【摘要】：政府主導(dǎo)下市場(chǎng)化精準(zhǔn)扶貧是我國(guó)在扶貧工作新形勢(shì)下所進(jìn)行的重大理論創(chuàng)新與實(shí)踐創(chuàng)新。本文在闡述政府主導(dǎo)下市場(chǎng)化精準(zhǔn)扶貧核心內(nèi)涵基礎(chǔ)上,總結(jié)了我國(guó)精準(zhǔn)扶貧的制度障礙與實(shí)施困境,從法律保障、動(dòng)力激發(fā)與脫貧兜底三個(gè)方面論述了設(shè)計(jì)市場(chǎng)化精準(zhǔn)扶貧制度體系的必要性和可行性,最后提出了確立貧困立體識(shí)別機(jī)制、健全扶貧監(jiān)管考核體系、明確扶貧權(quán)利責(zé)任清單、促進(jìn)扶貧政策制度創(chuàng)新的政府主導(dǎo)下的市場(chǎng)化精準(zhǔn)扶貧實(shí)踐路徑。
[Abstract]:Under the guidance of the government the market precision poverty is carried out in our country in the new situation of poverty alleviation work under great innovation in theory and practice. In this paper, under the guidance of the government market precise poverty core connotation on the basis of summarizing the institutional obstacles to China's precise poverty alleviation and implementation difficulties, from the legal protection, and three aspects of motivation overall poverty discusses the necessity and feasibility of the design of the market precise poverty alleviation system, finally put forward to establish the three-dimensional poverty identification mechanism, poverty alleviation and improve supervision evaluation system, a clear list of rights and responsibilities to promote poverty alleviation, poverty alleviation policy system innovation under the guidance of the government market precise poverty practice path.
