【摘要】：農(nóng)村土地承包經(jīng)營權(quán)流轉(zhuǎn)是我國經(jīng)濟社會發(fā)展中出現(xiàn)的重要制度變革,也是優(yōu)化配置農(nóng)村土地和勞動力等生產(chǎn)要素、提高農(nóng)民收入和實現(xiàn)農(nóng)業(yè)發(fā)展現(xiàn)代化的必然要求。河北省是京津冀農(nóng)業(yè)發(fā)展最為集中的地區(qū),加快推進(jìn)河北農(nóng)村土地流轉(zhuǎn),對于促進(jìn)河北省農(nóng)業(yè)發(fā)展現(xiàn)代化、新型城鎮(zhèn)化以及支持京津冀協(xié)同發(fā)展都具有重要意義。為全面探究京津冀協(xié)同發(fā)展背景下河北農(nóng)村土地流轉(zhuǎn)的發(fā)展?fàn)顩r,本文從多個角度進(jìn)行深入考察,包括分析農(nóng)戶參與流轉(zhuǎn)的意愿、流轉(zhuǎn)的收入效應(yīng),并據(jù)此提出了相應(yīng)的對策建議。本文具體分為以下幾個部分。第一部分,總結(jié)和歸納國內(nèi)外的研究進(jìn)展和現(xiàn)狀,界定農(nóng)村土地流轉(zhuǎn)的內(nèi)涵,并梳理農(nóng)地流轉(zhuǎn)的基礎(chǔ)理論。第二部分,構(gòu)建農(nóng)戶土地流轉(zhuǎn)決策模型分析農(nóng)戶參與農(nóng)地流轉(zhuǎn)的決策行為,從影響河北省農(nóng)戶參與土地流轉(zhuǎn)的因素、農(nóng)戶參與流轉(zhuǎn)后的家庭收入變化這兩個方面進(jìn)行了實證研究。研究結(jié)果表明,戶主特征、農(nóng)戶的家庭特征、村莊特征均是影響農(nóng)戶土地流轉(zhuǎn)決策的關(guān)鍵因素;參與土地流轉(zhuǎn),無論轉(zhuǎn)入還是轉(zhuǎn)出土地都有利于增加農(nóng)戶家庭收入。第三部分,分析河北省農(nóng)村土地流轉(zhuǎn)的現(xiàn)狀與問題,挖掘這些問題存在的深層次原因。河北省農(nóng)村土地流轉(zhuǎn)近年來速度加快,但總體發(fā)展水平較低,存在著農(nóng)地流轉(zhuǎn)不規(guī)范、農(nóng)戶流轉(zhuǎn)意愿低、流轉(zhuǎn)期限短、侵犯農(nóng)民利益等一系列問題;農(nóng)村土地流轉(zhuǎn)市場不完善、農(nóng)村社會保障體系不健全、農(nóng)村金融支持不足、經(jīng)濟發(fā)展水平低都是制約河北省農(nóng)村土地流轉(zhuǎn)發(fā)展的因素。在上述研究的基礎(chǔ)上,本文從京津冀協(xié)同發(fā)展對河北農(nóng)村土地流轉(zhuǎn)帶來的機遇與挑戰(zhàn)和京津冀協(xié)同發(fā)展對農(nóng)戶農(nóng)地流轉(zhuǎn)決策產(chǎn)生的影響兩方面分析了京津冀協(xié)同發(fā)展對河北農(nóng)村土地流轉(zhuǎn)的影響,并提出相關(guān)對策建議。本文可能的創(chuàng)新點包括:研究視角上的創(chuàng)新,把河北省農(nóng)村土地流轉(zhuǎn)與京津冀協(xié)同發(fā)展戰(zhàn)略相結(jié)合;研究方法上的創(chuàng)新,從農(nóng)戶微觀決策出發(fā)研究農(nóng)村土地流轉(zhuǎn)問題。
[Abstract]:The transfer of rural land contractual management right is an important institutional change in China's economic and social development. It is also an inevitable requirement for optimizing the allocation of rural land and labor force and other factors of production, raising farmers' income and realizing the modernization of agricultural development. Hebei Province is the region with the most concentrated agricultural development in Beijing-Tianjin-Hebei Province. Speeding up the rural land circulation in Hebei Province is of great significance for promoting the modernization of agricultural development in Hebei Province, new urbanization and supporting the coordinated development of Beijing-Tianjin-Hebei Province. In order to probe into the development of Hebei rural land circulation under the background of Beijing-Tianjin-Hebei cooperative development, this paper makes a thorough investigation from several angles, including the analysis of farmers' willingness to participate in the circulation, and the income effect of the circulation. Accordingly, the corresponding countermeasures and suggestions are put forward. This article is divided into the following parts. The first part, summarizes and summarizes the domestic and foreign research progress and the present situation, defines the rural land circulation connotation, and combs the farmland circulation basic theory. In the second part, the paper analyzes the decision-making behavior of farmers' participation in land circulation, and analyzes the factors that affect farmers' participation in land circulation in Hebei Province. This paper makes an empirical study on the change of household income after farmers' participation in circulation. The results show that the characteristics of head of household, household and village are the key factors that affect the decision-making of land transfer, and participation in land transfer, whether in or out of the land, is conducive to increase household income. The third part analyzes the current situation and problems of rural land circulation in Hebei Province, and excavates the deep reasons of these problems. Rural land circulation in Hebei Province has been accelerated in recent years, but the overall level of development is relatively low, there are a series of problems, such as the rural land circulation is not standardized, the farmers have low willingness to transfer, the circulation period is short, the farmers' interests are infringed, and the rural land circulation market is not perfect. The rural social security system is not perfect, the rural financial support is insufficient, and the level of economic development is low. On the basis of the above studies, This paper analyzes the impact of the coordinated development of Beijing, Tianjin and Hebei on the rural land circulation in Hebei Province from two aspects: the opportunities and challenges brought by the coordinated development of Beijing, Tianjin and Hebei to the rural land circulation in Hebei and the impact of the coordinated development of Beijing, Tianjin and Hebei on the decision-making of rural land transfer in Hebei Province. And put forward the relevant countermeasures and suggestions. The possible innovations of this paper include: the innovation of research perspective, the combination of Hebei Province rural land transfer and the cooperative development strategy of Beijing-Tianjin-Hebei; the innovation of research methods, the study of rural land circulation from the micro-decision-making of farmers.
