【摘要】：低保對(duì)象的瞄準(zhǔn)是決定低保制度反貧困效果的關(guān)鍵一環(huán),而社區(qū)評(píng)議和家計(jì)調(diào)查是低保瞄準(zhǔn)的兩種主要機(jī)制。本文通過(guò)對(duì)鄂東W村的實(shí)地調(diào)研,發(fā)現(xiàn)社區(qū)評(píng)議機(jī)制在實(shí)踐中面臨著嚴(yán)重的瞄準(zhǔn)困境:一是管理粗放導(dǎo)致分配不公,二是監(jiān)督薄弱導(dǎo)致瞄準(zhǔn)偏離。在此情況下,地方政府引入了家計(jì)調(diào)查機(jī)制,具體做法是引入"虛擬收入"的計(jì)算方法和大數(shù)據(jù)核查,大大提升了低保瞄準(zhǔn)的精準(zhǔn)化程度。從社區(qū)評(píng)議向家計(jì)調(diào)查的轉(zhuǎn)變反映了低保治理從低成本的模糊治理向高成本的精準(zhǔn)治理的轉(zhuǎn)型,其深層動(dòng)力在于國(guó)家治理向規(guī)范化方向的轉(zhuǎn)型。
[Abstract]:Aimed at guaranteeing that the object is the key effects of poverty alleviation decision guaranteeing system of a ring, and the community council and the family planning survey is aimed at guaranteeing two main mechanisms. This paper through the investigation to the eastern village of W, found that the community evaluation mechanism in practice is facing a serious dilemma: one is aimed at the extensive management lead to unfair distribution two, supervision is weak due to deviate from the aim. In this case, the local government introduced a household survey mechanism, the specific approach is the introduction of "virtual income calculation method" and data verification, greatly enhance the low precision degree. Aimed at the transition from the community to review survey meter home reflects the transformation from rural governance fuzzy governance low cost to the precision high cost of governance, the deep motivation lies in the transformation of national governance to standardize the direction.
