【摘要】:漁業(yè)是農(nóng)業(yè)的重要組成部分,與國民經(jīng)濟(jì)的發(fā)展息息相關(guān)。漁業(yè)的發(fā)展對于促進(jìn)農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、增加農(nóng)民收入、保障水產(chǎn)品有效供給、優(yōu)化國民膳食結(jié)構(gòu)等方面具有重要的作用。我國是漁業(yè)大國,水產(chǎn)品總產(chǎn)量位居世界第一,但要發(fā)展為漁業(yè)強(qiáng)國還有一段路要走。要實(shí)現(xiàn)漁業(yè)又好又快發(fā)展,促進(jìn)漁業(yè)生產(chǎn)率的提高,一個很重要的條件就是科技的進(jìn)步。發(fā)展?jié)O業(yè),從根本上說是實(shí)現(xiàn)傳統(tǒng)漁業(yè)向現(xiàn)代化漁業(yè)的轉(zhuǎn)變,要達(dá)成這個目標(biāo),就要依靠科技進(jìn)步提高資本利用率和勞動生產(chǎn)率。因此,深入研究漁業(yè)科技進(jìn)步對漁業(yè)經(jīng)濟(jì)的影響,正確認(rèn)識和評價科技進(jìn)步在漁業(yè)經(jīng)濟(jì)發(fā)展中的作用,并進(jìn)行定量測算和分析,找出漁業(yè)科技發(fā)展的問題,制定有效的科技進(jìn)步政策,對推動漁業(yè)經(jīng)濟(jì)快速健康發(fā)展有著重要意義。本文首先對國內(nèi)外關(guān)于科技進(jìn)步作用、科技進(jìn)步貢獻(xiàn)率測算方法和漁業(yè)科技進(jìn)步貢獻(xiàn)的研究現(xiàn)狀進(jìn)行了綜述分析。其次,介紹了我國漁業(yè)科技和漁業(yè)經(jīng)濟(jì)發(fā)展現(xiàn)狀以及漁業(yè)科技促進(jìn)經(jīng)濟(jì)增長的路徑。然后,通過對科技進(jìn)步貢獻(xiàn)率的各種測算方法以及彈性系數(shù)的幾種估計方法進(jìn)行比較分析,選擇合適的漁業(yè)科技進(jìn)步貢獻(xiàn)率測算模型和參數(shù)估計方法,并進(jìn)行實(shí)證分析。最后,基于測算結(jié)果和原因分析,提出相應(yīng)的對策建議。具體內(nèi)容如下:第一部分,闡明研究背景和研究目的,指出研究我國漁業(yè)科技進(jìn)步的貢獻(xiàn)率,分析科技進(jìn)步對漁業(yè)經(jīng)濟(jì)推動作用的理論和現(xiàn)實(shí)意義。然后介紹了國內(nèi)外科技進(jìn)步作用研究、科技進(jìn)步貢獻(xiàn)率測算方法研究和漁業(yè)科技進(jìn)步貢獻(xiàn)率研究的現(xiàn)狀,并說明了論文的研究方法、路線和主要創(chuàng)新點(diǎn)。第二部分首先對我國目前漁業(yè)科技發(fā)展的成果和存在的問題進(jìn)行了介紹;其次,從漁業(yè)經(jīng)濟(jì)總產(chǎn)值、水產(chǎn)品產(chǎn)量、水產(chǎn)品進(jìn)出口、漁民收入和漁業(yè)從業(yè)人員五個方面闡述了我國漁業(yè)經(jīng)濟(jì)的發(fā)展現(xiàn)狀,并歸納了漁業(yè)經(jīng)濟(jì)發(fā)展中存在的問題;最后,指出漁業(yè)科技進(jìn)步可以通過改變漁業(yè)生產(chǎn)要素、改變漁業(yè)生產(chǎn)過程和促進(jìn)漁業(yè)結(jié)構(gòu)優(yōu)化三個方面推動漁業(yè)經(jīng)濟(jì)增長。第三部分,闡述了科技進(jìn)步貢獻(xiàn)率的幾種主要測算方法,包括索洛余值法、柯布-道格拉斯生產(chǎn)函數(shù)法(C-D生產(chǎn)函數(shù)法)、連續(xù)替代彈性函數(shù)法(CES生產(chǎn)函數(shù)法)、增長因素分析法、數(shù)據(jù)包絡(luò)分析法(DEA法)和價值分析法(CSH理論法),并對每種方法的優(yōu)缺點(diǎn)進(jìn)行了比較分析。然后,對幾種參數(shù)估計的方法進(jìn)行了說明,包括分配份額法、經(jīng)驗(yàn)確定法、回歸分析法和灰色關(guān)聯(lián)度分析法。最后根據(jù)對各種測算方法的對比分析,選擇索洛余值法作為漁業(yè)科技進(jìn)步貢獻(xiàn)率的測算模型,并確定灰色關(guān)聯(lián)度分析法為估計投入要素彈性系數(shù)的方法。第四部分,主要對漁業(yè)科技進(jìn)步貢獻(xiàn)率進(jìn)行實(shí)證分析。首先,對指標(biāo)數(shù)據(jù)的來源進(jìn)行說明,并做好數(shù)據(jù)處理工作。其次,運(yùn)用測算模型和漁業(yè)經(jīng)濟(jì)數(shù)據(jù)測算各年度和各時期漁業(yè)科技進(jìn)步貢獻(xiàn)率和各投入要素貢獻(xiàn)率,測算結(jié)果表明我國“九五”時期、“十五”時期、“十一五”時期和“十二五”時期前兩年的漁業(yè)科技進(jìn)步貢獻(xiàn)率分別為39.15%、28.62%、8.27%和-27.06%。然后,基于漁業(yè)科技進(jìn)步貢獻(xiàn)率相關(guān)測算結(jié)果,對各要素彈性系數(shù)、增長速度和貢獻(xiàn)率情況進(jìn)行數(shù)據(jù)分析,解讀各時期漁業(yè)投入要素貢獻(xiàn)率和科技進(jìn)步貢獻(xiàn)率的變化走勢,將漁業(yè)科技進(jìn)步貢獻(xiàn)率與農(nóng)業(yè)科技貢獻(xiàn)率進(jìn)行比較,指出我國漁業(yè)科技進(jìn)步貢獻(xiàn)水平尚存在較大差距。最后,對我國漁業(yè)科技進(jìn)步貢獻(xiàn)率較低的原因進(jìn)行了分析。第五部分,對我國漁業(yè)科技進(jìn)步貢獻(xiàn)率的研究結(jié)果進(jìn)行了總結(jié),針對我國漁業(yè)科技進(jìn)步貢獻(xiàn)率較低的原因,提出加大漁業(yè)科技投資力度,提升漁業(yè)科技自主創(chuàng)新能力,提高漁業(yè)科技成果轉(zhuǎn)化效率,提高漁業(yè)勞動者科技素質(zhì)和加強(qiáng)漁業(yè)領(lǐng)域國際科技合作與交流等對策建議。最后,針對本論文的局限與不足,提出進(jìn)一步研究的展望。
[Abstract]:Fishery is an important component of agriculture, development is closely linked with the national economy. The development of fisheries for the promotion of rural industrial structure adjustment, increase farmer income, ensure the effective supply of aquatic products, plays an important role in optimizing the national food structure. China is a big fishery country, total output of aquatic products ranked first in the world, but to the development of fishing power is still a long way to go. In order to achieve sound and rapid development of fisheries, fishery and promote the improvement of productivity, a very important condition is that the progress of science and technology. The development of fishery, fundamentally speaking, is to realize the modernization transformation of the traditional fishery fishery, to achieve this goal, we must rely on scientific and technological progress to increase capital utilization rate and labor productivity. Therefore, in-depth study of fishery science and technology progress effects on fishery economy, the correct understanding and evaluation of scientific and technological progress in the development of fishery economy in use, and Quantitative calculation and analysis, find out the development of fishery science and technology issues, formulate effective policies to promote the progress of science and technology, the rapid and healthy development of fishery economy has important significance. This paper at home and abroad on the progress of science and technology, the article analyses the research status of the contribution rate of technological progress and the calculation methods of the contribution of fishery science and technology progress. In the fourth part, mainly on fishery scientific and technological progress contribution rate of empirical analysis. First, the description of the source data, and completes the data processing work.
