【摘要】：以廣東省為例,利用2007-2013年地級(jí)市層面的面板數(shù)據(jù),采用C-D生產(chǎn)函數(shù)模型和面板數(shù)據(jù)計(jì)量經(jīng)濟(jì)學(xué)模型,從財(cái)政分權(quán)和地方官員晉升考核機(jī)制兩個(gè)制度因素視角對(duì)工業(yè)用地利用效率進(jìn)行考察。結(jié)果表明:以分稅制為代表的財(cái)政分權(quán)和以晉升錦標(biāo)賽為特征的地方政府競(jìng)爭(zhēng)均對(duì)工業(yè)用地利用效率產(chǎn)生負(fù)向影響;由于兩者內(nèi)在的交互影響,財(cái)政分權(quán)加劇了地方政府競(jìng)爭(zhēng)對(duì)工業(yè)用地利用效率的負(fù)向作用強(qiáng)度,這些結(jié)果在分別將其他控制變量加入模型時(shí)均穩(wěn)健成立。調(diào)整中央—地方政府間財(cái)權(quán)—事權(quán)不對(duì)等的局面,改變集中于財(cái)政增收和經(jīng)濟(jì)增長(zhǎng)的政績(jī)考核方式是改善工業(yè)用地利用效率的可行制度安排。
[Abstract]:Taking Guangdong province as an example, using the panel data of prefecture-level city level from 2007 to 2013, the C-D production function model and panel data econometrics model are adopted. The efficiency of industrial land use is investigated from the perspective of fiscal decentralization and the mechanism of promotion and assessment of local officials. The results show that:. The fiscal decentralization represented by the tax system and the local government competition characterized by the promotion championship have a negative impact on the efficiency of industrial land use. Due to the interaction between the two, fiscal decentralization intensifies the negative effect of local government competition on industrial land use efficiency. These results are firmly established when the other control variables are added to the model, and adjust the unequal situation of the central and local governments' financial power and power. It is a feasible institutional arrangement to improve the efficiency of industrial land use by changing the performance assessment mode which focuses on the increase of financial income and economic growth.
