【摘要】：建設(shè)現(xiàn)代農(nóng)業(yè)園區(qū)是改造傳統(tǒng)農(nóng)業(yè)的有效途徑,也是實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化的一個(gè)突破口。近年來,隨著規(guī)模經(jīng)營的推行和農(nóng)村土地流轉(zhuǎn)的發(fā)展,河北省在農(nóng)業(yè)園區(qū)創(chuàng)建工作上取得可喜成果。所創(chuàng)建的一批科學(xué)規(guī)范的農(nóng)業(yè)園區(qū)在品牌建設(shè)、技術(shù)研發(fā)、標(biāo)準(zhǔn)化生產(chǎn)和教育培訓(xùn)這些方面所發(fā)揮的重要作用不可小覷,同時(shí)也為增加農(nóng)民收入、推廣先進(jìn)技術(shù)和提供就業(yè)崗位做出重要貢獻(xiàn)。建設(shè)現(xiàn)代農(nóng)業(yè)園區(qū)有利于集約化利用土地資源和農(nóng)業(yè)結(jié)構(gòu)調(diào)整,有利于實(shí)現(xiàn)土地規(guī)模經(jīng)營、提高土地利用率和農(nóng)業(yè)生產(chǎn)效率,同時(shí)對河北省實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化也具有促進(jìn)意義。然而,隨著現(xiàn)代農(nóng)業(yè)園區(qū)建設(shè)的不斷發(fā)展,許多土地流轉(zhuǎn)問題開始出現(xiàn),土地資源浪費(fèi)、流轉(zhuǎn)過程隨意混亂等現(xiàn)象屢屢發(fā)生。因此,伴隨著河北省現(xiàn)代農(nóng)業(yè)建設(shè)的進(jìn)程,認(rèn)真審視園區(qū)建設(shè)中土地流轉(zhuǎn)方面的問題顯得極為重要。本文采用定性分析與案例分析相結(jié)合的方法,對河北省現(xiàn)代農(nóng)業(yè)園區(qū)的土地流轉(zhuǎn)問題進(jìn)行研究分析。在研究土地流轉(zhuǎn)相關(guān)概念和理論的基礎(chǔ)上,結(jié)合河北省現(xiàn)代農(nóng)業(yè)園區(qū)土地流轉(zhuǎn)過程中的多元流轉(zhuǎn)方式、市場化流轉(zhuǎn)過程、規(guī)范化流轉(zhuǎn)工作以及流轉(zhuǎn)規(guī)模和流轉(zhuǎn)價(jià)格逐年增長的現(xiàn)狀,探究當(dāng)前河北省現(xiàn)代農(nóng)業(yè)園區(qū)土地流轉(zhuǎn)中存在的問題,主要表現(xiàn)為:土地流出農(nóng)民收益無保障、土地流轉(zhuǎn)利益主體不明確、農(nóng)民對流轉(zhuǎn)土地缺乏積極性、土地流轉(zhuǎn)資金不足和流轉(zhuǎn)機(jī)制不規(guī)范。經(jīng)過進(jìn)一步研究,發(fā)現(xiàn)導(dǎo)致這些問題產(chǎn)生的原因主要有:社會(huì)保障體系部健全、土地產(chǎn)權(quán)不明晰、農(nóng)民對土地流轉(zhuǎn)認(rèn)識不足、經(jīng)營主體缺乏金融支持以及流轉(zhuǎn)市場雜亂無序。在對河北省現(xiàn)代農(nóng)業(yè)園區(qū)土地流轉(zhuǎn)進(jìn)行詳細(xì)研究后,結(jié)合四川省蒼溪縣白橋項(xiàng)目區(qū)現(xiàn)代農(nóng)業(yè)示范園、陜西省咸陽市楊凌現(xiàn)代農(nóng)業(yè)科技示范園和江蘇省南京市高淳區(qū)農(nóng)業(yè)園區(qū)這三個(gè)國內(nèi)現(xiàn)代農(nóng)業(yè)園區(qū)土地流轉(zhuǎn)成功案例,總結(jié)其實(shí)踐經(jīng)驗(yàn),提出完善農(nóng)村社保體系、推進(jìn)農(nóng)村土地產(chǎn)權(quán)改革、提高農(nóng)民對土地流轉(zhuǎn)的認(rèn)識、創(chuàng)新和發(fā)展農(nóng)村金融、規(guī)范土地流轉(zhuǎn)中介組織、建立有效監(jiān)管機(jī)制六項(xiàng)對策建議。本文從理論依據(jù)和現(xiàn)實(shí)基礎(chǔ)上探討了河北省現(xiàn)代農(nóng)業(yè)園區(qū)土地流轉(zhuǎn)的現(xiàn)狀及問題,進(jìn)一步分析其原因,并提出相應(yīng)的對策建議,因此,本研究不僅對河北省現(xiàn)代農(nóng)業(yè)園區(qū)的土地流轉(zhuǎn)工作實(shí)施有較強(qiáng)指導(dǎo)意義,同時(shí)也對河北省現(xiàn)代農(nóng)業(yè)園區(qū)規(guī)劃建設(shè)有一定參考價(jià)值。
[Abstract]:The construction of modern agricultural parks is an effective way to transform traditional agriculture, and also a breakthrough to realize agricultural modernization. In recent years, with the implementation of scale management and the development of rural land circulation. The establishment of agricultural parks in Hebei Province has achieved gratifying results. A number of scientific and standardized agricultural parks have been established in brand construction, technology research and development. Standardization of production and education and training play an important role in these areas, but also to increase farmers' income. The construction of modern agricultural parks is conducive to intensive utilization of land resources and adjustment of agricultural structure, and to the realization of land management on a large scale. Improving land use efficiency and agricultural production efficiency, at the same time, the realization of agricultural modernization in Hebei Province is also significant. However, with the continuous development of the construction of modern agricultural parks, many problems of land circulation began to appear. Land resources waste, circulation process random chaos and other phenomena occur frequently. Therefore, with the process of modern agricultural construction in Hebei Province. It is very important to carefully examine the problems of land circulation in the construction of the park. This paper adopts the method of combining qualitative analysis and case analysis. On the basis of studying the concept and theory of land circulation, combining with the multiple circulation mode in the process of land circulation of modern agricultural park in Hebei province. Market circulation process, standardized circulation work and circulation scale and circulation price increase year by year, to explore the current problems existing in the land transfer of modern agricultural parks in Hebei Province. The main manifestations are: land flow out of farmers' income is not secure, the main interests of land circulation is not clear, farmers lack enthusiasm for the transfer of land, land transfer funds are not enough and the circulation mechanism is not standardized. The main reasons for these problems are: the Ministry of Social Security system is sound, land property rights are not clear, farmers do not know enough about land circulation. The main body of management lacks financial support and the circulation market is disorderly. After the detailed study on the land circulation of modern agricultural park in Hebei Province, combining with the modern agricultural demonstration park of Baiqiao Project area of Cangxi County, Sichuan Province. Xianyang City, Shaanxi Province Yang Ling modern agricultural science and technology demonstration garden and Nanjing City, Jiangsu Province Gaochun District Agricultural Park, three successful cases of land transfer of modern agricultural parks, summed up their practical experience, proposed to improve the rural social security system. Promote the reform of rural land property rights, improve farmers' understanding of land transfer, innovation and development of rural finance, standardize land transfer intermediary organizations. This paper discusses the current situation and problems of land circulation in modern agricultural parks in Hebei Province based on theoretical basis and practical basis, and further analyzes the reasons. And put forward the corresponding countermeasures and suggestions, therefore, this study not only for the implementation of the land transfer of modern agricultural parks in Hebei Province has a strong guiding significance. At the same time, the planning and construction of modern agricultural parks in Hebei Province has a certain reference value.
