【摘要】：隨著城市化進程的推進導(dǎo)致大量失地農(nóng)民的出現(xiàn),失地農(nóng)民不僅僅是一個經(jīng)濟問題,更是一個關(guān)系到安定和諧的重要社會問題。失地農(nóng)民,一群體在失地后身份發(fā)生轉(zhuǎn)變,雖然獲得了較低的土地補償費,可是完全無法彌補失地身份轉(zhuǎn)化而增加的生活成本和消費開支,在其生活能力沒有發(fā)生改變,生產(chǎn)資料反而被剝奪的情況下,一些沒有辦法再就業(yè)或是不能短時間內(nèi)再就業(yè)的失地農(nóng)民,生活出現(xiàn)重大危機。因為社會經(jīng)濟結(jié)構(gòu)、政府責(zé)任缺失以及失地農(nóng)民自己的種種問題,導(dǎo)致農(nóng)民在失地后不參加養(yǎng)老保險,這些農(nóng)民在年紀(jì)大了之后就會給社會增加不穩(wěn)定因素,所以建立實施農(nóng)民養(yǎng)老保障制度非常具有必要性。本文除引言和結(jié)語外,分為四個部分。第1章是對本文的研究背景、研究意義、國內(nèi)外研究現(xiàn)狀及研究方法、研究內(nèi)容等進行介紹闡述。第2章對失地農(nóng)民養(yǎng)老保障制度所涉及的相關(guān)理論包括城市化、失地農(nóng)民、養(yǎng)老保險、失地農(nóng)民養(yǎng)老保險等概念進行界定,分別對公平理論、福利經(jīng)濟理論和經(jīng)濟補償理論特征進行了闡述分析,為第3章研究探討敦煌市失地農(nóng)民養(yǎng)老保障制度做了理論準(zhǔn)備。第3章是本篇論文的核心,本文首先對敦煌市失地農(nóng)民現(xiàn)狀和失地后的生存形勢進行闡述,而后又對敦煌市失地農(nóng)民養(yǎng)老保險現(xiàn)狀進行闡述,通過對現(xiàn)狀的闡述,分析現(xiàn)實狀況中存在的問題,以及問題產(chǎn)生的原因。第4章則通過提出逐步打破城鄉(xiāng)二元格局,實現(xiàn)城鄉(xiāng)居民權(quán)益平等、完善對農(nóng)民的土地征用制度、建立政府主導(dǎo)、商業(yè)保險公司經(jīng)辦的失地農(nóng)民養(yǎng)老保險模式、完善失地農(nóng)民的再就業(yè)體制四個方面提出完善敦煌市失地農(nóng)民養(yǎng)老保障的對策建議。希望為甘肅省和敦煌具有相似性的城市內(nèi)失地農(nóng)民的養(yǎng)老保障問題提供一種可供參考的思路。
[Abstract]:With the advancement of urbanization, a large number of land-lost farmers appear. The land-lost farmers are not only an economic problem, but also an important social problem related to stability and harmony. Although they have received lower land compensation fees, they are completely unable to make up for the increased cost of living and consumer expenses resulting from the transformation of lost land identity, where their means of living have not changed and the means of production have been deprived of them, Some landless farmers who cannot find a way to re-enter employment or can not be re-employed in a short period of time have a major crisis in their lives, because of the social and economic structure, the lack of government responsibility, and the problems of landless farmers themselves. The farmers do not take part in the pension insurance after losing their land, these farmers will add unstable factors to the society when they are older, so it is very necessary to establish the peasant pension security system. In addition to the introduction and conclusion, It is divided into four parts. Chapter 1 is the research background, research significance, domestic and foreign research status and research methods, Chapter 2 defines the concepts of urbanization, land-lost farmers, old-age insurance, land-lost farmers' old-age insurance and so on. The characteristics of welfare economy theory and economic compensation theory are expounded and analyzed, which is the theoretical preparation for chapter 3, which is the core of this paper. This paper first expounds the present situation of land-lost peasants and the living situation after the loss of land in Dunhuang City, and then expounds the present situation of endowment insurance of land-lost peasants in Dunhuang City. Through the exposition of the present situation, it analyzes the problems existing in the actual situation. Chapter 4 proposes to break the dual structure of urban and rural areas step by step, to realize equal rights and interests of urban and rural residents, to perfect the system of land expropriation for farmers, and to establish a government-led system. The mode of endowment insurance for landless farmers run by commercial insurance companies, Four aspects of improving the re-employment system of land-lost farmers are put forward, and the countermeasures and suggestions for improving the old-age security of land-lost farmers in Dunhuang City are put forward. It is hoped that this paper will provide a kind of old-age security for land-lost farmers in similar cities in Gansu Province and Dunhuang. Ideas for reference.
