平湖市糧食干燥機(jī)械化技術(shù)的推廣現(xiàn)狀與管理對(duì)策研究

【摘要】:水稻是平湖市主要種植作物,現(xiàn)有標(biāo)準(zhǔn)農(nóng)田32.3萬(wàn)畝,常年水稻種植面積為34.5萬(wàn)畝,大小麥種植面積為16.11萬(wàn)畝,糧食年總產(chǎn)量達(dá)24.1萬(wàn)噸(其中水稻19.2萬(wàn)噸,大小麥4.9萬(wàn)噸),糧食生產(chǎn)面積、單產(chǎn)、總產(chǎn)列全省前列。然而,春糧收獲季節(jié),受梅雨影響;夏收受夏澇和臺(tái)風(fēng)困擾;秋收常常伴隨陰雨連綿,往往造成糧食變質(zhì)、發(fā)芽、霉?fàn),使農(nóng)業(yè)豐產(chǎn)不豐收。為了有效改變上述局面,在政府政策出臺(tái)、土地流轉(zhuǎn)及規(guī);(jīng)營(yíng)、合作社組建及壯大、災(zāi)害性氣候頻繁等綜合因素下,開(kāi)展糧食干燥機(jī)械化技術(shù)推廣是一項(xiàng)具有特殊意義的工作,必將在社會(huì)主義新農(nóng)村建設(shè)中發(fā)揮巨大的作用。因此,結(jié)合平湖市水稻生產(chǎn)實(shí)際,針對(duì)糧食干燥機(jī)械化技術(shù)推廣過(guò)程中存在的問(wèn)題,從宏觀上研究探討平湖市糧食干燥機(jī)械化技術(shù)推廣思路及對(duì)策具有重要的深遠(yuǎn)意義,確保糧食生產(chǎn)持續(xù)穩(wěn)定發(fā)展,實(shí)現(xiàn)農(nóng)業(yè)增產(chǎn)、農(nóng)民增收。通過(guò)調(diào)研,發(fā)現(xiàn)近年來(lái)平湖市糧食干燥機(jī)械化技術(shù)發(fā)展中存在經(jīng)濟(jì)效益不明顯、土地經(jīng)營(yíng)規(guī)模化程度低、經(jīng)營(yíng)場(chǎng)地落實(shí)困難、規(guī);竭不高、經(jīng)營(yíng)主體難于落實(shí)、土地流轉(zhuǎn)承包期與面積的不穩(wěn)定性、天氣變化的不確定因素等問(wèn)題。針對(duì)以上幾個(gè)方面的問(wèn)題提出了相應(yīng)的對(duì)策:即實(shí)行加大政策扶持力度、推進(jìn)土地規(guī)模經(jīng)營(yíng)、培育糧食干燥主體建設(shè)、開(kāi)展宣傳示范推廣、完善設(shè)施農(nóng)用地管理、增設(shè)干燥作業(yè)補(bǔ)貼、合理布局強(qiáng)化機(jī)制創(chuàng)新、加強(qiáng)推廣強(qiáng)化技術(shù)服務(wù)、延伸產(chǎn)業(yè)鏈及建立農(nóng)機(jī)優(yōu)惠金融支持機(jī)制。本文主要由六部分組成。第一部分,主要說(shuō)明了選題的背景、目的和意義,簡(jiǎn)述了當(dāng)前國(guó)內(nèi)外糧食干燥機(jī)械化技術(shù)的推廣動(dòng)態(tài),明確了研究思路,確定了研究方法,說(shuō)明了本文可能創(chuàng)新之處。第二部分,介紹了糧食干燥機(jī)械化技術(shù)的相關(guān)基礎(chǔ)理論,包括糧食干燥機(jī)主要機(jī)型、糧食干燥技術(shù)規(guī)程、糧食干燥安全作業(yè)事項(xiàng)及管理制度,為繼續(xù)研究奠定了堅(jiān)實(shí)的理論基礎(chǔ)。第三部分,全面介紹了平湖市糧食生產(chǎn)概況、農(nóng)機(jī)發(fā)展概況、政策優(yōu)勢(shì)、糧食干燥機(jī)械化技術(shù)發(fā)展現(xiàn)狀、糧食干燥機(jī)械應(yīng)用現(xiàn)狀、糧食干燥機(jī)械化的投資及需求分析及糧食干燥機(jī)械化技術(shù)推廣發(fā)展趨勢(shì)。第四部分,以平湖市糧食干燥機(jī)械化技術(shù)的推廣過(guò)程為背景,以相關(guān)理論為依據(jù),以推廣先進(jìn)技術(shù)為核心,在分析問(wèn)題的基礎(chǔ)上闡述了糧食干燥機(jī)械化技術(shù)的推廣過(guò)程存在的問(wèn)題。第五部分,綜合調(diào)研實(shí)際,指出了推廣糧食干燥機(jī)械化技術(shù)的基本思路,提出了具有可操作性的對(duì)策建議。第六部分,總結(jié)并簡(jiǎn)述了本文研究取得的成果。
[Abstract]:Rice is the main planting crop in Pinghu city. There are 323000 mu of standard farmland, 345000 mu of perennial rice, 161100 mu of big wheat and 241000 tons of grain (192000 tons of rice). Big wheat 49000 tons, grain production area, unit yield, total production listed in the forefront of the province. However, spring grain harvest season is affected by plum rain; summer receives summer floods and typhoons; autumn harvest is often accompanied by continuous rain, often resulting in grain deterioration, germination, mildew, so that agriculture does not have a good harvest. In order to effectively change the above situation, under the combined factors of government policy, land circulation and large-scale operation, cooperative formation and expansion, frequent disastrous climate, etc. The popularization of grain drying mechanization is a work of special significance and will play a great role in the construction of new socialist countryside. Therefore, according to the actual situation of rice production in Pinghu and the problems existing in the popularization of grain drying mechanization technology, it is of great significance to study and discuss the popularizing ideas and countermeasures of grain drying mechanization technology in Pinghu City from a macro perspective. To ensure the sustained and stable development of grain production, achieve agricultural production and increase farmers' income. Through investigation and investigation, it is found that in recent years, in the development of grain drying mechanization technology in Pinghu City, the economic benefits are not obvious, the scale of land management is low, the operation site is difficult to implement, the scale level is not high, and the main body of management is difficult to carry out. In view of the above problems, the corresponding countermeasures are put forward: increasing the policy support, promoting the land scale management, cultivating the main body construction of grain drying, carrying out propaganda and demonstration promotion, perfecting the management of the facility agricultural land, We should add the drying subsidy, strengthen the mechanism innovation of rational distribution, strengthen the popularization and strengthen the technical service, extend the industrial chain and establish the preferential financial support mechanism of agricultural machinery. This paper consists of six parts. The first part mainly explains the background, purpose and significance of the topic, briefly describes the current situation of grain drying mechanization technology at home and abroad, defines the research ideas, determines the research method, and explains the possible innovation of this paper. The second part introduces the basic theory of grain drying mechanization technology, including the main models of grain drying machine, the technical specification of grain drying, the safe operation of grain drying and the management system. It lays a solid theoretical foundation for further research. In the third part, the general situation of grain production, the development of agricultural machinery, the advantages of policy, the development status of grain drying mechanization and the application of grain drying machinery in Pinghu City are introduced. Investment and demand analysis of grain drying mechanization and development trend of grain drying mechanization technology. The fourth part, taking the popularizing process of grain drying mechanization technology in Pinghu city as the background, taking the relevant theory as the basis and popularizing the advanced technology as the core, Based on the analysis of the problems, the problems existing in the spreading process of grain drying mechanization technology are expounded. In the fifth part, the basic idea of popularizing grain drying mechanization technology is pointed out, and some operable countermeasures and suggestions are put forward.
