【摘要】：耕地后備資源需在區(qū)域不同的資源條件與利用方向基礎(chǔ)上,進行針對性的差異化保護與開發(fā)管理,以發(fā)揮資金投入的最佳效益,實現(xiàn)開發(fā)區(qū)域的協(xié)調(diào)發(fā)展。以黑龍江省為研究區(qū),綜合考慮耕地后備資源集聚條件、資源投入意愿和資源開發(fā)潛力,運用空間分析和兩維圖論算法進行縣域尺度下耕地后備資源利用分區(qū),確定不同的調(diào)控方向。分區(qū)結(jié)果表明:兩維圖論聚類法較好實現(xiàn)了耕地后備資源利用分區(qū)之間的獨立性及分區(qū)內(nèi)部一致性;將黑龍江省分為潛力開發(fā)、生態(tài)環(huán)境建設(shè)、重點開發(fā)、生態(tài)環(huán)境保護、開發(fā)利用管控和適度開發(fā)6個耕地后備資源利用類型區(qū),針對不同利用類型實施差別化的保護與開發(fā)管理戰(zhàn)略。
[Abstract]:On the basis of different regional resource conditions and utilization directions, cultivated land reserve resources should be protected and managed in order to bring into play the best benefit of capital investment and to realize the coordinated development of the development area. Taking Heilongjiang Province as the research area, considering the conditions of cultivated land reserve resource accumulation, resource investment willingness and resource development potential, spatial analysis and two-dimensional graph theory algorithm are used to partition the utilization of cultivated land reserve resources at county scale. Determine different control directions. The results show that the two-dimension graph theory clustering method can realize the independence and internal consistency of the arable land reserve resources utilization zones, and divide Heilongjiang Province into potential development, ecological environment construction, key development, ecological environment protection, and so on. Development and utilization control and appropriate exploitation of 6 types of arable land reserve resources, the implementation of different utilization types of protection and development management strategy.
