【摘要】：民眾的政策評(píng)價(jià)是衡量政策實(shí)施效果的重要維度,有必要從農(nóng)戶滿意度的視角分析土地確權(quán)政策實(shí)施的效果。利用對(duì)蘇、魯、贛、皖四省農(nóng)戶的591份調(diào)研問(wèn)卷,基于農(nóng)戶滿意度視角,考察農(nóng)戶的政策認(rèn)知和地方政府的確權(quán)方式對(duì)土地確權(quán)政策實(shí)施效果的影響,分析發(fā)現(xiàn):農(nóng)戶對(duì)土地確權(quán)政策了解程度和工作參與程度均顯著正向影響農(nóng)戶的滿意度,而確權(quán)方式由于本身受地方經(jīng)濟(jì)發(fā)展水平等因素的影響而與農(nóng)戶滿意度無(wú)顯著相關(guān)性;平原地區(qū)的農(nóng)戶和以家庭經(jīng)營(yíng)收入為主的農(nóng)戶對(duì)土地確權(quán)政策實(shí)施的滿意度較高,而家庭人口數(shù)較多的農(nóng)戶滿意度較低。地方政府應(yīng)通過(guò)加強(qiáng)政策宣傳、積極引導(dǎo)農(nóng)戶參與等方式提高土地確權(quán)政策實(shí)施效果;采用何種確權(quán)方式既要尊重農(nóng)戶真實(shí)意愿,又要符合地方經(jīng)濟(jì)發(fā)展水平。
[Abstract]:Public policy evaluation is an important dimension to measure the effect of policy implementation. It is necessary to analyze the effect of land ownership policy implementation from the perspective of farmers' satisfaction. 591 questionnaires for farmers in Jiangsu, Shandong, Jiangxi and Anhui provinces are used. Based on the perspective of farmers' satisfaction, this paper investigates the influence of farmers' policy cognition and local government's way of confirming power on the implementation effect of land affirmative right policy. It is found that the degree of farmers' understanding of land ownership policy and the degree of job participation have a significant positive impact on the satisfaction of farmers, but the way of confirming the right has no significant correlation with the satisfaction of farmers because of the influence of local economic development level. Farmers in plain areas and households with household income mainly have higher satisfaction with the implementation of land ownership policy, while farmers with large household population are less satisfied with the implementation of the policy. Local governments should strengthen policy propaganda. It is necessary to actively guide farmers to participate in the implementation of land ownership policy, and to respect the real will of farmers and to conform to the level of local economic development.
