駐馬店市優(yōu)質(zhì)專用小麥產(chǎn)業(yè)化發(fā)展研究

【摘要】:小麥是我國人民的主要食糧。小麥的主要用途在于磨制面粉再制成食品供人們食用。近年來,各地小麥單產(chǎn)和總產(chǎn)均有很大增長,人民迫切需要品質(zhì)優(yōu)良的專用小麥,以制作各種優(yōu)質(zhì)的小麥主食,美味適口的方便食品。河南省駐馬店市是小麥適宜生長區(qū),歷史悠久,冬小麥是該市的主要越冬作物,2006年河南省駐馬店市優(yōu)質(zhì)專用小麥種植面積發(fā)展到60萬hm2,占河南省駐馬店市小麥總面積的70%。開展優(yōu)質(zhì)專用小麥產(chǎn)業(yè)化發(fā)展戰(zhàn)略研究,不僅可以服務(wù)于政府宏觀區(qū)域決策,而且為強化各地職能部門的工作提供依據(jù),同時對推進品質(zhì)改良和小麥產(chǎn)品直至產(chǎn)業(yè)的發(fā)展都起到至關(guān)重要的作用。本研究在對駐馬店市不同地區(qū)的氣候、土壤、水資源等自然生態(tài)條件,以該市優(yōu)質(zhì)專用小麥產(chǎn)業(yè)化為研究對象,在借鑒國內(nèi)外學(xué)者研究成果和深入到該市優(yōu)質(zhì)專用小麥生產(chǎn)基地、糧食加工企業(yè)、種植農(nóng)戶實地調(diào)研的基礎(chǔ)上,分析了小麥生產(chǎn)結(jié)構(gòu)面臨的問題和小麥布局變化影響因素,探討了優(yōu)質(zhì)專用小麥產(chǎn)業(yè)化發(fā)展方向和重點,提出了加快小麥產(chǎn)業(yè)化發(fā)展的對策。論文研究得到以下四點結(jié)論:一是該市的氣候、土壤、水資源等自然生態(tài)條件適合發(fā)展優(yōu)質(zhì)專用小麥;較好的農(nóng)業(yè)基礎(chǔ)設(shè)施條件和較高的物資與科技投入水平有利于形成優(yōu)質(zhì)專用小麥生產(chǎn)加工基地;較好的社會經(jīng)濟條件,尤其是迅速發(fā)展的糧食加工企業(yè),有利于促進優(yōu)質(zhì)專用小麥產(chǎn)業(yè)化的快速發(fā)展。二是品質(zhì)有待進一步提高;生產(chǎn)規(guī);潭日w水平不高,生產(chǎn)效率低;產(chǎn)業(yè)化水平有待進一步提高;種子工程建設(shè)不完善,配套栽培技術(shù)研究滯后;育種、推廣部門與面粉、食品加工企業(yè)之間聯(lián)系不緊密;現(xiàn)有的農(nóng)業(yè)生產(chǎn)基礎(chǔ)條件有待進一步改善。三是該市優(yōu)質(zhì)專用小麥產(chǎn)業(yè)化發(fā)展對策:推進區(qū)域布局,加快優(yōu)質(zhì)專用小麥生產(chǎn)基地建設(shè);優(yōu)化優(yōu)質(zhì)專用小麥品質(zhì)結(jié)構(gòu),建立健全質(zhì)量檢測體系;加快標準化、無公害化進程,打造駐馬店市優(yōu)質(zhì)小麥品牌;扶大扶強小麥加工龍頭企業(yè),并增強其輻射帶動能力;加強產(chǎn)銷銜接,在市場化程度上取得新的突破;依靠科技進步降低小麥生產(chǎn)成本,增加農(nóng)民收入;積極創(chuàng)造農(nóng)業(yè)融資環(huán)境,實現(xiàn)多元化投入。
[Abstract]:Wheat is the main food of the people of our country. The main purpose of wheat is to grind flour and make it into food for people to eat. In recent years, there has been a great increase in the yield per unit and total yield of wheat in various parts of the country, and the people are in urgent need of special wheat of good quality. Zhumadian City, Henan Province, is a suitable wheat growing area with a long history. Winter wheat is the main winter crop in Zhumadian City, Henan Province. In 2006, the planting area of high quality special wheat in Zhumadian City, Henan Province, increased to 600000 mm 2, accounting for 70% of the total wheat area in Zhumadian City, Henan Province. It can not only serve the macro regional decision-making of the government, but also provide the basis for strengthening the work of the local functional departments. At the same time, it plays an important role in promoting the improvement of quality and the development of wheat products until the development of industry. This study has been applied to the natural and ecological conditions of climate, soil, water resources in different areas of Zhumadian. Taking the industrialization of high quality special wheat in this city as the research object, on the basis of referring to the research results of scholars at home and abroad and going deep into the high quality special wheat production base, grain processing enterprises and farmers' field investigation, The problems of wheat production structure and the influencing factors of wheat distribution were analyzed, and the development direction and key points of industrialization of high quality and special wheat were discussed. The following four conclusions are obtained: firstly, the natural ecological conditions of the city, such as climate, soil and water resources, are suitable for the development of high quality and special wheat; Better agricultural infrastructure conditions and higher levels of material, scientific and technological input are conducive to the formation of high-quality, specialized wheat production and processing bases, and better social and economic conditions, especially for rapidly developing grain processing enterprises. It is beneficial to promote the rapid development of high quality wheat industrialization. Second, the quality needs to be further improved; the overall level of production scale is not high; the production efficiency is low; the industrialization level needs to be further improved; the construction of seed engineering is not perfect. The research of supporting cultivation technology is lagging behind, and the relationship between breeding and extension departments and flour and food processing enterprises is not close. The existing basic conditions of agricultural production need to be further improved. Third, the countermeasures for the industrialization of high-quality special wheat in the city are: promoting regional layout, speeding up the construction of high quality special wheat production bases, optimizing the quality structure of high-quality special wheat, Establish and improve quality inspection system; accelerate standardization, pollution-free process, build quality wheat brand in Zhumadian City; strengthen leading wheat processing enterprises and enhance their radiative driving capacity; strengthen the link between production and marketing. We should make a new breakthrough in the degree of marketization, reduce the cost of wheat production and increase the farmers' income by relying on the progress of science and technology, and actively create the agricultural financing environment and realize the diversification of investment.
