【摘要】：論文在土地對經濟發(fā)展的約束增加、經濟發(fā)展質量低下的背景下,提出了以土地規(guī)制來調控區(qū)域發(fā)展,即區(qū)域土地規(guī)制的理念,構建了區(qū)域資源規(guī)制的基本框架,分別從資源、經濟、生態(tài)和社會四個層面建立區(qū)域土地規(guī)制的評估標準體系,分析列舉了四種區(qū)域土地規(guī)制效果評估的典型方法對我國重點土地規(guī)制的實施效果進行評估,最后以重慶市為例基于問卷調查法和數據包絡法這兩個定性與定量相結合的典型方法對區(qū)域土地規(guī)制進行實證分析。得出如下結論：1.重慶市土地規(guī)制實施效果的總分為82.57,總體情況良好。在土地規(guī)制實施效果情況(A1-79.62)的評價中規(guī)制實施機制(B1)方面,對土地規(guī)制過去實施經驗與實施現狀、規(guī)制的形成與發(fā)展方面的認知度不夠高；信息系統的完善性不足,電子政務內容有待充實、功能有待完善、服務水平有待提高：監(jiān)督人員和監(jiān)督機構的能力有待提高；在規(guī)制的實施成本及效率(B2)方面,人力資源投入及利用效率水平表現較為理想,但仍然存在資金投入規(guī)模過大、機會成本較高等問題,政府必須提高專項資金的利用效率和公平性、加強監(jiān)控土地規(guī)制的實施質量,防止出現追求進度而忽略實施后的質量的狀況；在土地規(guī)制實施效果(A2-84.23)的評價中規(guī)制的直接效果(B3)方面,雖然土地規(guī)制實施后導致重慶市經濟增長和經濟增長率的提高,但是土地規(guī)制的實施也可能引發(fā)新的問題；在規(guī)制的附帶效果和效應(B4)方面,土地規(guī)制的實施在提高競爭力和綜合實力、促進公眾參與等方面有積極作用,公眾滿意程度較高,但仍有一定的提高空間。2.重慶市土地規(guī)制的綜合效率為0.829,尚未實現土地規(guī)制的DEA有效。渝中區(qū)、江北區(qū)等14個區(qū)縣實現了土地規(guī)制的總體DEA有效、技術有效和規(guī)模有效。全市38個區(qū)縣的國有建設用地供應均未出現冗余,而在重慶市土地規(guī)制DEA非有效的區(qū)縣中,部分區(qū)縣的固定資產投資和勞動力資源未得到充分的利用,地區(qū)生產總值和第三產業(yè)占GDP的比重未達到有效水平,土地規(guī)制對于遏制土地違法行為的有效性不足,說明這幾個區(qū)縣存在產業(yè)結構和勞動力資源配置不合理,土地投入不當的情況。除了渝中區(qū)和江北區(qū)等14個規(guī)模收益不變的區(qū)縣,其余24個區(qū)縣中云陽縣、奉節(jié)縣和巫溪縣的規(guī)模報酬遞減,表明這三個區(qū)縣的投入效率和資源利用度低下,應加強政府的引導和控制。
[Abstract]:Under the background of the increase of land constraints on economic development and the low quality of economic development, the paper puts forward the idea of regulating regional development by land regulation, namely, the concept of regional land regulation, and constructs the basic framework of regional resource regulation, respectively, from the perspective of resources. This paper sets up the evaluation standard system of regional land regulation at the four levels of economy, ecology and society, and analyzes and enumerates four typical methods of evaluating the effect of regional land regulation on the implementation effect of the key land regulation in China. Finally, taking Chongqing as an example, this paper makes an empirical analysis of regional land regulation based on two typical qualitative and quantitative methods: questionnaire survey and data envelopment method. Come to the following conclusion: 1. The total score of the effect of land regulation in Chongqing is 82.57, and the overall situation is good. The comprehensive efficiency of land regulation in Chongqing is 0.829, but the DEA efficiency of land regulation has not been realized. The total DEA efficiency, technical efficiency and scale efficiency of land regulation have been realized in 14 districts and counties of Yuzhong District and Jiangbei District. There is no redundancy in the supply of state-owned construction land in 38 districts and counties in the whole city. However, among the districts and counties in Chongqing where DEA is not effective, the fixed assets investment and labor resources of some districts and counties have not been fully utilized. The proportion of regional GDP and tertiary industry in GDP has not reached an effective level, and the effectiveness of land regulation in curbing illegal land activities is insufficient, which indicates that the industrial structure and the allocation of labor resources are unreasonable in these districts and counties. An improper investment in land. With the exception of 14 districts and counties with no change in scale income, the other 24 districts, Yunyang County, Fengjie County and Wuxi County, have reduced returns on scale, indicating that the investment efficiency and resource utilization degree of these three districts and counties are low. The guidance and control of the government should be strengthened.
