【摘要】：在農(nóng)村經(jīng)濟(jì)制度改革的過(guò)程中,農(nóng)村土地流轉(zhuǎn)是十分重要的環(huán)節(jié),我國(guó)在大力發(fā)展現(xiàn)代農(nóng)業(yè)的背景下,土地制度改革也進(jìn)入了新的階段。本論文以產(chǎn)權(quán)、地租、和制度變遷等理論為基礎(chǔ),采用了文獻(xiàn)分析、定性分析與定量分析以及實(shí)證分析等研究方法,通過(guò)對(duì)參與流轉(zhuǎn)的土地的用途以及主要形式等多個(gè)方面進(jìn)行研究的基礎(chǔ)上,對(duì)大同市土地流轉(zhuǎn)的現(xiàn)狀進(jìn)行分析,并對(duì)大同市農(nóng)村土地流轉(zhuǎn)過(guò)程中存在的問(wèn)題進(jìn)行成因分析,主要從農(nóng)民認(rèn)識(shí)存在誤區(qū)、法律體系不健全、參與流轉(zhuǎn)的土地收益不高、農(nóng)民權(quán)益容易受到侵害、土地流轉(zhuǎn)市場(chǎng)以及中介機(jī)構(gòu)有待發(fā)展六個(gè)方面進(jìn)行分析,并通過(guò)調(diào)查問(wèn)卷以及實(shí)地調(diào)研等形式,對(duì)大同市農(nóng)民參與土地流入與流出行為進(jìn)行研究。據(jù)此,論文提出,要解決大同市農(nóng)村土地流轉(zhuǎn)中存在的問(wèn)題,需從強(qiáng)化法制建設(shè)、明確政府職能、加快農(nóng)村勞動(dòng)力轉(zhuǎn)移、加快土地流轉(zhuǎn)市場(chǎng)建設(shè)以及深化農(nóng)村社會(huì)保障體系建設(shè)等方面著手安排,這是加快大同市農(nóng)村土地流轉(zhuǎn)的根本出路。
[Abstract]:In the process of rural economic system reform, rural land circulation is a very important link. Under the background of vigorously developing modern agriculture, land system reform has entered a new stage. Based on the theories of property right, rent and institutional change, this paper adopts the methods of literature analysis, qualitative analysis, quantitative analysis and empirical analysis. On the basis of the research on the use and main forms of the land involved in the circulation, this paper analyzes the present situation of the land circulation in Datong city, and analyzes the causes of the problems existing in the process of rural land circulation in Datong city. Mainly from the misunderstanding of farmers, the legal system is not perfect, the land income involved in the circulation is not high, the farmers' rights and interests are vulnerable to be infringed, the land circulation market and intermediary institutions need to be developed in six aspects to be analyzed. Through questionnaire and field investigation, this paper studies the behavior of farmers participating in land inflow and outflow in Datong city. Accordingly, the paper puts forward that in order to solve the problems existing in the rural land circulation in Datong City, we should strengthen the construction of legal system, clarify the functions of the government, and speed up the transfer of rural labor force. Speeding up the construction of land circulation market and deepening the construction of rural social security system, which is the fundamental way to accelerate the rural land transfer in Datong.
