【摘要】：我國是個農(nóng)業(yè)大國，農(nóng)業(yè)的地位顯得尤為突出和重要。改革開放以來，我國農(nóng)業(yè)發(fā)展取得了巨大成就，尤其是家庭聯(lián)產(chǎn)承包責任制，解放了農(nóng)村生產(chǎn)力，調(diào)動了廣大農(nóng)民群眾生產(chǎn)的積極性，對農(nóng)村經(jīng)濟發(fā)展起到了至關(guān)重要的作用。但是隨著生產(chǎn)力的不斷發(fā)展，家庭聯(lián)產(chǎn)承包責任制下的土地不斷被碎化，大大增加了農(nóng)業(yè)生產(chǎn)的成本，家庭聯(lián)產(chǎn)承包責任制逐漸不能適應市場經(jīng)濟發(fā)展的需要，急需對其進行調(diào)整升級。2013年中央一號文件提出，鼓勵和支持承包土地向?qū)I(yè)大戶、家庭農(nóng)場、農(nóng)民合作社流轉(zhuǎn)。越來越多的政策促使農(nóng)業(yè)走向規(guī)模化、集約化、商品化。適度規(guī)模的農(nóng)業(yè)經(jīng)營符合城鎮(zhèn)化和現(xiàn)代化的要求，推進農(nóng)村土地規(guī)模經(jīng)營是中國農(nóng)業(yè)發(fā)展的必然選擇。家庭農(nóng)場作為一種新的土地規(guī)模經(jīng)營形式，對我國農(nóng)業(yè)發(fā)展有著重要的意義，家庭農(nóng)場解決了家庭聯(lián)產(chǎn)承包責任制下土地分散不利于規(guī)模經(jīng)營的問題，也解決了集體所有制下效率低下的問題，能夠保障農(nóng)民的利益。 本文從農(nóng)村土地規(guī)�；�(jīng)營入手，闡述了農(nóng)村土地規(guī)�；�(jīng)營的形成與特點，尤其是中國農(nóng)村土地規(guī)�；�(jīng)營的特點；然后論述了農(nóng)村土地規(guī)�；瘜r(nóng)村、農(nóng)民的意義，延伸到對中國現(xiàn)代化的意義；接著重點對家庭農(nóng)場進行概述，包括家庭農(nóng)場的內(nèi)涵、作用、面臨的困境等；通過借鑒國外發(fā)達國家經(jīng)驗，提出我國發(fā)展家庭農(nóng)場應遵循的基本原則；最后是論文的重點部分，家庭農(nóng)場的區(qū)域性選擇，也是論文的創(chuàng)新之處。家庭農(nóng)場作為一種新的農(nóng)業(yè)生產(chǎn)方式，是與生產(chǎn)力的發(fā)展息息相關(guān)的，生產(chǎn)力的發(fā)展水平，直接決定了家庭農(nóng)場是否能實行和實行什么樣的家庭農(nóng)場。由于地理位置和政策支持不同，生產(chǎn)力發(fā)展水平不平衡，經(jīng)濟發(fā)達地區(qū)、經(jīng)濟欠發(fā)達地區(qū)和經(jīng)濟貧困地區(qū)經(jīng)濟發(fā)展水平各不相同，，農(nóng)業(yè)發(fā)展情況也不同，家庭農(nóng)場的選擇要以不同地區(qū)不同的生產(chǎn)力水平為基準，因地制宜發(fā)展，這樣才能實現(xiàn)整體統(tǒng)籌協(xié)調(diào)發(fā)展。
[Abstract]:China is a large agricultural country, and the position of agriculture is particularly prominent and important. Since the reform and opening up, great achievements have been made in the development of agriculture, especially the household contract responsibility system, which has liberated the rural productive forces. It has aroused the enthusiasm of the broad masses of peasants in production and played a vital role in the development of the rural economy. However, with the continuous development of productive forces, the land under the household contract responsibility system has been continuously broken up. It has greatly increased the cost of agricultural production, and the household contract responsibility system for linked output is gradually unable to meet the needs of the development of the market economy. It is urgently needed to adjust and upgrade it. The first document of the Central Committee in 2013 proposed encouraging and supporting the contracting of land to professional large households. The circulation of family farms and farmers' cooperatives. More and more policies promote the development of agriculture on a large scale, intensive and commercialized. A moderate scale of agricultural management meets the requirements of urbanization and modernization. Promoting rural land scale management is an inevitable choice for China's agricultural development. As a new form of land scale management, family farm is of great significance to the agricultural development of our country. The family farm solves the problem that land decentralization is not conducive to scale management under the household contract responsibility system, and also solves the problem of low efficiency under collective ownership, which can protect the interests of farmers. Starting with the large-scale management of rural land, this paper expounds the formation and characteristics of the large-scale management of rural land, especially the characteristics of the large-scale management of rural land in China, and then discusses the significance of the large-scale management of rural land to the rural areas and farmers. Extending to the significance of China's modernization; then focusing on the outline of family farms, including the connotation, role, difficulties faced by family farms; by learning from the experience of foreign developed countries, The paper puts forward the basic principles to be followed in the development of family farms in China. Finally, it is the key part of the paper, the regional choice of family farms, and the innovation of the paper. As a new mode of agricultural production, family farms are regarded as a new mode of agricultural production. It is closely related to the development of productive forces. The level of development of productive forces directly determines whether or not family farms can be implemented and what kind of family farms can be implemented. Because of the differences in geographical location and policy support, is there a water balance in the development of productive forces? In economically developed areas, economically underdeveloped areas and economically poor areas, the level of economic development is different, and the situation of agricultural development is also different. The choice of family farms should be based on different levels of productive forces in different regions and should be developed in accordance with local conditions. In this way, the overall overall and coordinated development can be realized.
