【摘要】：湖南是我國主要的油茶產區(qū),有著悠久的種植歷史,其油茶種植面積幾乎占全國的三分之一,油茶的產量更是占據(jù)半壁江山。永順縣屬于湖南湘西自治州,是國家級貧困縣,當?shù)亟洜I油茶的歷史久遠,有良好的油茶生長自然條件,油茶產業(yè)對該縣經濟發(fā)展有重要意義。本文通過閱讀文獻,分析了國內外油棕、油橄欖、大豆、油菜產業(yè)的研究現(xiàn)狀。在查閱資料、調查走訪的基礎上,分析了湖南油茶產業(yè)的基地建設、良種培育、加工、政策和發(fā)展模式等現(xiàn)狀,從可持續(xù)性、優(yōu)良品種、多元化、規(guī)模國際化四方面探討了其發(fā)展前景。通過對永順縣油茶產業(yè)發(fā)展的SWOT分析,表明該縣具有自然條件、林地資源、科技、勞動力方面的優(yōu)勢；存在粗放經營、加工利用滯后、資金投入不足、土地集約難度大、樹齡老化、品種退化、油茶資源和面積持續(xù)減少的劣勢；面臨政府導向、茶油需求和綜合效益良好的機遇；受到國內其他油茶主產省的沖擊、認識不足、政府投入不足、成本提高、小農意識和市場推廣難度大的威脅。然后,在SWOT分析的基礎上,通過DEMATEL模型分析了影響永順縣油茶產業(yè)發(fā)展的因素,結果顯示：(1)根據(jù)各因素的中心度指標,按照其大小順序依次是：(F3)培養(yǎng)龍頭企業(yè),6.203；(F8)組織領導,5.573；(F2)資金投入,5.145；(F5)良種基地建設,5.024；(F1)政府保護政策,4.940；(F7)技術培訓,4.752；(F6)科研投入,4.739；(F4)經營模式,4.289；(F9)市場監(jiān)管,3.314。值越高,其位置越關鍵。(2)根據(jù)各因素的原因度指標,原因要素按照大小順序依次是：(F1)政府保護政策,1.907；(F2)資金投入,1.347。這些因素對其他因素影響較大,或促進,或制約其他因素,對永順縣油茶產業(yè)發(fā)展產生直接的影響,起主要推力作用。(3)結果要素按照其原因度從小到大的順序依次是：(F3)培養(yǎng)龍頭企業(yè),-0.977；(F4)經營模式,-0.872；(F7)技術培訓,-0.542；(F5)良種基地建設,-0.346；(F6)科研投入,-0.323；(F8)組織領導,-0.104；(F9)市場監(jiān)管,-0.091。這些因素都比較容易受到其他因素的影響,在永順縣油茶產業(yè)開展的整個過程中保持活躍,實際過程中可逆推找影響源頭,促進問題解決。最后,根據(jù)分析結果從培養(yǎng)龍頭企業(yè)、組織領導、資金投入、良種基地建設、政府保護政策、技術培訓、科研投入、經營模式、市場監(jiān)管這9個方面提出建議,希望為永順縣油茶產業(yè)發(fā)展提供參考。
[Abstract]:Hunan is the main producing area of Camellia oleifera in China, and has a long history of cultivation. Its acreage of Camellia oleifera is almost 1/3 of the whole country, and the yield of Camellia oleifera occupies half of the country. Yongshun County belongs to Xiangxi Autonomous Prefecture of Hunan Province and is a national poor county. The local management of Camellia oleifera has a long history and good natural conditions for the growth of Camellia oleifera. The industry of Camellia oleifera is of great significance to the economic development of this county. In this paper, the present situation of oil palm, olive, soybean and rapeseed industry at home and abroad was analyzed by reading literature. On the basis of consulting data and investigating and visiting, this paper analyzes the present situation of base construction, breeding of improved varieties, processing, policy and development model of oil tea industry in Hunan, from the aspects of sustainability, fine varieties, diversification, etc. The development prospect of scale internationalization is discussed in four aspects. Through the SWOT analysis on the development of Camellia oleifera industry in Yongshun County, it is shown that the county has the advantages of natural conditions, forestland resources, science and technology, labor force, extensive management, backward processing and utilization, insufficient capital investment and great difficulty in land intensive. Aging of trees, degradation of varieties, inferiority of decreasing resources and areas of Camellia oleifera; opportunities of government guidance, demand for tea oil and good comprehensive benefits; being impacted by other major oil-tea production provinces in China, insufficient understanding and insufficient government investment, The cost increases, small farmer consciousness and the market popularizes the difficulty big threat. Then, on the basis of SWOT analysis, the factors that affect the development of Camellia oleifera industry in Yongshun County are analyzed by DEMATEL model. The results show that: 1) according to the centrality index of each factor, According to the order of its size, it is in order of size: F3) cultivating leading enterprises 6.203F8) leading organizations and leading organizations to invest 5.573% F2) in the construction of improved seed base 5.024 / F1) government protection policy 4.940 / F7) technical training 4.752F6) R & D input 4.739 / F4) the management model of 4.28991 / F9) the market supervision is 3.314. the following is the following: (1) the government's protection policy is 4.940 / F _ (6) and the scientific research input is 4.739 / F _ (4) the management model is 4.28995 / F _ 9) and the market supervision is 3.314. The higher the value is, the more critical the position is. These factors have great influence on other factors, or promote or restrict other factors, and have a direct impact on the development of Camellia oleifera industry in Yongshun County. The result factors are in the order of small to large according to the degree of reason, the order of the result factors is: F3) cultivate the leading enterprises (-0.977) (F4) the management model is -0.872F7) the technical training is -0.542F5) (0.346F6) the investment in scientific research is -0.3234F8) the leader of the organization, the supervision of the market, is -0.091.It is very important for the construction of the improved seed base and the investment of the scientific research is -0.323F _ (8) and the leader of the organization is -0.104% / F _ (9) and the market supervision is -0.091 / 0. 091). These factors are easy to be affected by other factors. They are active in the whole process of the development of Camellia oleifera industry in Yongshun County. Finally, based on the results of the analysis, suggestions are put forward from the following nine aspects: training leading enterprises, organizing leadership, capital investment, construction of improved seed base, government protection policy, technical training, scientific research investment, business model and market supervision. Hope for Yongshun County Camellia camellia industry development to provide a reference.
