濱江新區(qū)征地拆遷項(xiàng)目風(fēng)險(xiǎn)管理研究

【摘要】:征地拆遷項(xiàng)目關(guān)系錯(cuò)綜復(fù)雜,關(guān)系到廣大人民群眾的切身利益和地區(qū)的和平穩(wěn)定發(fā)展,征地拆遷項(xiàng)目風(fēng)險(xiǎn)管理問題已經(jīng)成為學(xué)術(shù)界和實(shí)業(yè)界關(guān)注的焦點(diǎn)問題。本文以項(xiàng)目風(fēng)險(xiǎn)管理理論為基礎(chǔ),分析了征地拆遷項(xiàng)目風(fēng)險(xiǎn)管理的相關(guān)內(nèi)容。作者根據(jù)項(xiàng)目風(fēng)險(xiǎn)管理的目標(biāo)和原則,在正確識(shí)別風(fēng)險(xiǎn)和分析風(fēng)險(xiǎn)的基礎(chǔ)上,合理制定應(yīng)對(duì)濱江新區(qū)征地拆遷項(xiàng)目風(fēng)險(xiǎn)的措施及方案,以規(guī)避和減少征地拆遷項(xiàng)目風(fēng)險(xiǎn)損失。通過對(duì)濱江新區(qū)征地拆遷項(xiàng)目風(fēng)險(xiǎn)的研究,得到以下結(jié)論:(1)通過工作分解法,找出了濱江新區(qū)征地拆遷項(xiàng)目各工作階段可能的風(fēng)險(xiǎn)因素,并進(jìn)行分類分析。通過對(duì)項(xiàng)目潛在的可能風(fēng)險(xiǎn)進(jìn)行識(shí)別、歸納,將復(fù)雜的征地拆遷項(xiàng)目工程風(fēng)險(xiǎn)分解為簡(jiǎn)單的風(fēng)險(xiǎn)因素,并建立了濱江新區(qū)征地拆遷項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)。濱江新區(qū)征地拆遷項(xiàng)目風(fēng)險(xiǎn)主要包括四類風(fēng)險(xiǎn):社會(huì)風(fēng)險(xiǎn)、管理風(fēng)險(xiǎn)、成本風(fēng)險(xiǎn)和環(huán)境風(fēng)險(xiǎn)。(2)利用層次分析法對(duì)濱江新區(qū)征地拆遷項(xiàng)目風(fēng)險(xiǎn)進(jìn)行了綜合評(píng)價(jià),并對(duì)其評(píng)價(jià)步驟與分析進(jìn)行了詳細(xì)研究,最后確定了濱江新區(qū)征地拆遷項(xiàng)目風(fēng)險(xiǎn)的總體水平為“中等”的結(jié)論。(3)通過對(duì)濱江新區(qū)征地拆遷項(xiàng)目風(fēng)險(xiǎn)的識(shí)別、分析和綜合評(píng)價(jià),在此基礎(chǔ)上提出了濱江新區(qū)征地拆遷項(xiàng)目風(fēng)險(xiǎn)的應(yīng)對(duì)措施。其應(yīng)對(duì)措施主要包括:建立和完善濱江新區(qū)征地拆遷項(xiàng)目風(fēng)險(xiǎn)評(píng)估機(jī)制;建立和完善濱江新區(qū)征地拆遷項(xiàng)目風(fēng)險(xiǎn)管理機(jī)制;建立和完善濱江新區(qū)征地拆遷項(xiàng)目風(fēng)險(xiǎn)的處置機(jī)制。本文綜合分析了濱江新區(qū)征地拆遷項(xiàng)目風(fēng)險(xiǎn),有針對(duì)性的提出了應(yīng)對(duì)該項(xiàng)目風(fēng)險(xiǎn)的措施,對(duì)加強(qiáng)濱江新區(qū)征地拆遷項(xiàng)目的風(fēng)險(xiǎn)管理起到了積極的作用,同時(shí)也可以為衡陽市或其他省市征地拆遷項(xiàng)目風(fēng)險(xiǎn)管理提供借鑒和指導(dǎo)。
[Abstract]:The relationship between land acquisition and demolition project is complex, which is related to the vital interests of the broad masses and the peaceful and stable development of the region. The risk management of the land acquisition and demolition project has become the focus of attention of academia and industry. Based on the theory of project risk management, this paper analyzes the related contents of risk management of land requisition and demolition project. According to the objectives and principles of project risk management, on the basis of correctly identifying risks and analyzing risks, the author reasonably formulates the measures and schemes to deal with the risks of land expropriation and relocation projects in Binjiang New District, in order to avoid and reduce the risk loss of land requisition and removal projects. Through the study of the risk of the land acquisition and removal project in Binjiang New area, the following conclusions are obtained: (1) through the method of work decomposition, the possible risk factors in each stage of the project are found out and classified and analyzed. By identifying the potential risks of the project, the risk of the complex land requisition and removal project is decomposed into simple risk factors, and the risk evaluation index of the land acquisition and relocation project in Binjiang New District is established. The risk of land acquisition and removal project in Binjiang New area mainly includes four kinds of risks: social risk, management risk, cost risk and environmental risk. Finally, the conclusion that the overall risk level of land acquisition and relocation project in Binjiang New District is "medium" is determined. (3) through the identification, analysis and comprehensive evaluation of the risk of land requisition and relocation project in Binjiang New area, the paper makes a detailed study on its evaluation steps and analysis. On this basis, the paper puts forward the measures to deal with the risk of land expropriation and relocation project in Binjiang New District. The countermeasures include: establishing and perfecting the risk assessment mechanism of the land requisition and removal project in Binjiang New District; establishing and perfecting the risk management mechanism of the land requisition and demolition project in Binjiang New area; establishing and perfecting the disposal mechanism of the risk of the land acquisition and removal project in Binjiang New area. This paper comprehensively analyzes the risk of land acquisition and relocation project in Binjiang New District, and puts forward some measures to deal with the project risk, which plays a positive role in strengthening the risk management of the land acquisition and relocation project in Binjiang New area. At the same time, it can also provide reference and guidance for risk management of land requisition and relocation projects in Hengyang or other provinces and cities.
