力雄厚的現(xiàn)代農(nóng)業(yè)科技龍頭企業(yè)。近年來(lái),農(nóng)業(yè)科技發(fā)展較快,多元化融資需求呈增長(zhǎng)趨勢(shì)。區(qū)域金融對(duì)湖南農(nóng)業(yè)科技的支持力度不斷加大,但是依然存在市場(chǎng)機(jī)制不完善、政府機(jī)制未充分發(fā)揮、社會(huì)參與機(jī)制不足等問題,主要表現(xiàn)在融資渠道單一、農(nóng)業(yè)科技企業(yè)直接融資比例低、科技金融產(chǎn)品創(chuàng)新不足、農(nóng)業(yè)科技保險(xiǎn)缺失、農(nóng)業(yè)科技金融政策協(xié)同不足、農(nóng)村合作金融發(fā)展滯后等方面。因此,針對(duì)湖南農(nóng)業(yè)科技金融發(fā)展現(xiàn)狀和問題,提出建立農(nóng)業(yè)科技與農(nóng)業(yè)金融的協(xié)調(diào)機(jī)制、鼓勵(lì)與現(xiàn)代特色農(nóng)業(yè)科技和科技園區(qū)農(nóng)業(yè)項(xiàng)目相結(jié)合的金融創(chuàng)新、營(yíng)造良好的現(xiàn)代農(nóng)業(yè)科技金融生態(tài)環(huán)境、大力培育和建設(shè)農(nóng)業(yè)科技金融人才隊(duì)伍等相關(guān)對(duì)策建議。
[Abstract]:The financial support for the development of agricultural science and technology needs to give full play to the synergistic effect of market financing mechanism, government support mechanism and social participation mechanism, so as to stimulate the enthusiasm of social capital to participate in agricultural science and technology investment. Hunan is a traditional agricultural province, with a strong modern agricultural science and technology leading enterprises. In recent years, agricultural science and technology has developed rapidly and diversified financing demand has shown an increasing trend. The support of regional finance to Hunan agricultural science and technology is increasing, but there are still some problems, such as imperfect market mechanism, incomplete government mechanism, insufficient social participation mechanism, etc. The proportion of direct financing of agricultural science and technology enterprises is low, the innovation of science and technology financial products is insufficient, the agricultural science and technology insurance is missing, the coordination of agricultural science, technology and finance policy is insufficient, the development of rural cooperative finance is lagging, etc. Therefore, in view of the present situation and problems of agricultural science and technology and finance development in Hunan, it is proposed to establish a coordination mechanism between agricultural science and technology and agricultural finance, and to encourage financial innovation combined with agricultural projects of modern characteristic agricultural science and technology park. To create a good ecological environment for modern agricultural science, technology and finance, and to cultivate and build the contingent of agricultural science, technology and finance personnel.
