【摘要】：宅基地利用中出現(xiàn)的問(wèn)題,主要根源于現(xiàn)有產(chǎn)權(quán)框架下不同利益主體的博弈,核心是產(chǎn)權(quán)和收益分配問(wèn)題�；谵r(nóng)村宅基地產(chǎn)權(quán)完善的收益共享機(jī)制的構(gòu)建,是當(dāng)前農(nóng)村宅基地管理的關(guān)鍵。應(yīng)遵循成員權(quán)身份的邏輯,進(jìn)行操作性政策的整體框架設(shè)計(jì):基于"成員身份"進(jìn)行宅基地行政管理,保障宅基地占有的公平性;基于"財(cái)產(chǎn)權(quán)化",突破宅基地產(chǎn)權(quán)制度,保障農(nóng)民土地權(quán)利;基于"市場(chǎng)化",設(shè)計(jì)宅基地占有激勵(lì)機(jī)制,保障宅基地利用高效集約;基于"增值分配",設(shè)計(jì)宅基地整理機(jī)制,保障社會(huì)關(guān)系穩(wěn)定。
[Abstract]:The problems in the use of homestead are mainly rooted in the game of different interest subjects under the existing property rights framework, the core of which is the problem of property rights and income distribution, and the construction of the income sharing mechanism based on the perfect property rights of rural homestead. It is the key of rural homestead management at present. We should follow the logic of membership status and design the overall framework of operational policy: based on "membership status" to carry out homestead administration. To ensure the fairness of homestead occupation; On the basis of "property right", we should break through the system of homestead property right and protect the peasants' land rights. On the basis of "marketization", we should design the incentive mechanism of homestead possession to ensure the efficient and intensive utilization of homestead. Based on the "value-added distribution", design homestead consolidation mechanism to ensure the stability of social relations.
